A Nigerian hacker named Olumide Ogunremi, also known as Tony Williams, has been sentenced to 36 months in prison in the US for his role in a cyber campaign targeting US government employees. Ogunrmei has admitted to the crimes, which consist of computer hacking and identity theft charges. Court documents show that Ogunremi and his partners began the scheme in July 2013 and operated at least through December of the same year, specifically targeitng US agencies’ email systems. The cybercriminals tricked US employees into creating fradulent sites that mimic the emails and sites of US government agencies, notably the US Environmental Protection Agency, and then distributed phishing messages to targets. The targets then visited the fake pages and unknowingly handed over credentials. The credentials were then leveraged to access US government employee email accounts, while the cybercriminals ordered office products that were shipped overseas by Ogunremi and his co-conspirators. https://www.oodaloop.com/briefs/2020/09/25/nigerian-hacker-sentenced-to-prison-in-u-s-for-targeting-government-employees/ |

CBN to bear half of farmers’ losses as Nigeria reels from worst drought in five yrs The Central Bank of Nigeria (CBN) will henceforth bear the loss burden of farmers in its Anchor Borrowers Programme by 50%, as food crisis escalates in Nigeria, spurred by the worst dry season in five years, Yusuf Yila, its development finance unit head said on Tuesday. Mr Yila told farmers and stakeholders in Abuja, that the policy shift and urgency to share risks with farmers resulted from the bank’s resolve to bolster food sufficiency in the country. Deluges of rain are aggravating the plight of farmers, particularly in northern Nigeria, a region not known for heavy rains, where rice plantations were recently submerged below floods, causing farmers to count loss. Yila said the CBN would set its gaze primarily on rice, maize and tomato production during the dry season this year, noting the apex bank’s commitment to yield improvement of the crops. He revealed the bank was willing to finance wheat production also. Food scarcity in Africa’s biggest country by population, where more than 200 million people live, has been helped by government’s protectionist policies in agriculture, which sometimes could be sometimes hasty, impelling it to shut its land borders to food imports last August. President Muhammadu Buhari added fertiliser and all food products to the mix this month when he directed the apex bank to call off sales of the foreign exchange used for importing them. The failure of dry spell farming could have disastrous implications for food production and hurt Nigeria’s food security campaign, Yila added. Nigerian inflation rate hit its highest point in 28 months at 13.22% in August after rising without cease for 12 months, the statistics office said in its consumer price index report last week. A separate index, which measures movements in food prices, observed food inflation rose to 16% last month. It had stood at 15.48% in July. |

Kogi Governor, Yahaya Bello, Blames Buhari-led Government For Tanker Explosion That Killed 23 People In State Bello said the total neglect of the road by the President Muhammadu Buhari-led government has made life unbearable for motorists and commuters plying the road. Kogi State governor, Yahaya Bello, has blamed Wednesday's fatal tanker explosion at the Felele axis of Okene/Lokoja/Abuja Road on the deplorable condition of all federal roads across the state. Bello said the total neglect of the road by the President Muhammadu Buhari-led government has made life unbearable for motorists and commuters plying the road. At least 23 persons were confirmed dead and many others injured following a tanker explosion on the road on Wednesday. Over five vehicles were completely burnt in the road crash and eyewitnesses say some of the victims include students of Kogi Polytechnic. Sector Commander of the Federal Road Safety Corps in Kogi State, Idris Fika, said at least 23 bodies had been pulled from the wreckage. Following the incident, Bello visited the Minister of Works and Housing, Babatunde Fashola, on the need for the Nigerian Government to fix the road and others across the state. His spokesperson, Onogwu Muhammed, in a statement said the governor told the minister that the deplorable state of all federal roads across the state have led to recurrent accidents in the state. The statement reads, “He said the state government has done a lot in maintaining the roads but owing to the large volume of traffic on the roads, in view of its strategic location as gateway state, such repairs and maintenance do not stand the test of time. “He appealed to the minister to expedite action in carrying out reconstruction of roads across the state to curtail the preventable accidents on the road. “The governor appealed to the minister to direct contractors handling repairs on the Murtala Bridge at Jamata to speed up the rate of work, noting that the slow pace of work has caused the commuters untold hardship. “Bello informed the minister that he had to personally be on ground on the Lokoja -Abuja road on July 26 to help other agencies to control the traffic gridlock caused on the Lokoja-Abuja Road as a result of the damaged portion of the bridge. “He equally urged the minister to direct the contractors handling the Kabba-Ilorin road to return to site, noting that the total neglect of the road in the area has made life unbearable for motorists and commuters plying the road. “The governor also drew the attention of the minister to the Lokoja-Ganaja-Ajaokuta Road which the federal government awarded for over three years but contractors were yet to be seen on site.” http://saharareporters.com/2020/09/23/kogi-governor-yahaya-bello-blames-buhari-led-government-tanker-explosion-killed-23-people |
Justice Inyang Ekwo of the Federal High Court, Abuja, on Wednesday faulted President Muhammadu Buhari’s appointment of 11 judges into the bench of the High Court of the Federal Capital Territory (FCT). Justice Ekwo, who faulted the president’s action in a judgment on a suit seeking the stoppage of the appointments, said Buhari violated Section 256(2) of the Constitution when he forwarded the recommended names, sent to him by the National Judicial Council (NJC) to the Senate. Meanwhile, the judges were sworn in on September 14, 2020 by the Chief Justice of Nigeria (CJN), Justice Ibrahim Muhammad. Delivering judgment in the suit filed by Oladimeji Ekengba, Justice Ekwo said the only instance where the president can forward NJC’s recommendation to the Senate, in respect of a High Court judge’s appointment, is when it relates to the appointment of a head of court, like the Chief Judge. The judge however held that the fact that President Buhari contravened the provision of Section 256(2) of the Constitution did not affect the swearing-in of the judges. Among the new judges are: Abubakar Musa, Edward Okpe, B. Abubakar, M. Francis, Jude Nwabueze, Josephine Enobi, Christopher Opeyemi, Mohammed Idris, Hassan Aliyu, Fashola Adebowale and Hamza Muazu. The defendants in the suit marked: FHC/ABJ/CS/733/2020, include; President Buhari, the Attorney General of the Federation (AGF), the Senate, the President of the Senate, the Clerk of the Senate, the CJN and the NJC. Justice Ekwo said: “The issue is straightforward. It is whether the first defendant (the President of the Federal Republic of Nigeria) acted in compliance with the provision of Section 256(2) of the 1999 Constitution (as amended) to have sent the names of the 11 persons recommended for appointment as judges of the High Court of the Federal Capital Territory, Abuja to the Senate for confirmation. “Looking at the provision of Section 256(2) of the 1999 Constitution (as amended), I find that there is no power or authority, express or implied, given to the first defendant (the President of the Federal Republic of Nigeria) to send names of persons recommended to him for appointment as judges to the Senate for screening. “All that the first defendant needed to do was to send the names of the appointees to the seventh defendant (the NJC). The requirement for confirmation by the Senate would only have been necessary and constitutional if the seventh defendant recommended a person to the first defendant for appointment as the Chief Judge of the High Court of the Federal Capital Territory, Abuja as provided for in Section 256(1) of the 1999 Constitution (as amended). “To state it clearly, the act of the first defendant, (the President of the Federal Republic of Nigeria) sending the names of the 11 persons appointed by him to the Senate for confirmation was done in contravention of the provision of Section 256(2) of the 1999 Constitution (as amended).” Justice Ekwo proceeded to grant two of the plaintiff’s reliefs, which include a declaration that, by the provision of Section 256(2) of the Constitution, the president “cannot abdicate his duties and responsibilities to the Senate for appointment of persons as judges of the High Court of the Federal Capital Territory”. The judge equally declared that the names of the individuals nominated by the NJC for appointment as judges of the High Court of the FCT cannot be subjected to the screening and confirmation and that the forwarding of the names to the Senate was contrary to and in breach of Section 256(2) of the Constitution. He added: “As can be seen, this judgment affects only the act of forwarding the names of the appointees to the Senate, which was done in contravention of the provision of Section 256(2) of the 1999 Constitution (as amended). It does not affect the swearing-in of the appointees.” https://www.thisdaylive.com/index.php/2020/09/23/court-faults-buhari-on-appointment-of-11-fct-judges/ |
