To become a NATO member is a process. it is not automatic. There are requirements to be met. That president George Bush supported Ukraine to join Nato doesn't mean Ukriane will automatically join Nato.

Why I emphasized only on the US was that the US basically controls NATO. If the US agrees for Russia to join Nato, Russia will join Nato. If however, other NATO countries agree for Russia to join Nato and the US doesn't agree, Russia will not join Nato.

Go check, up till now North Korea favours disarming themselves if US lift the sanctions on it.
