No fewer than 10,300 policemen serving as security details to former heads of state, ex-governors, top politicians and other citizens are to be reintegrated into the police after the ongoing withdrawal of excess security aides is completed. An authoritative police source told The Punch on Sunday in Abuja that the huge number of officers will return to the force for their primary assignment -to protect life and property. Nigeria has about 371,000 policemen. The Inspector-General of Police, Mr. Mike Okiro, had last Thursday ordered the withdrawal of security details from some categories of persons as part of the police reform programme approved by the National Council of State last month. Earlier, Okiro had told one of our correspondents in an interview last month that former governors were entitled to just four security details -two to guard their residences, while the other two would accompany them each time they travelled. "That is what the law says even if a governor has 10 houses," Okiro had said. According to the source, who spoke on the condition of anonymity, former Heads of State such as Generals Yakubu Gowon, Muhammadu Buhari, Ibrahim Babangida and Abdulsalami Abubakar are entitled to five police orderlies. The source, however, added that the situation depended on their requests and circumstances, and they could also choose which of the services such security aides should come from. He explained, "They have the right to choose which officer they want, or the service -whether it is the Army, Navy, Air Force or Police. Normally, they are entitled to five police orderlies." On the ongoing withdrawal of excess security details, the source said, "We expect that between 10,000 and 10,300 police personnel would be reintegrated into the system by the time the withdrawal of excess details is completed throughout the country." On former heads of state, the source explained that they enjoyed almost the same security consideration as the incumbent. But it was gathered that the Peoples Democratic Party National Chairman, Chief Vincent Ogbulafor, had five security details, just as the same number were guarding the party's headquarters in Wuse. On the level of compliance with the IG's directive, the Public Relations Officer of Police Command of the Federal Capital Territory, Mr. Moshood Jimoh, said his command had advised all those with excess police security to return them. Asked to be specific on those affected in Abuja and the number expected to be withdrawn from these category of persons, Jimoh said the figures would not be available until Tuesday. Similarly, the PRO, Force Headquarters, Mr. Emmanuel Ojukwu, declined to give details on the number of security aides former public officers were entitled to have. In his reply to a text message, he said, "It is not safe or in the national interest to disclose the number of security personnel attached to our respected senior citizens." Former Vice-President Atiku Abubakar, one of the first victims of the withdrawal of security details, had cried foul over the matter on Thursday, stressing that it was politically-motivated. But in a swift response, Okiro denied the insinuation, saying that his action was in line with the current police reforms as approved by both the NEC and the Federal Executive Council on March 25, 2009. Meanwhile, there has been confusion over compliance with the IG's order from state commands of the police. While some said they had been complying with the IG's order, other said they were still awaiting a directive. For instance, former Governor of Delta State, Chief James Ibori, still enjoys generous protection from policemen. Investigation by our correspondent revealed that about 14 policemen were currently with the ex-governor. Our correspondent on Sunday learnt that no fewer than eight riot and conventional policemen were stationed at his Oghara country home to keep vigil at the sprawling estate. Sources close to the ex-governor said the unspecified number of policemen were also stationed at his houses in Lagos and Abuja. However, the Assistant Inspector-General of Police in charge of Zone II command, Onikan, Lagos, Mr. Mohammed Abubakar, said that he was not aware of any recent directive from the Inspector-General. Abubakar, who spoke with one of our correspondents on the telephone on Saturday, said no past political office holder in his jurisdiction (Lagos and Ogun) had been relieved of his security aides. Asked whether any of the security aides attached to former Lagos State Governor, Asiwaju Bola Tinubu, had been withdrawn, the AIG said, "I am not aware of any directive to that effect, so, I cannot order the withdrawal of anybody's security aides." But the Commissioner of Police, Kaduna State Command, Mr. Tambari Muhammad, said that his command had implemented the order. Muhammad, who spoke with one of our correspondents from Sokoto, said he had complied with Okiro's order but declined to comment on the number of policemen a former office holder such as an ex-governor was legally entitled to have. Our correspondent however gathered that the immediate past governor of Kaduna State, Alhaji Ahmed Makarfi, who is now a senator, had not less than four policemen, including his orderly, at any particular time. However, Buhari, a former military head of state and two-time presidential candidate of the All Nigeria People's Party, still has soldiers guarding his house and office in Kaduna. But the former governor of old Kaduna State, Alhaji Balarabe Musa, told one of our correspondents that only former presidents and their deputies as well as all serving judges deserved to have police guards. The PPRO for the Niger State Police Command, Mr. Richard Oguche, told our correspondent in Minna on Sunday that no excess policemen had been withdrawn from the Hilltop residences of the former military heads of state, Generals Babangida and Abubakar. According to him, "There is no question of withdrawing excess as none of them is having excess policemen in the first instance." He said most of the security men attached to the former heads of state were soldiers except two or three police officers. Oguche said that no signal for the withdrawal of excess policemen had been received from Abuja by the command. The former Senior Special Adviser to Governor Abdulkhadir Kure, Alhaji Mahmoud Abdullahi, said that Kure was presently left with four policemen. In Bayelsa, since the former Governor Deprieye Alamieyeseigha left office, he has maintained only a riot policeman and one regular policeman as his security aides. But the Plateau State Police Commissioner, Mr. Greg Ayanting, said that the command had already started implementing the directive of the IG. But our correspondent spoke to a former Governor, Mr. Fidelis Tapgun, who said that he had only a policeman attached to him. Similarly, investigation by our correspondent revealed that the first civilian governor of the state, Chief Solomon Lar, also had only one policeman attached to him. In Ibadan, the security operatives attached to former Governor Lam Adeshina have been withdrawn by the state police command, while his predecessor, Alhaji Rashidi Ladoja, still enjoys the services of two riot policemen. A former Governor of Anambra State, Dr. Chinwoke Mbadinuju, said he was prepared to surrender his police aides if the authorities demanded so. But the Anambra State Police Public Relations Officer, Mr. Fidelis Agbo, said he was not aware of any directive to strip former public officers of their excess police orderlies and details. A former Vice-President, Dr. Alex Ekwueme, is also keeping his security aides. Though he was said to have travelled out of the country when our correspondent called at his Oko home in Orumba North Local Government Area of Anambra State, one of his close associates said he had his police orderly with him the last time he came home. Also, former Governor of the state, Dr. Chris Ngige, is still making use of his four security personnel, it was gathered. But prominent lawyers, including Prof. Itse Sagay (SAN) and a Lagos-based lawyer, Mr. Wahab Shittu, on Sunday told THE PUNCH that the provision of security details for top public officers was at the discretion of President Umaru Yar' Adua. The lawyers said that since the President was the chief security officer of the country, it behoved on him to ensure that the vice - president, the governors, their deputies and former leaders were adequately protected. The legal practitioners, who spoke to our correspondent in separate interviews, said it was regrettable that the discretion was being manipulated by the Presidency for political reasons. Sagay said, "There is no law that backs the issue of provision of security details for political leaders. But the President, who is also the Commander- in -Chief, has the discretion to give security details to these leaders." |
Governor Jonah Jang of Plateau State has disclosed that security agents have intercepted a large cache of arms meant to cause mayhem in Jos, the state capital According to him, activities of some misguided elements in the state have resulted in the fragile peace that currently pervades Jos metropolis Jang, who made this known during an Easter commemorative church service at the Church of Christ in Nigeria (COCIN) headquarters in Jos yesterday, was however not specific about when the arms were seized. He added that despite all efforts by security agents in maintaining peace in the state, there are still a few misguided elements that are still hell bent on destabilising the state. He said but for the watchful eyes of the security men that led to the seizure of the arms, the arms would have been smuggled into Jos and distributed for the purpose of destroying key places and blowing up some very important installations in the state. The governor said the activities of these people have helped to keep the peace in the state very fragile despite all he is doing to maintain peace in the state. He said said there was the need for all residents of the state to embrace peace as there is no other alternative to peaceful co-existence. According to him, "Those who love Nigeria must ensure that there is peace on the Plateau because anything that concerns Plateau is of great concern to the entire country because of the enviable position of the state as a home of peace and tourism." The governor, who spoke extensively on the essence of peace in the state, urged every person living on the Plateau to strive to achieve and maintain peace. COCIN Vice-President, Rev Soja Bewarang, in his sermon, spoke on the lessons of Easter and the significance of Christ rising from the dead. He further admonished Christians to believe in the resurrection as that is the foundation of the Christian faith. |
Two blood thirsty eye-plucking ritualists, who have no fear for God have defiled the holiest of places. They stormed a church, the Jerusalem Christ Healing church in Ohiya Community of Umuahia South Local Government Area of Abia state. But that was not all the sacrilege these satans in human form committed: they abducted a sleeping 10-year-old grand daughter of the Female shepherd in charge of the church to a nearby bush where they strangled her with her sleeping wrapper and then, went ahead to pluck out her two eyes. The evil men who were said to have stormed the church under the cover of darkness in the wee hours of the fateful day had knocked at the gate leading into the church compound, commanding a male voice that asked them of their mission to open the gate of the Church for them or face the consequences if they eventually forced their way in. Frightened that they would make good their threat if they came in, the man, said to be undergoing some days of prayers and vigil inside the church hall, asked them to go and come back in the morning. When they persisted with their threat and endless knocking, he was said to have quietly opened the back door and sneaked into the cover of darkness. Furious that their command was not obeyed, the ritual killers scaled the fence of the church, to come after the praying man who they did not know had also sneaked out through the back door of the building, knowing that if they caught him inside, he would be in serious trouble. He was said to have run to the nearby buildings to alert the occupants of the dangers which the shepherd and her sleeping grand daughter were likely to be in. While there, trying to get help, the men of the night who by now were inside the compound, with their torchlight commenced their search for him, determined to deal with him for refusing to open the gate of the church compound for them. The first person they saw was the Prophetess, 60 years old Mrs Anna Onyemachi, who by now was shivering near the altar where she had run to for safety,believing that the people would not come after her at the altar of God. But she was wrong. To her amazement, the ritual killers, who showed no fear of God or man pounced on her and while one of them was trying to choke the life out of her, the other was serious trying to pluck out her two eyes with his finger nails. While the struggle was going on, a source within the church told Daily Sun, they were beating her to demobilize her to allow them to pluck out her eyes. At a point, she realized that if she continued talking and struggling with them, they would keep on beating her and so she suddenly feigned to have lost all energy and pretended to have died. At this juncture, they left her to go and search for the man who refused to open the door for them to probably come back and accomplish their mission of removing her two eyes. Immediately they left she crawled out of the church hall, opened the back yard door and ran into the cover of darkness as well. When her assailants came back for her and did not see her, they got angry and started throwing chairs and tables upside down in search of her and any other person who might still be inside the church. It was on this process of searching for her that they stumbled onto her sleeping 10 year old grand daughter, called Chiamaka, an Orphan, whose parents had died leaving her at the care of her grand mother, the prophetess. Chiamaka, a primary school pupil who is actually nine-going-on-ten, had been living with her granny since her father and mother died. They quickly abducted her in her sleeping state, eventhough she was said to have woken and started crying out to her grand mother and others for help. The innocent girl was said to have been asking her assailants "what have I done to you", until they forced the clothe with which she sleeping into her mouth to stop her from shouting further. Our source said that they took her into a nearby bush, few poles away from the church, where they strangled her with her sleeping cloth. They then spread out her body on the ground like an animal meant for satanic sacrifice and plucked out her two eyes. Another unconfirmed report said that the assailants also removed something from her private organs as well as her little breast they were only just beginning to form and disappeared into the darkness of the night. Meanwhile, the Abia State Criminal Investigative Department ( State CID Umuagu Ibeku, ) of the of the Nigerian Police has waded into the matter to unravel the mystery behind the killing and mutilation of late Chiamaka. Recently, a meeting was held between the girls' parents' relations from Anambra State and her maternal home people, at which the decision was taken to bury her remains, since the investigation had not yielded any fruit after long after she was murdered in cold blood. Jerusalem Christ Healing Mission is a church whose headquarters is in Azumiri area of Aba, Abia state. The Ohiya branch was said to have been brought by the late Pastor Onyemachi 20years ago. At his death, Pastor Onyemachi's wife, Anna (now 60 years old) took over the pastoring of the church. Meanwhile, the church which has been existing in the family house of the Onyemachis has allegedly been uprooted by an elderly son of the family (names withheld) who is said not to have been supportive of the mother still running a church in their family house. Our source said that he came back from Abuja after the incident, uprooted the altar and removed everything that has to do with the church, asking the mother to look for a neutral place if she still wants to continue with pastoring the church. Also, one of his sisters who was also not in support of their mother running the church in their family house allegedly came home to set the remaining property of the church still in their house ablaze. When Daily Sun visited the church earlier in the week, some burnt property of the church were seen littering the front of the building which hitherto housed the Jerusalem Christ healing Mission. Residents who live near the church said that ever since the church was burnt down, the pastor of the church had not been seen. "We heard that she has ran away from home after the children destroyed the church property." Incidentally, until the visit by Daily Sun, everything about the dastardly act had been kept hush-hush. The sign which shows that the house was once a church has equally been covered with a splash of paint. |
A Serving Magistrate in Osun State, Mr. Olagoke Akintayo has been arrested and detained on the order of the State Commissioner of Police, Mr John Moronike for allegedly beating the police orderly attached to him to coma. He is currently being held at the state police CID for assaulting the police orderly, Dada Oluwafemi. An assistant Commissioner of Police in the state was said to have carried out his arrest ordered by the State Commissioner of Police, Mr. John Moronike. According to sources close to the police command, Akintayo came home about 5'Oclock and believed to have been heavily drunk, ordered the orderly to go and open the gate of his house for him while the latter was said to have refused, telling him frankly that he was not a gateman. It was further learnt that efforts by the magistrate to make the police orderly change his position did not yield any positive result, as he stuck to his gun not to perform the function of a gateman. It was at this point that Mr Akintayo became furious and considered the action of the police officer as an affront for daring to refuse his order. Still boiling with anger, Akintayo was said to have vent his anger on his wife who attempted to stop him from further pummeling the police orderly. Speaking on his hospital bed, the victim told newsmen yesterday that he was beaten to a pulp and had to take to his heel when it became apparent that he may lose his life. "When he ordered me to open the gate for him I told him that he should secure the services of a gateman if he needed any as my duty is to provide maximum security for him and not to serve the purpose of a gateman" he said. The state police Public Relations Officer (PPRO), Clement Akinnola confirmed the incident and the arrest of the magistrate saying the case was purely a case of assault. He added that the police would not leave any stone unturned to unravel the circumstances that led to the unholy incident, saying that the magistrate erred for taking law into his hand. Investigation further revealed that some colleagues of Mr. Akintayo made frantic efforts yesterday to effect his release from the police detention while it was gathered that the police officers where he was being detained insisted that the police commissioner alone could give the instruction on his release. Meanwhile another bloody clash erupted yesterday in osogbo between some commercial motorcylists and policemen attached to Dada estate Police Station following the killing of an Okada rider by the policemen. It was gathered that some policemen on patrol stopped an Okada rider who refused to stop for fear of extortion. In pursuit of the okada rider, it was gathered that the rider lost control and crashed leading to his instant death. His death further infuriated fellow riders who stromed the police station and vandalised the patrol jeep attached to the police station. |
Indications emerged on Tuesday that the former Vice-President, Alhaji Atiku Abubakar, may lose his position as the presidential candidate of the Action Congress in the 2011 election. A highly-placed source in the AC said his romance with the Peoples Democratic Party and his subsequent humiliation by the leadership of the PDP might have strengthened the argument of AC chieftains who had canvassed for his expulsion from the party. Specifically, the source, who spoke on the condition of anonymity, said many of the party leaders warned Abubakar after his visit to former President Olusegun Obasanjo on January 19, against anything that might appear as if he was returning to the PDP. The PDP had, on Monday, described the former vice-president as a hopeless politician whose judgments were usually informed by what it called selfish interests. Abubakar's former party was responding to comments made by the former vice-president where he criticised the electoral reform process of President Umaru Yar'Adua's administration. Abubakar had said the PDP-led government lacked the capacity to give Nigeria any meaningful electoral reform. Reacting to the statements, PDP's National Publicity Secretary, Prof. Rufai Alkali, said Abubakar's comment were borne out of selfish interests, asking whether it was AC that was capable of reforming the country's electoral process. Since Abubakar visited Obasanjo, there had been reported moves by some interests within the PDP to frustrate perceived attempts by the former vice-president to return to the PDP. Speaking with our correspondent, the source said Monday's outburst by the PDP's spokesman had vindicated those who warned Abubakar against his romance with the PDP. The source said, "What you are seeing is a direct vindication of the fears that we had. Those who appeared to be convincing him to come back to the PDP knew what they were doing. Now that he appeared to have shown enough interest in returning and everybody can see, they have decided to disgrace him. "His visit to Obasanjo had caused many of our members to lose confidence in him. And now that PDP seems to have rejected him, at least, going by the gutter language used against him, this will adversely affect his position within the party." The source also added that many political allies of Abubakar who came to the AC with him had equally indicated their decision not to follow him back to the PDP should he finally decide to return to the party. The source added, "Some of his core loyalists have shown him the handwriting on the wall. People like former governor of Kaduna State, Alhaji Lawal Kaita; National Secretary of the AC, Dr. Usman Bugaje; Ambassador Yaya Kwande and others have made it clear to him that if he chooses to return to PDP, he will be on his own. So, if he returns, we said it before that it may affect AC, but that will be temporary. AC will recover from it; but it is Atiku that may never recover from it." The source explained that the leadership of the AC had been particularly irked by the fact that Abubakar had been entering into negotiations with various political groups in the country without carrying leaders of the AC along. This, the source added, had compelled some leaders of the party to conclude that the former vice-president was not suitable for the party's presidential ticket come 2011. The PUNCH had, last week, reported that some governors elected on the platform of the PDP had avoided meetings with Abubakar over his bid to hold talks with them ostensibly in preparation for his return. The decision of the governors, according to sources, was informed by recent indication that Yar'Adua would contest in 2011. Because of his suspected frail health, there had been insinuations that the President might not be interested in a second term, a development which was suspected to have given Abubakar the impetus to seek a return to PDP. When contacted, National Publicity Secretary of the AC, Alhaji Lai Mohammed, said his party was not discussing who would get the party's presidential ticket yet. On the attack on Abubakar, Mohammed said the former vice-president was competent enough to defend himself against any attack by the PDP. He, however, said the reason for the insult on the former vice-president had shown that PDP was not interested in any reform of the electoral process. He said, "That Atiku condemned the electoral reform process was the reason for this attack on him and the use of the gutter language on him already tells us that the PDP and its government has no genuine intention to reform the process. Why is it that everybody that picks holes in the outcome of the Uwais panel becomes a target of such attacks? "It is not only Atiku that has condemned the process; AC aligns with him on that." Asked if the party would still field the former vice-president as its presidential candidate, Mohammed said, "We are not talking of presidential election yet. 2011 still appears to be far away." Reacting, spokesman for the Atiku Campaign, Mallam Garba Shehu, said those behind the campaign against Abubakar being AC's presidential candidate in 2011 would not know the fate of the party before 2011. He said, "Does the person who said the party would not field Atiku know what will be the fate of AC by 2011? It is premature to be talking of presidential ticket now. As at today, the AC is participating in the mega party meetings. So, by 2011, AC will not be in its present shape. AC may consume the other parties and change name or retain its name. Whoever emerges the party's presidential candidate by that time, Atiku will follow him." Meanwhile, Abubakar in his response to the PDP's allegations, said the party would destroy itself. He said that it was painful that the party's leadership could resort to name-calling and gutter language over his opinion on the electoral reforms. Abubakar, who spoke through his campaign office in Abuja on Tuesday, said, "It is also an indication of the party's moral bankruptcy and its unwillingness to change its ways. We are witnessing once again in our history the needless march of an arrogant, visionless party to self-destruction - just like the defunct National Party of Nigeria "Our concern stems from the fact that the PDP runs the government at the centre and in a majority of the 36 states of the federation. The PDP must account to Nigerians how and why things are the way they are in the country. "The PDP does not own Nigeria. That is why we cannot sit back and allow this unruly collection of election riggers and anti-democratic forces to derail our hard-earned democracy or to kill our dreams with mind-boggling ineptitude. "Atiku Abubakar is not desperate to be President. His criticism of the handling of the electoral reform is borne out of patriotic instinct. Every Nigerian ought to be concerned about the direction in which the PDP is taking the country. "It is a measure of how low civility has declined in the country that such an innocuous comment by the former Vice-President on the need for genuine electoral reform should elicit insults and unnecessary personal attacks. It is also ironic that the author of that infantile statement claims to be a professor, one of the intellectual dwarfs who now run the party and the nation." |
BAUCHI-THE Bauchi State Governor, Malam Isa Yuguda, has finally declared publicly that he is no longer with the All Nigeria People Party but has decided to join People's Democratic Party. Yuguda made the declaration while addressing senior political appointees at the Banquet Hall of the Government House saying he decided to join PDP for the interest and development of the state. Yuguda said he left PDP because of one individual but lamented that in the case of ANPP the problems are multiple, adding that ANPP has been hijacked by few individuals which others must dance to their tune - a situation he said was not acceptable to him. According to him, as the result of the activities of few powerful people in the party, ministerial position as well as ambassadorial nominations given to the state in the Government of National Unity were denied them due to the factor of this powerful individuals. Speaking further, he said internal wrangling in the ANPP was instrumental to his leaving the party noting that there was no hope for the state to continue to be associated with the party when the leadership of the party is not interested at the progress of the state. He stated that ANPP has been hijacked by some governors who now dictate the tune even to the National leadership of the party lamenting that the situation, was not acceptable to the generality of the party supporters. According to Yuguda, "for Bauchi to achieve meaningful development there was need for us to join the ruling party in order to pave way for rapid development". The governor noted that the approval for the establishment of a Medical school and a teaching hospital by the president was due to the love he has for the state, adding that by joining the mainstream of politics, Bauchi State stands to gain as more federal presence would be attracted to the state. He then advised his political appointees not to allow his personal decision to switch over to PDP to affect the growth of the state saying he has mandate of improving the living condition of the electorate. Meanwhile, the state chairman of PDP, Alhaji Garba Mohammed Noma said the party has concluded plans towards receiving the state governor, Malam Isa Yuguda, who has shown his interest to return to the party from ANPP. Addressing journalists on the outcome of their meeting held at its secretariat, Noma said PDP has approved the decision of the governor to dump ANPP for PDP unconditionally and awaits the ratification of the national secretariat of the party before fixing a date for the formal reception of the governor at a later date. Noma stated that the defection of the governor is for the progress of the people of the state adding that all those who want to join the governor back to PDP are free to do so. "We have concluded discussion with the governor on his intention to return to the party unconditionally as we are not after any position in the government but don't forget that immediately he returns to PDP, we will give advises on how to run the government" he said While answering question on the possibility of sharing position with PDP members, Alhaji Garba Noma said that they have no intention to recommend the removal of any ANPP member as the state governor is the chief executive of the state that can decide on what to do. He assured that very soon the party will fix a date for the formal reception of the state governor calling on members of the party to always be loyal to the executives as well as contribute towards the progress of the party. Noma dismissed rumours that he will vacate his seat immediately the state governor returns to the party considering that they are from the same zone which is against the party's guidelines adding that the party executives would not vacate their seats unless they completed their tenure as they are constitutionally elected members of the party. He also says that the party has no any faction in the state as the party members are working towards the progress of the party saying all the members are very loyal to the state executives It would be recalled that Governor Isa Yuguda contested and won governorship election under the platform of ANPP but after is wedding to Presidents Yar'Adua's daughter there has been several speculations whether he would join PDP or not but his public declaration has now ended the speculations. |
Facts before the Economic and Financial Crimes Commissio, EFCC released by officials of the Nigeria Customs Service strongly indicate that the Vaswani Brothers being hounded for alleged N3 billion fraud have done no wrong against the Nigerian government. Ever since the EFCC accused the Vaswani brothers of committing a N3 billion import duty fraud against the Federal Government, Nigerians have been largely fed with one-sided sensational version of the story according to the agency's script. According to the EFCC, the Vaswanis evaded import duty on rice importation to the tune of N3 billion. Indeed, the allegation is breathtaking by any stretch of the imagination. But facts before the EFCC by some of the people the commission has arrested and questioned among the senior Customs officials, suggest that the public may not have been availed of the full facts of the matter especially taking into consideration the laws and regulations governing imports into the country. Importation of goods is governed by laws and the rules are not written on water. The Customs procedure for clearing of goods in this, and most other countries is that duty is charged on the basis of the prevailing rate on the day the importer completed his manifest. Details of his shipment are documented and the finalization of the procedure called "striking" is effected. The striking of import documents has no connection with the arrival of vessel. "The date of arrival of the vessel has nothing to do with duty payment. What is important is the submission of advanced manifest to Customs as required by the section 37 of the Customs and Excise Management Act, CEMA Cap 45Laws of the Federal Republic of Nigeria, 2004," disclosed the Customs officers. Concerning the case at hand, the Vaswani brothers did what a lot of others did when between May 7, 2008 and October 31, 2008, the Federal Government suspended duties and levies on the importation of rice into the country. In a letter to the Comptroller General of Customs, the Ministry of Finance disclosed that between 7 May 7, 2008and October 31, 2008, no duty or levy would be charged on rice imported into the country. The Vaswani brothers joined other Nigerian businessmen to import the rice into the country to avert imminent food crises in the country. It carried out all the documentation required by law to qualify for the importation and the striking of their papers was effected before the end of October 31 as required by the new tariff regime. Two of their ships that arrived the Lagos Port before October 31 discharged partial cargo and preceded to Port Harcourt harbour after October, which according to CEMA, and the various Nigerian Customs Services legal codes is not an offence. Therefore, they said, "it is strange to see how the Vaswani Brothers violated the laws and defrauded the federal government in respect of import duty waiver announced by the government to cover the period of rice importation into the country. The waiver lapsed on 31st October 2008 and the EFCC didn't provide that the Vaswanis violated the conditions attached to the rice import waivers. They completed their documentation in time. Is the EFCC therefore, re-writing the customs and exercise laws of Nigeria by accusing the Indians of allegedly committing an offence outside the provisions of existing laws?"And discerning Nigerians want to be sure whether the Vaswanis have breached these laws or whether the anti-graft agency studied these laws carefully before making the damaging allegations against the Indian businessmen. "False allegations, because of their plausibility are dangerous, especially when the truth is deliberately suppressed. It may be difficult for the EFCC to admit that its action was impetuous; they indeed, wouldn't want to own up to the fact that they didn't seek experts' opinions on customs and exercise laws in Nigeria." |
Embattled star actress, Ibinabo Fiberesima on Thursday got a reprieve in her manslaughter conviction as she was granted bail. Ibinabo had earlier been convicted and sentenced to five years imprisonment in absential following her earlier refusal to appear in court despite an order to appear in court and defend herself against the charge of reckless driving and manslaughter preferred against her over the death of one Dr. Siraj Giwa. Justice Deborah Oluwayemi of Lagos High Court granted the actress bail while ruling on an application filed and argued by her counsel, Fred Agbaje. Justice Oluwayemi while delivering the ruling said her hands were tied to exercise the discretion on bail otherwise in view of the fact that the prosecution represented by the Solicitor General of the state, Lawal Pedro (SAN), did not oppose or challenge the averment in the applicant's 35-paragraph affidavit in support. "Where facts stated in an affidavit are uncontroverted by the respondents, the court is bound to admit same as facts," the court held. She, however, dismissed the ground of ill-health canvassed by the applicant, stating that "the applicant is not in serious danger of health." The conditions attached to Fiberesima's bail are, however, stringent as the freedom was in the sum of N4 million with two sureties who must be residents and landed property owners in Lagos. They must deposit the certificate of occupancy of the properties with the court registry. Besides, they must also show evidence of payment of tax in the last three years by producing their tax clearance certificates. On her part, Ibinabo was also mandated to deposit her international passport with the court registry as she must remain within the jurisdiction of the court until the matter is disposed off. At the end of proceeding, a subdued Ibinabo covered her face to avoid barrage of cameramen who had laid ambush for her at the entrance to the court. WARRI -THE offer of amnesty for militants in the Niger Delta announced Thursday by President Umaru Musa Yar'Adua has continued to elicit reactions, with the mainstream militant group, Movement for Emancipation of the Niger-Delta (MEND), yesterday describing the condition given by the Federal Government for its proposed amnesty as unrealistic. While MEND toes a hardline stance, prominent voices in society, especially from the Niger Delta welcomed the decision, and urged the militants to take up President Yar'Adua's offer. Akwa Ibom State Governor, Godswill Akpabio, said yesterday that the decision to grant amnesty to militants in the Niger Delta has offered an opportunity for total change in the region, while Inspector-General of Police, Mr Mike Okiro who spoke in Port Harcourt asked the militants to take advantage of the offer by the federal government to grant them amnesty Akpabio, who spoke in an interview at the Presidential Wing of the Murtala Muhammed Airport, Ikeja, Lagos, yesterday said government should be ready to deal decisively with the criminal aspect of the agitation for resource control in the region, stressing that those who refused to lay down their arms should be met with force. His words: "This is a major step by Mr. President calling for a truce and at the same time, laying down their arms. Yar'Adua unrealistic on amnesty, says MEND In an online statement by its spokesman, Jomo Gbomo, the group said, "The Movement for the Emancipation of the Niger Delta (MEND) considers the amnesty for surrender of Arms offer by Mr Umaru Yar'Adua as unrealistic" President Umaru Musa Yar'Adua . "Such an offer by a government known for its insincerity must first be given to those who are being held captive by the Nigerian state for the rest of us to take seriously. "MEND and the Niger Delta people will only subscribe to a holistic peace process where the United Nations and reputable international mediators will be active participants", he stated. According to the militant group, "Ironically, it should be the people of the Niger Delta considering amnesty to the military and the past and present leadership of a corrupt Nigeria for the evil perpetrated in the region". Amnesty okay, say Ekiyor, Omolubi, Opudulor There were more dissimilar reactions, yesterday, to the offer of amnesty by the Federal Government to militants in the Niger-Delta. President of the Ijaw Youth Council (IYC) Dr. Chris Ekiyor saw it as a well-thought-out decision and called for a white paper on the subject matter, but, the former secretary of the IYC in the Western zone, Mr. Paul Bebenimibo said President Umaru Yar'Adua was not serious, as in his words, "Mr. President cannot be taking seriously if he talking about amnesty to militants at a People's Democratic Party (PDP) forum". However, the president of an Itsekiri group, the Iwere Development Association (IDA), Mr. Newuwimi Omolubi and the president of the Warri-Urhobo Development Association, Chief Vincent Opudulor told Vanguard that the decision of the Federal Government to grant amnesty to militants would help in stopping militancy in the region. Dr. Ekiyor in a chat with Saturday Vanguard said, "I appreciate the gesture of the Federal Government, which is in response to the IYC's call for amnesty to militants but at it is now, what we have heard is a statement of intention, there is no white paper, the government should come out with a white paper on amnesty to militants and its programme for their integration". On his part, Bebenimibo said it was too early to hail President Yar'Adua, adding, "He said the National Security Adviser is going to make recommendations, let us wait for that and see what they are saying before we make any comment". According to him, "Mr. President should not think that the Niger-Delta people are fools, how he can be talking about amnesty for militants and at the same time, he is strengthening the Joint Task Force on the Niger-Delta, to do what, to continue killing the people? FG should establish squad to deal with hostage takers - Chief Clark *hails amnesty for militants WARRI - FORMER Federal Commissioner for Finance and national leader of the Ijaw ethnic nationality, Chief Edwin Clark has called on the Federal Government to set up a special squad to deal with hostage takers and oil thieves, saying their activities are not part of the Niger-Delta struggle. Speaking to Saturday Vanguard on the offer of amnesty by the Federal Government to militants, which he described as "a right step that was taking at the right time", he said it was high time the government separated criminals who were making money from kidnapping of people and oil bunkering from the freedom fighters, who some people choose to address as militants. In his words, "I am saying it categorically that kidnapping has nothing to do with Niger-Delta struggle. The only time kidnapping was done was to draw attention to the plight of our people and it was for a reason, because of the bombing of our communities by the soldiers. Kidnapping for money is a criminal act and the Federal Government should have the political will to identify the persons involved and deal with them". He condemned the spread of kidnapping to Lagos, Imo and other states of the country, pointing out that the squad by the government should tackle the hoodlums involved in the criminal acts frontally. On the amnesty to militants, he stated, "You know my position on amnesty, only two days ago, I addressed a press conference in which I renewed my call on the President to grant amnesty to the militants, including Henry Okah, who is in the same category, so it is good that the government has now agreed to grant them amnesty because that is what one can hold and be talking about peace in Niger-Delta with authority". Chief Clark said that the issue of granting amnesty to militants took a long time in coming, as a list of those to be pardoned was prepared about a year ago, awaiting the President's nod, adding that the freedom fighters deserved amnesty from the government for it is one of the ways to integrate them back into the system. |
