I wanted to apply for masters in Human resources too but changed my mind. From my research, most H.R courses are taught fully or partially in german which means u'd need german language knowledge of at least B1. Besides, most H.R courses are open only for winter semester. Just a few schools offer fields of H.R in english like Berlin School of Economics and Law and that's in winter.
U may want to consider selecting a related field or learn deustch and then apply to H.R.
U can also do ur own research o! Perhaps u could find something different.
