I can bet the driver wasn't the one allotted to the minister,its a trend to see most officials failing to use drivers given to them,but instead use a driver they were using before they came into prominence.

Bros,i have an RX 300 and had the same problem!!mine equally doesn't change gear beyond abt 60km/h.......had to change the gear box eventually plus electrical rewiring. Lexus rx 300 gear box is relatively cheap(90k).
However go for the scan 1st,gearbox shld be your last resort
