The Lagos ACN has cautioned those who have formed the habit of picking bad roads in the metropolis and post on the internet and other social media to give the impression that His Excellency Gov. Fashola does not care about fixing roads in Lagos.

In a release signed by the State Publicity Secretary of the Party, Mr. Joe Igbokwe, the Party says it is wickedness, unrealistic, inconsequential, petty and cosmetic for anybody to descend so low as to deceive the public and the world that Governor Fashola neglects roads in Lagos even when it is crystal clear that he has made monumental investment in roads in almost every area in Lagos in the past four years

“We note that sometimes some of these bad roads being posted on the internet just to ridicule the Lagos State Government are Federal roads and State Government find it difficult if not impossible to work on federal roads without clearance from the federal government. For instance, for close to 10 years now, the Lagos state government has been asking the federal government to hands off the Lagos Airport Road for rehabilitation and all to no avail. Recently also officials of Ondo state government rehabilitating bad portions of Ore-Benin Expressway were chased away by federal officials from Federal Ministry of Works”

“The party says while the government of ACN Lagos cannot build all the roads in Lagos in one fell swoop, the hardworking and committed governor is handling the road issue one by one. It may take years to build all roads in Lagos but surely we will get there”

The foreign exchange reserves fell to $32.3 billion by September 2, the same level they were on June 24, and down from a six-month high in August, according to the Central Bank of Nigeria (CBN).

The foreign reserves peaked at $35.9 billion on August 8, its highest in six months, but fell to $32.92 billion at the close of last month.

The forex reserves were also lower than a year ago, when they stood at $36.01 billion.

Meanwhile, the apex bank has finalised arrangements to diversify its external reserves holdings by including the Chinese Renminbi (RMB) to the existing currency mix of United States Dollars (USD), the Euro (EUR) and the British Pound Sterling (GBP).

According to a statement from CBN signed by the Head, Corporate Affairs, Mohammed Abdullahi, the decision was taken after due consultations with the Federal Government and other stakeholders in the country, adding that the apex bank had gone ahead to engage the Chinese financial regulatory authorities with a view to building strategic and mutually beneficial relationships with key Chinese financial institutions.

“Given the growing economic importance of China in the world, and the increasing trade flows between the two countries, the CBN initiative is expected to secure a strategic advantage for Nigeria in its economic and trade relationship with the People’s Republic of China,”the statement declared.

It stated further that in order to strengthen collaboration between the monetary authorities of  the two countries, the CBN, on Monday, in Beijing, signed a Memorandum of Understanding (MoU) with the People’s Bank of China (PBoC) to foster greater cooperation in various areas of central banking. Governor Zhou Xiao Chuan signed on behalf of the PBoC while Mallam Sanusi Lamido Sanusi signed on behalf of the CBN. The signing ceremony was witnessed by His Excellency Alhaji Aminu Wali, Nigeria’s Ambassador to the People’s Republic of China and Mr Tunde Lemo, Deputy Governor (operations) of the CBN.

The statement noted that the current move by the apex bank to diversify the nation’s external reserves was consistent with the Transformation Agenda of President Jonathan.

LAGOS – Officials of the Economic and Financial Crimes Commi-ssion, EFCC, yesterday, raided the Lagos State Assembly Complex for the second time in two days.

It will be recalled that the Speaker of the Lagos State House of Assembly, Mr. Adeyemi Ikuforiji, was last Friday arrested and quizzed by officials of EFCC in Abuja over allegations of perjury and stealing of over N7 billion state funds.

In the fresh raid, men of the anti-graft agency were said to have stormed the complex as early as 9am in an operation that lasted till 2pm.

It was gathered that the EFCC operatives carted away volumes of documents, especially from the accounting office of the Assembly.

A source from the Commission said: “Our men were directed to retrieve files, vouchers and cash books from the accounts department of the Lagos Assembly so that investigators working on the case can complete their investigation.”

The source revealed that some the staff of the department may have hidden some files sought after by the officials, an action which he said informed the follow-up visit to the office.

A petition written by a civil rights group, Nigerian Anti-Corruption Vanguard, which prompted the EFCC investigation had alleged that Ikuforiji mismanaged N7 billion running cost of the Assembly in 12 months.

ABUJA—The Federal Executive Council, FEC, has approved contract awards for seven new road projects across the six geo-political zones, just as the government is to generate income from traffic offenders among others as alternative funding to keep federal roads in shape.

Mr. Mike Onolememen, Minister of Works, said this while reeling out the ministry’s achievements in the last 100 days at a forum organised by the Ministry of Information in commemoration of President Goodluck Jonathan’s administration in Abuja, Tuesday.

The seven new road projects approved by the council are: the construction of Jalingo-Kuna-Lau road in Taraba; rehabilitation of Ijebu-Igbo-Olomi road in Ogun State and the rehabilitation of Ondo-Ore road in Ondo State.

Others include: Odo-Oba-Takie-Gambari-Otte on Ibadan-Oyo-Ogbomoso-Ilorin road; rehabilitation of Onitsha-Owerri expressway down to Okija in Anambra and Imo states; and the reconstruction/ rehabilitation of Gbongan-Iwo road and the construction of 15 kilometre interstate road from Aiyegunle in Ondo State to Akoko in Edo State.

The minister said the government would establish a road fund and a National Road Board to guarantee steady income for road projects in the country, adding that revenues from petroleum levy and road traffic offenders’ fines among others would also be devoted to the funding of road projects.

According to him, “a major aspect of the reform will be the establishment of a Road Fund and A National Road Board to guarantee steady income for road rehabilitation and maintenance in this country while revenues from petroleum levy, adverts on roads, traffic offenders’ levies, registration of vehicles fees, weigh-bridge fees, contribution from stakeholders etc would go into road fund”

“The National Road Board will determine how the entire road networks in the country will be maintained with the funds. The agency will be private sector driven.”

The minister explained that the National Road Board would comprise the Nigerian Association of Road Transport Operators; Federal Road Safety Corps; Police; Nigerian Union of Road Transport Workers, NURTW; organised private sector and the Federal Ministry of Works among others.

On the 15 highway departments, the Minister informed that, “In pursuance of the transformation agenda of Mr President in the ministry and in furtherance to on-going reform, fifteen new highways and engineering departments have been created in order to enhance project delivery, implementation, management and execution”

The new departments are Highways, Planning & development; Highways, Planning & design (roads); Highways, Planning & design (bridges); Public Private Partnership Division; Road Sector development Team; electrical & street lightening services; central workshop and equipment; engineering management services and Highways Construction & Rehabilitation for South-West; South-East; South-South; North-West; North East and North-Central

Each of zones, the Minister said, could take decision spanning 35 kilometers in order to achievement zero level delay and inefficiency on the federal roads.

Too bad that after after almost one and half year, we still have to make the same appeal to Mr president - Hurry Up! Unfortunately the author of this piece that was written in May 2010 is now the spokesperson for Mr president and no longer see the need to hurry up Mr President. But I hope Mr President knows that his time is fast running out and that he cannot afford to have the people run out of patience. Hopefully, I wont see this thread in 2012 and still find the need to tell Mr President to Hurry up.

AS a way of stemming the growing security menace of the Boko Haram sect, the Federal Government is said to have approved the establishment of a new tact team within the Department of State Security Service (SSS), sources have confirmed.

Sources further confirmed that findings by the top brass of the administration further revealed the recruitment procedure of suicide bombers being used to prosecute suicide attacks so far carried out in the country.

Investigations by the Nigerian Tribune confirmed that a fee of N10 million is being used as a bait to recruit each suicide bomber used in the attacks so far.

The Boko Haram sect has so far lost three of its suicide attackers in three different attacks in Abuja and Maiduguri.

While the first suicide bomber died in the attack on Force Headquarters, Abuja, the second was shot dead before he could ram his vehicle into the Police Command Headquarters in Maiduguri, Borno State three weeks ago. Another suicide bomber was involved in the blast at the UN House in Abuja. The attack has so far led to the death of 24 persons.

Sources confirmed that the government was already in possession of reports which indicated that the leaders of the Boko Haram sect had been paying heavily for services rendered by the suicide bombers.

It was learnt that apart from the indoctrination processes which the suicide bombers underwent, they were also assured of huge financial rewards for their families when they might have gone.

Though a source in the administration said that operatives were still working on some of the finite details uncovered during the recent arrest of a kingpin of the sect, it was gathered that the figure being paid out had been put in the region of N10 million.

A source quipped at the discovery: “The question that is being raised is what is the source of such funding? Why would somebody put down such money to take the lives of innocent people? What is the motivation for such venture? Is Nigeria fighting a war of independence?”

Sources further told the Nigerian Tribune that the State Security Service (SSS) appeared to have been hampered in years past by inability to enforce some of its findings and that the tact team would help in that regard.

It was also gathered that the Economic and Financial Crimes Commission (EFCC) could be called upon to provide some assistance as regards the funding processes and movement of funds.

The source added that following the threats, the armed forces procured some additional equipment to screen and search people and vehicles coming to their headquarters.

Meanwhile, detectives from the United States of America and the United Kingdom are working round the clock to ascertain the type of explosives that were detonated and the country where they are likely to have come from, just as armed forces have procured some additional equipment to screen and search people and vehicles coming to their headquarters.

Also, armed soldiers were positioned in all areas surrounding the armed forces operational headquarters, while only military vehicles were allowed into the premises.

The main road passing through the headquarters had been blocked from public use, as only the military and officers’ vehicles were allowed a pass.

A source told the Nigerian Tribune that the military had to put the additional security measure in place, because, “this is the operational headquarters of the armed forces and once any attempt is made, the military is finished.”

However, strong indications emerged in Abuja, on Monday, that following the recurring problem of insecurity occasioned by the Boko Haram menace, President Jonathan had succumbed to pressure to carry out changes in the top hierarchy of the nation’s security establishment.

Consequently, it was gathered that top security personnel, including those of the service chiefs and some apex intelligence networks in the country, would be relieved of their appointments as a result of the president’s dissatisfaction with excuses being offered for the lapses that resulted in the UN House bombing.

Top on the list of offices that might be affected, according to sources, was a retired four-star General who, it was believed, had failed to carry out a successful coordination of the security agencies.

While noting that the appointment of a new Chief of Defence Intelligence, Major-General Sani Yakubu Audu, to take over from Major-General Babagana Monguno was along the line, the Nigerian Tribune was reliably informed that some of the service chiefs had spent more that 35 years in service, with two of them said to have passed the 56 years age limit.

It was further gathered that while one of the service chiefs could be eased out on age grounds, the other service chief was due for retirement on January 2010, but was saved by providence, following his appointment as a service chief in the last quarter of the year.

In another development, the management of the National Assembly, on Monday, placed the complex under tight security, following indications that the Boko Haram had named the complex as its next target.

The situation ensured that cars were not allowed into the Assembly complex, as only cars belonging to senators and honourable members were even made to park at the open yard outside the complex.

According to sources, other locations said to be targeted by the sect for bomb attacks included the headquarters of the Nigeria National Petroleum Corporation (NNPC), located at the Central Business District and the Central Bank of Nigerian (CBN) building, also in the Central Area.

Security personnel, including members of the Bomb Disposal Unit, were deployed in different locations in the complex, just as staff of the Sergeant-at-Arms joined in combing car boots and bags of any intending visitor to the National Assembly.

All vehicles entering the Assembly premises were first screened by the anti-bomb policeman stationed at the MOPOL gate, while they were further screened at the second gate and ordered to park at an open space called ‘Berger Yard.

Head of the Sergeant-At-Arms, Colonel Emeka Okere (retd), said the tight security was part of “proactive measures, which would be reviewed from time to time.”

In a related development, the Nigerian Army has beef up security at the headquarters of the 2 Division Nigerian Army, Adekunle Fajuyi Cantonment, Ibadan, Oyo State.

When the Nigerian Tribune visited the Army headquaters, on Monday, both vehicular and human movements were subjected to series of screenings.

Meanwhile, the Chief of Army Staff (COAS), Lieutenant-General Azubuike Ihejirika, has donated a bus to the Nigerian Army Officers' Wives Association for supporting their husbands.

The COAS said the donation was imperative, because the women took care of the home, to enable their husbands to perform their duties effectively.

ABUJA— Indications emerged, yesterday, in Abuja, that following the recurring insecurity occasioned by the Boko Haram menace and the second successful bombing in Abuja, at the UN House, President Goodluck Jonathan will soon carry out changes in the top hierarchy of the nation’s security establishment.

It was gathered that top security personnel including the service chiefs and those at the other intelligence networks, in the country would be relieved of their appointments as a result of the President’s dissatisfaction with excuses being offered for the lapses that resulted to the UN House bombing in particular.

At top of those being considered for the changes, according to sources, is that of a retired four-star General who it is believed has so far failed to carry out a successful coordination of the security agencies to the extent that security agencies are now working at cross- purposes while there is a clear lack of synergy among intelligence agencies.

Though this are the reasons being sold to President Jonathan to effect the change, the President is however said to be very cautious of such advice owing to experiences of the past which he acquired while he was the Vice-President during which he discovered that some of the people that served in the Presidency at one point or the other, may have played the double game in their dealings.

It was gathered that Jonathan is being guided in this regard by the fact that those being proposed as replacements are those that fall in the category of double dealers while reports available to him indicate that the four-star general has operated with 100 per cent openness with him.

Aside the Intelligence apparatus, Vanguard was further informed that owing specifications of the terms and conditions of service of the armed forces, some service chiefs are to be relieved of their positions to make way for others to grow and for new ideas in tackling the spate of insecurity in the nation see the light of day.

ABUJA – The Chairman and Chief Executive Officer, Nigerian Electricity Regulatory Commission, NERC, Dr. Sam Amadi, has said that there has been little or no difference in the state of power supply in the country since the power reform was initiated by former president Olusegun Obasanjo’s government in 2005.

Amadi, who made the remarks last week in an address at a workshop on Major Review of the Multi-Year Tariff Order, MYTO, organized by the NERC, in Abuja, noted that Commission was in the process of consulting with stakeholders over the need or otherwise to increase electricity tariff in the country.

He urged the stakeholders to be objective over the review process, noting that, “Public power supply in the country is still a standby in most homes and offices, as it was in 2005 when the reform in the sector began.”

He added that, “The state of electricity generation in this country is so terrible that one patriotic duty of every Nigerian is to speak strongly and critically about what needs to be done to review the situation.

“To us at the Commission, there cannot be a better time than now to put issues plaguing the sector back on the front burner. It comes as the Federal government is on the verge of divesting sole ownership and control of successor PHCN companies to allow private equity and management in line with the spirit of the Electric Power Sector Reform Act, 2005.”

According to Amadi, the general belief in the electricity sector is that current MYTO prices cannot support investments, as they are much lower than in most developing countries, noting that market imperfections such as as low generation capacity, low private sector participation, high and unprecedented operating costs and overheads still abound in the industry.

He added that, “As daunting as these challenges seem, we cannot give in to these frustrations if we must succeed. We must confront the pricing challenge while taking into consideration the prevailing economic situation of our country folk.

“For the avoidance of doubt, there is no guarantee whether the tariff will go up or down. It is the outcome of this consultation that will determine where the electricity tariff goes.”

Amadi noted that all over the world, prices have played a dual role in achieving efficiencies in the distribution of goods and services to consumers and in driving private investment into the economy.

“Therefore, if we must achieve the goal of giving every citizen access to stable, reliable and fairly-priced electric power, a reliable and sustainable framework must be put in place to ensure the robust interaction of market forces with social policy to attain equilibrium.

“This, we can do by establishing a pricing regime that will sustain massive private sector investment and guarantee a positive return on investment, while also being fair to underprivileged consumers.”

The NERC boss observed that prior to the introduction of MYTO, the industry was characterized by lack of a transparent price determination process and abysmally low tariffs, adding that the PHCN-fixed government-determined tariffs are mostly based on the political whims and considerations as opposed to the economic principle of full cost recovery.

“This promoted inefficient pricing of electricity and constrained the ability of government itself to recoup costs of investment. This ultimately undermined the growth potential of the sector because it totally distorted the economics of the electricity and deferred private sector participation until now,” he stated.

He explained that “MYTO provides for periodic review of the cost parameters through the minor (annual) and major (five-yearly) review windows. The annual review of the framework takes into cognizance changes in gas price, inflation and exchange rates while the major review considers holistic changes in major parameters.”

On Friday, I was in Oyo state to perform an on the spot assessment of the floods that ravaged the area and listen to the victims and the State Govt. I directed NEMA to remain in the state and assist with relief efforts. An Inter-Ministerial Committee has been set up to work with the State Govt to come up with a frame work for deploying technology and infrastructure to prevent future reoccurrence for immediate implementation by the FG. Again I commiserate with the victims. GEJ
