[size=13pt]Foreign reserves fall to $32.3bn[/size] Written by Odidison Omankhanlen, Lagos Wednesday, 07 September 2011 The foreign exchange reserves fell to $32.3 billion by September 2, the same level they were on June 24, and down from a six-month high in August, according to the Central Bank of Nigeria (CBN). The foreign reserves peaked at $35.9 billion on August 8, its highest in six months, but fell to $32.92 billion at the close of last month. The forex reserves were also lower than a year ago, when they stood at $36.01 billion. Meanwhile, the apex bank has finalised arrangements to diversify its external reserves holdings by including the Chinese Renminbi (RMB) to the existing currency mix of United States Dollars (USD), the Euro (EUR) and the British Pound Sterling (GBP). According to a statement from CBN signed by the Head, Corporate Affairs, Mohammed Abdullahi, the decision was taken after due consultations with the Federal Government and other stakeholders in the country, adding that the apex bank had gone ahead to engage the Chinese financial regulatory authorities with a view to building strategic and mutually beneficial relationships with key Chinese financial institutions. “Given the growing economic importance of China in the world, and the increasing trade flows between the two countries, the CBN initiative is expected to secure a strategic advantage for Nigeria in its economic and trade relationship with the People’s Republic of China,”the statement declared. It stated further that in order to strengthen collaboration between the monetary authorities of the two countries, the CBN, on Monday, in Beijing, signed a Memorandum of Understanding (MoU) with the People’s Bank of China (PBoC) to foster greater cooperation in various areas of central banking. Governor Zhou Xiao Chuan signed on behalf of the PBoC while Mallam Sanusi Lamido Sanusi signed on behalf of the CBN. The signing ceremony was witnessed by His Excellency Alhaji Aminu Wali, Nigeria’s Ambassador to the People’s Republic of China and Mr Tunde Lemo, Deputy Governor (operations) of the CBN. [size=13pt]Ikuforiji: EFCC raids Lagos Assembly[/size] By Olasunkanmi Akoni & Gbenga Akanmu LAGOS – Officials of the Economic and Financial Crimes Commi-ssion, EFCC, yesterday, raided the Lagos State Assembly Complex for the second time in two days. It will be recalled that the Speaker of the Lagos State House of Assembly, Mr. Adeyemi Ikuforiji, was last Friday arrested and quizzed by officials of EFCC in Abuja over allegations of perjury and stealing of over N7 billion state funds. In the fresh raid, men of the anti-graft agency were said to have stormed the complex as early as 9am in an operation that lasted till 2pm. It was gathered that the EFCC operatives carted away volumes of documents, especially from the accounting office of the Assembly. A source from the Commission said: “Our men were directed to retrieve files, vouchers and cash books from the accounts department of the Lagos Assembly so that investigators working on the case can complete their investigation.” The source revealed that some the staff of the department may have hidden some files sought after by the officials, an action which he said informed the follow-up visit to the office. [size=13pt]FEC approves 7 new road projects[/size] … plans 3 coal-fired power stations By FAVOUR NNABUGWU ABUJA—The Federal Executive Council, FEC, has approved contract awards for seven new road projects across the six geo-political zones, just as the government is to generate income from traffic offenders among others as alternative funding to keep federal roads in shape. Mr. Mike Onolememen, Minister of Works, said this while reeling out the ministry’s achievements in the last 100 days at a forum organised by the Ministry of Information in commemoration of President Goodluck Jonathan’s administration in Abuja, Tuesday. The seven new road projects approved by the council are: the construction of Jalingo-Kuna-Lau road in Taraba; rehabilitation of Ijebu-Igbo-Olomi road in Ogun State and the rehabilitation of Ondo-Ore road in Ondo State. Others include: Odo-Oba-Takie-Gambari-Otte on Ibadan-Oyo-Ogbomoso-Ilorin road; rehabilitation of Onitsha-Owerri expressway down to Okija in Anambra and Imo states; and the reconstruction/ rehabilitation of Gbongan-Iwo road and the construction of 15 kilometre interstate road from Aiyegunle in Ondo State to Akoko in Edo State. The minister said the government would establish a road fund and a National Road Board to guarantee steady income for road projects in the country, adding that revenues from petroleum levy and road traffic offenders’ fines among others would also be devoted to the funding of road projects. According to him, “a major aspect of the reform will be the establishment of a Road Fund and A National Road Board to guarantee steady income for road rehabilitation and maintenance in this country while revenues from petroleum levy, adverts on roads, traffic offenders’ levies, registration of vehicles fees, weigh-bridge fees, contribution from stakeholders etc would go into road fund” “The National Road Board will determine how the entire road networks in the country will be maintained with the funds. The agency will be private sector driven.” The minister explained that the National Road Board would comprise the Nigerian Association of Road Transport Operators; Federal Road Safety Corps; Police; Nigerian Union of Road Transport Workers, NURTW; organised private sector and the Federal Ministry of Works among others. Unfortunately the author of this piece that was written in May 2010 is now the spokesperson for Mr president and no longer see the need to hurry up Mr President. But I hope Mr President knows that his time is fast running out and that he cannot afford to have the people run out of patience. [size=13pt]Terrorism: Changes of top security chiefs soon[/size] By KINGSLEY OMONOBI ABUJA— Indications emerged, yesterday, in Abuja, that following the recurring insecurity occasioned by the Boko Haram menace and the second successful bombing in Abuja, at the UN House, President Goodluck Jonathan will soon carry out changes in the top hierarchy of the nation’s security establishment. It was gathered that top security personnel including the service chiefs and those at the other intelligence networks, in the country would be relieved of their appointments as a result of the President’s dissatisfaction with excuses being offered for the lapses that resulted to the UN House bombing in particular. At top of those being considered for the changes, according to sources, is that of a retired four-star General who it is believed has so far failed to carry out a successful coordination of the security agencies to the extent that security agencies are now working at cross- purposes while there is a clear lack of synergy among intelligence agencies. Though this are the reasons being sold to President Jonathan to effect the change, the President is however said to be very cautious of such advice owing to experiences of the past which he acquired while he was the Vice-President during which he discovered that some of the people that served in the Presidency at one point or the other, may have played the double game in their dealings. It was gathered that Jonathan is being guided in this regard by the fact that those being proposed as replacements are those that fall in the category of double dealers while reports available to him indicate that the four-star general has operated with 100 per cent openness with him. Aside the Intelligence apparatus, Vanguard was further informed that owing specifications of the terms and conditions of service of the armed forces, some service chiefs are to be relieved of their positions to make way for others to grow and for new ideas in tackling the spate of insecurity in the nation see the light of day. While noting that the appointment of a new Chief of Defence Intelligence, Major-General Sani Yakubu Audu to take over from Major General Babagana Monguno was along this line, Vanguard was told that some of the service chiefs have not only spent more that 35 years in service which is contained in the terms and conditions, two of them have passed the age limit of 56 years requirement. [size=13pt]Power sector reforms yet to benefit Nigerians – NERC boss[/size] OSCARLINE ONWUEMENYI ABUJA – The Chairman and Chief Executive Officer, Nigerian Electricity Regulatory Commission, NERC, Dr. Sam Amadi, has said that there has been little or no difference in the state of power supply in the country since the power reform was initiated by former president Olusegun Obasanjo’s government in 2005. Amadi, who made the remarks last week in an address at a workshop on Major Review of the Multi-Year Tariff Order, MYTO, organized by the NERC, in Abuja, noted that Commission was in the process of consulting with stakeholders over the need or otherwise to increase electricity tariff in the country. He urged the stakeholders to be objective over the review process, noting that, “Public power supply in the country is still a standby in most homes and offices, as it was in 2005 when the reform in the sector began.” He added that, “The state of electricity generation in this country is so terrible that one patriotic duty of every Nigerian is to speak strongly and critically about what needs to be done to review the situation. “To us at the Commission, there cannot be a better time than now to put issues plaguing the sector back on the front burner. It comes as the Federal government is on the verge of divesting sole ownership and control of successor PHCN companies to allow private equity and management in line with the spirit of the Electric Power Sector Reform Act, 2005.” According to Amadi, the general belief in the electricity sector is that current MYTO prices cannot support investments, as they are much lower than in most developing countries, noting that market imperfections such as as low generation capacity, low private sector participation, high and unprecedented operating costs and overheads still abound in the industry. He added that, “As daunting as these challenges seem, we cannot give in to these frustrations if we must succeed. We must confront the pricing challenge while taking into consideration the prevailing economic situation of our country folk. “For the avoidance of doubt, there is no guarantee whether the tariff will go up or down. It is the outcome of this consultation that will determine where the electricity tariff goes.” Amadi noted that all over the world, prices have played a dual role in achieving efficiencies in the distribution of goods and services to consumers and in driving private investment into the economy. “Therefore, if we must achieve the goal of giving every citizen access to stable, reliable and fairly-priced electric power, a reliable and sustainable framework must be put in place to ensure the robust interaction of market forces with social policy to attain equilibrium. “This, we can do by establishing a pricing regime that will sustain massive private sector investment and guarantee a positive return on investment, while also being fair to underprivileged consumers.” The NERC boss observed that prior to the introduction of MYTO, the industry was characterized by lack of a transparent price determination process and abysmally low tariffs, adding that the PHCN-fixed government-determined tariffs are mostly based on the political whims and considerations as opposed to the economic principle of full cost recovery. “This promoted inefficient pricing of electricity and constrained the ability of government itself to recoup costs of investment. This ultimately undermined the growth potential of the sector because it totally distorted the economics of the electricity and deferred private sector participation until now,” he stated. He explained that “MYTO provides for periodic review of the cost parameters through the minor (annual) and major (five-yearly) review windows. The annual review of the framework takes into cognizance changes in gas price, inflation and exchange rates while the major review considers holistic changes in major parameters.” Amadi however, pointed out that despite the attributes of MYTO, “the market is yet to become robust. The market has failed to achieve optimum efficiency and milestones as envisaged by the Commission. On Friday, I was in Oyo state to perform an on the spot assessment of the floods that ravaged the area and listen to the victims and the State Govt. I directed NEMA to remain in the state and assist with relief efforts. An Inter-Ministerial Committee has been set up to work with the State Govt to come up with a frame work for deploying technology and infrastructure to prevent future reoccurrence for immediate implementation by the FG.
