I have no regret proposing single term President Goodluck Jonathan said on Monday that the criticisms that trailed his proposed six-year single term had not made him to regret his action. The President also described the United State Government cables released by whistleblower, WikiLeaks, as “beer parlour gossips”. Jonathan, who spoke during a Presidential Media Chat, in Abuja added that he was a leader committed to the transformation of the country. He said, “I have no regret over the single term proposal. It is to stabilise the polity. Tell me the country that will stabilise its economy without first stabilising its polity? Some analysts say it is corruption that is the country’s problem. But some (also) say from 1960 till date, we have not got any stable polity. I am not saying single tenure alone will bring about a stable polity. But (it is good) because of the circumstances we have in the country now, and in order to reduce tension. “If you elect somebody today as a chairman of a council or a governor, he will do everything to make sure he wins re-election. Within the party, he will want to get a structure that will favour him. That is the first problem we normally have. For them to work with people at the party, this issue of second term should be jettisoned because politics is built on the structures of the party.” He said transformation could be painful but any leader who wished his country well would not be weighed down by criticisms. According to him, the proposal is aimed at stabilising the polity against the political unrest usually witnessed every four years. While maintaining that four years were too short, the President urged his critics to wait for the bill which he said he had not even forwarded to the National Assembly. “Even in that report, we said seven years. My thinking is that seven years for president, seven years for governor and six years for the national assembly. I think four years are too short; six years better. I have not submitted any bill to the National Assembly. Before people comment on it, they should see the bill. People are only feasting on rumours,” he said. The President, who said he could not ignore WikiLeaks because his name had been mentioned, added that there was no iota of truth in what the whistleblower reported about him and his wife. He also implied that he did not believe the criticisms that one of his aides reportedly made against him in the cables. “The issue of WikiLeaks is like beer parlour gossip. It claimed that my wife was arrested with $13.5m at Lagos airport. You cannot ignore it if your name is mentioned, but you can not say that because WikiLeaks says something you must castigate that person. I am thinking people have different kinds of WikiLeaks.” President Jonathan who further said that the endless bloodletting in Jos, the Plateau State capital, was not in any way connected to religion, however, noted that he would not rule out the fact religion played a role in it. While stressing that no human being, Christian or Muslim, had the power to kill the other, he added that the use of force would be counter-productive in ensuring peace in the state. He said, “The problem in Jos is not between religious groups. But it (religion) is now playing a role. Religious difference is like a wind that spreads the fire. Nobody has the power to kill, either you are a Christian or a Muslim. Enforcing the law doesn’t bring peace in any place until the people themselves agree to have peace and that is what we want to achieve. We are meeting with the governor of the state and the Chief of Defence Staff on Tuesday.” According to him, there will soon be an improvement in the power sector. However, he said he would not disclose the megawatts to be produced or the amount to be injected to revive the ailing sector. Jonathan also said the Federal Government was deeply worried by the security problems dogging the country, but assured Nigerians that the problems would decrease. “No doubt, the security challenges discourage investors from coming into the country to invest. I can assure Nigerians that the problems will continue to decrease. Both the police, SSS and the military are doing a lot of work and they are up to the task,” he said. On the issue of a convocation of a Sovereign National Conference as being clamoured by some Nigerians, the President said he supported an avenue where Nigerians could discuss. He said, “Yes, of course, I support that Nigerians must discuss. Nigerians have been discussing. I have asked the Secretary to the Government of the Federation to look into the requests of Nigerians. We are going to set up a committee. “The areas that are still controversial, we will look at it. We will always encourage discussion because people should have the opportunity to talk. It is when people do not discuss that there is a problem.” Speaking on the issue of corruption, he said his government would not stop indicted officials from being prosecuted. “Nigerians have elected me for four years. EFCC Arrests Cleric Over $44,000 Scam The Economic and Financial Crimes Commission on Monday arrested a catholic priest, Rev.Fr. Remigius Onyelu, for allegedly defrauding an Abuja based business woman, Mrs. Ijeoma Ugwah, of $44,000. Although the details of the arrest were still sketchy, our correspondent learnt that the cleric was whisked away at the Pope John 11 Guest House in Wuse 2, Abuja by 10.00 am. The priest was said to have conspired with her younger sister, simply identified as Princess Ebere David, to obtain the money from the victim under the guise of helping her to process university education for her daughter in Canada. The priest was said to have claimed he had been on pastoral assignment in Canada for 15 years. A source said, “Two years after making the payments, the victim was shocked to discover that she has fallen into the hand of a scammer, who hides under his pastoral duties, to scam unsuspecting parents seeking admission for their children in Canada.” She was said to have subsequently sent a petition to the EFCC Chairman, Mrs. Farida Waziri, who promptly assigned a team of operatives to put the priest on watch list and “get him arrested any time he returns to Nigeria.” A source in EFCC told our correspondent that while the priest was being detained for interrogation, the commission’s operatives were said to have declared a manhunt for his sister, who had allegedly gone underground. Jos: Jonathan orders defence chief to take over security Short of declaring a state-of-emergency in Plateau State, President Goodluck Jonathan on Monday directed the Chief of Defence Staff, Air Chief Marshal Oluseyi Petinrin, to take full charge of the security situation in the state with immediate effect. The President is also due to meet with Governor Jonah Jang on the Plateau crises on Tuesday (today). Jos, the state capital, and neighbouring communities have been in the throes of mindless killings as a result of violent clashes between the state’s two major ethnic group, the Berom and the Fulanis. Our correspondents report that over 90 persons have been killed since the renewed clashes began over a week ago. The President’s directive followed on the heels of Sunday’s twin bomb explosions in Jos. In a statement the President’s Special Adviser on Media and Publicity, Dr. Reuben Abati, quoted Jonathan as saying that the order was in keeping with his resolve to ensure the full security of lives and property across the country. The statement reads, “In keeping with his avowed resolve to ensure the full security of lives and property across the country, President Goodluck Ebele Jonathan Monday in Abuja directed the Chief of Defence Staff, Air Marshall Oluseyi Petinrin to take full charge of the security situation in Plateau State immediately and take all necessary actions to stop the recent spate of killings in the state. “Following a meeting of the National Security Council, President Jonathan also directed the Secretary to the Government of the Federation, Chief Pius Anyim Pius, to bring up all pending reports by recent committees set up by the Federal Government on the Plateau for immediate review and implementation. “President Jonathan who is scheduled to meet with the Plateau State Governor, Chief Jonah Jang, tomorrow, further directed the National Emergency Management Agency to take prompt action to address the plight of the internally displaced persons in Plateau State. Plateau which answers to the sobriquet, ‘Home of Peace and Tourism,’ has featured in the news as a theatre of killings since the outset of democracy in 1999. In 2004, following a series of clashes among the warring groups in the state and fearing that the crises could spread to other parts of the country, former President Olusegun Obasanjo imposed a six-month state of emergency on the state. Obasanjo announced the measure on May 18, 2004 in Abuja. Meanwhile, the Federation of Middle Belt People on Monday said the Northern Governor Forum lacked the will to put an end to the crises in the North, especially in Plateau State. While Plateau in the North-Central is embroiled in ethno-religious violence, the North-East is reeling under terrorist attacks orchestrated by the violent Islamic sect, Boko Haram. Coordinator of the FMBP, Mr. Manasseh Watyil, said the forum’s efforts to bring an end to the crises in Jos would not yield positive results because of the Northern leaders’ agenda to see the entire country as a Northern estate.” Watyil, who spoke to our correspondent in Jos on Monday, accused “Northern leaders” of turning Plateau into a battlefield in the desire to execute their agenda. He also accused members of the Special Task Force deployed in the state to bring the violence under control as participating in the killings in the state. He said the task force soldiers should be withdrawn to pave way for the “Operation Rainbow” team to take over. Operation Rainbow is a coalition of regular and mobile policemen, and men of the Nigerian Security and Civil Defence Corps. Watyil said, “In the special edition of a newspaper (names withheld) an article entitled, ‘Plight of the North: 2011 and Beyond’, the map in that article clearly identifies the area regarded as the North and this excluded the entire Middle-Belt region and Abuja. “So, even if security is going to be the agenda of the NGF, whatever resolution will be spineless because they have an agenda already set for them by their forbearers and this is to conquer the whole of the Middle Belt with Plateau as the battlefield. After all, they had met once in Jos on the same Plateau problem and nothing was done about it. “And it will be very difficult to solve these problems unless there are concerted efforts from all concerned. For the NGF, the agenda I want to set for them is to view with seriousness the issue of trans-state banditry. If they can stop hoodlums crossing from one state to attack another state, then we will be nearer to solving the problem.” In a related development, the Chairman of the Cattle Breeders Association of Nigeria, aka Miyetti Allah, Mallam Nur Mohammed, has said that the association is capable of curbing the incessant killings in Plateau villages. Mohammed, who spoke to our correspondent in an interview in Jos on Monday, maintained that the killings were not perpetrated by his association but by some nomadic Fulani whose kith had been killed. Mohammed said, “What the Fulani is suffering is a cumulative effect of the struggle for Jos North. We are not part of that agitation, but each time there is a problem in Jos North, our people will be killed and their cows stolen.” He said that Fulani had been chased out of Berom land, except at the fringes of the area around Jos South and Bokkos, especially around Kura Falls, adding, “You notice that in those areas, nobody is being attacked.” He said, “We have said that these killings are not caused by our Fulani cattlemen. ANPP condemns calls for emergency rule in Borno, Plateau BY PAUL ODENYI ABUJA—The All Nigerian Peoples Party (ANPP) has denounced calls for the imposition of emergency rule in some parts of the country particularly Borno and Plateau states over the high level of insecurity in the areas, saying such calls are out of tune with rule of law. National Chairman of the party, Dr. Ogbonnaya Onu who addressed a press conference in Abuja on the state of the Nation, said 100 days of the Jonathan administration has clearly shown that it is incapable of driving the nation to the promised land. The national chairman said his party was worried by the signals emanating from the way the administration was steering the ship of state, saying “we are worried that Nigerians now sleep with both eyes open, insecurity pervades our mother land on a scale never seen in the country before. Terrorism, kidnapping and armed robbery have become a daily fare in the country.” He said the call for a state of emergency in some states was an invitation to anarchy, and one that does not reflect the commitment to rule of law. Onu maintained that the call cannot be sustained for a state like Borno where he said normalcy has returned, urging the Federal government to take decisive action to deal with the root cause of the matter. “we urge that nothing must be done to depart from the path of rule of law” he said He identified massive unemployment as one cankerworm plaguing the nation saying unless effort are made by the government to deal with the issue of lack of jobs, youths will continue to ply evil trades such as terrorism and kidnapping. On the coming governorship elections in five state of the federation, Dr. Onu said the party will beat the deadline set by the Independent National Electoral Commission (INEC for conduct of party primaries and would present candidates for the elections. He denied that the national office of the party is not supporting the local branches of the party especially in Kogi state. “The structure of the party is such that the national headquarters of the party cooperate with the party while the state also cooperate with the headquarters. We are not in charge of the states one hundred percent. A statement from the governor’s office said the website would provide all the information required by those wishing to own their own houses. ”The website will serve as data base for all applicants to the Lagos Home Ownership Scheme, christened ‘Lagos HOMS’, from which they will download all needed information, including rules of prequalification as well as the Mortgage Calculator which will enable prospective applicants to calculate the quantum of their income that will go towards settling their mortgage payment,” the statement said. Fashola said the scheme would make it possible for qualified individuals to obtain funding upon the contribution of an amount not exceeding 30 per cent of the price of the housing unit, with the balance payable over a period of 10 to 20 years. All applicants will have to provide a sworn buyer‘s affidavit attesting to the fact that they do not own property within Lagos. They will also need to provide proof of employment, residency in Lagos State and evidence of tax payment while any false deposition in the buyer’s affidavit would be a ground for re-possession and other criminal sanctions that may be imposed by law. The government has designed a structure whereby it would collaborate with named partner banks for the provision of funds to support applicants in the acquisition of homes as well as the management of the pre-qualification procedures. [size=13pt]FG Rolls Out Plan for Rail Network Service[/size] By Francis Ugwoke The Federal Government has concluded plans to embark on massive rail project, including linking of the nation’s seaports and airports with rail services. Minister of Transport, Senator Idris Umar disclosed this on the occasion of the commemoration of the First 100 Days of President Goodluck Jonathan in office. Umar said that part of the plan is to rehabilitate the old Narrow Gauge to run simultaneously with the newly constructed Standard Gauge. He said that government has already completed the rehabilitation of the old narrow gauge covering 488 kilometres from Lagos – Jebba, expressing optimism that the phase 2 part of the project will be completed by the end of November this year. According to him, “ this will make it possible to move from Lagos to Kano by rail and reduce the pressure on our roads and elongate the life span of our road network”. Umar disclosed that part of the project includes the development of mass transit rail services spread across the six geo-political zones in the country. He also added that intra-city transit services are currently operational in some cities, including Lagos, Kaduna, Ilorin and Kano. The Minister also disclosed that the federal government is working on developing new rail lines with the involvement of private sector through Public Private Partnership arrangement. According to him, the Ministry of Transport will ensure that the seaports and airports were linked with rail services as a way of improving transportation system in the country. He also identified the East-West, Coast line and highspeed linking covering Lagos, Ibadan, Benin-Onitsha – Enugu; Benin-Warri- Yenagoa, P’Harcourt-Uyo-Calabar; Lagos and Abuja, as top on the agenda of government. Phase one of the modernisation project, the Minister said, entails the introduction of a standard gauge rail system to link the major cities in Nigeria. “In this regard, I am happy to report that work has started on the first leg of the project which runs from Abuja to Kaduna. This project is being handled by the China Civil Engineering and Construction Company (CCECC).”, he said. He said that the contractor has assured of completing the project within 36 months as contained in the contract agreement. Umar also disclosed that the project employs over 2000 Nigerians and expected to employ 5000 Nigerians on completion.
