For your 1st question I can't answer explicitly .

But the 2nd one , it is the consumer that will find his/herself in it except you know the areas that are under 33kva before hand and rent an apartment there.

Band A being the highest followed by band B and then C and others. I am on band B and we are supposed to have around 16 hours or so, band A is supposed to higher hours

Incidentally we too are also under 33, basically means 33kva, those under 33 seem to have more light than those under 11kva. Those under 11 in my area are almost always in darkness.

The free meter is yafunyafun in my area band B everywhere free meter but 20k is the cost for registration. They are even giving people 3phase easily.

And I know the installers will collect some amount too. Maybe around 10-15k

I passed that road toward the end of last December, and calling it unmotorable would be generous. In fact, even unwalkable feels like an understatement, unleggeable might be the most accurate description, if such a word exists.

Which road are you talking about and which portion of the road is unmotorable . Apart from agbara bustop to carwash which they are presently re constructing with concrete causing poor traffic flow at agbara there's no part of that expressway from mile 2 - agbara that is unmotorable , let's not even talk to badagry at all.
