President Goodluck Jonathan has directed ministers to submit their plan of action in the next four years and how to implement the proposals. The defence of the targets set by the ministers will begin today, it was gathered. But there were indications yesterday that economic interest will also now drive the foreign policy of the Federal Government.

Investigation by our correspondent revealed that the ministers were given one week by the President to highlight their four-year plans. It was gathered that although the ultimatum expired on Friday, the ministers will begin the defence of their proposals today. To meet the deadline, most ministers spent the weekend to rub minds with their directors and heads of parastatals to fine-tune their proposals.

A source, who spoke in confidence, said: “The President actually demanded for measurable and achievable plans from all the ministers. “Their targets will also include timelines within which they will implement those programmes. “Jonathan said he will not accept the usual flat proposals which successive ministers had indulged in. He felt that having been in charge of their respective ministries in the last two months, the ministers should be able to come up with concrete and realisable plans.

“Also, he emphasised that the four-year plans of the ministers must be in tandem with his transformation agenda, which they are all conversant with now. “All ministers will now be judged by their action plans and physical evidence of the effects of these proposals on Nigerians. “Before the middle of his tenure, any minister that fail to live up to expectations will be asked to go.

Another source said: “The tall directive has put pressure on ministers, who have been working round the clock to draft measurable proposals that will fix into the transformation agenda of the President. “As a matter of fact, most ministers were at their desks at the weekend to fine-tune such proposals. They are behaving as if they are planning to write examinations. “Some of the ministers have also transferred the aggression to directors and heads of parastatals in their ministries.”

There was pressure on key ministries like Works, Education, Power, Defence, Police, Transport, Labour and Productivity, Finance, Agriculture, Water Resources, Justice, Interior, Trade and Investment, and Foreign Affairs. A presidency source added: “The President is not underrating any ministry at all. For instance, even from the Ministry of Foreign Affairs, he wants a policy that will generate economic development in the country. “So, besides Africa being the centre-piece of our foreign policy, Jonathan is demanding a new focus which will lead to attraction of economic gains, especially investments that will in turn lead to mass employment.”

When contacted, about five ministers confirmed the directive in strict confidence. One of them said: “The President told us that he does not want any excuse, which was why he put in place a crack cabinet. “So, it is really time to sit up. The President wants concrete targets that will impact on the lives of Nigerians; he needs achievements that will show that the government is working.”Another minister said: “To underscore his determination, the defence of our proposals will begin on Monday (today), instead of the normal cabinet session on Wednesday.”

The modalities for the defence of the ministerial targets were kept under wrap as at the time of filing this story.

Osun State Governor, Mr Rauf Aregbesola, has said his administration will construct a highway that will link the state with Ogun and Lagos states.


According to Aregbesola, travellers from Osun State will have the opportunity to bypass the Gbongan-Ibadan expressway by passing through the road that will be constructed through Ikoyi in Osun State to Ijebu-Igbo in Ogun State.


The governor said the road, when completed, would offer travellers the opportunity to bypass the usual traffic gridlock on the Lagos-Ibadan Expressway on their way to Lagos.


Aregbesola spoke through his deputy, Mrs Titi Laoye-Tomori, who represented him during an interdenominational service organised to commemorate the 20th anniversary of Osun State creation, which held at at All Saints Cathedral, Balogun-Agoro, Osogbo.


He said the proposed highway would pass through Osun communities of Ikoyi – Gbongan – Odeyinka – Orile-Owu – Araromi Owu to Ijebu-Igbo in Ogun State.


The governor also reiterated the commitment of his administration to rebuild Osogbo, the state capital and put it on the world map as one of the tourist capitals in the world.


He said, “This government has awarded a contract that will connect Osun State straight to Ogun State through Ikoyi to Ikorodu and to Lagos. Travellers will no longer go through the rigours of traffic hold up in Ibadan, Oyo State.


“We will develop our roads, our tourist sites and our farmlands in order to reposition our beloved state. Recently, we inaugurated O-Tours to put the state tourism on the world map because we are endowed with natural resources.


“We have 63 tourist centres all over the state and we will develop all these to ensure that our internally generated revenue improves because unfortunately right now in the South-West, we have the least IGR, but within the next six months, we shall witness a massive improvement in our IGR.”

The Special Task Force in Jos, Plateau State has declared that it will shoot armed criminals in the state.

The STF spokesman, Capt. Charles Ekeocha, told newsmen in Jos on Sunday that it would no longer tolerate attacks on military personnel and innocent civilians by hoodlums in the state.

He said two soldiers were lying critically ill in a hospital after they were attacked by unknown persons.

FORMER President Olusegun Obasanjo yesterday declared that the priority of the Peoples Democratic Party  (PDP) in the South-west was the redressing of the speakership of the House of Representatives which was zoned to the region but now occupied by Hon. Aminu Tambuwal from another geo-political zone, specifically the North-west.

Obasanjo, who is the chairman of the Board of Trustees  (BOT) of the party, also vowed never to be in the same party again with members of the PDP  who worked against it in the last elections, saying that such people would never repent.

Addressing delegates at the PDP South-west Zonal Strategic Meeting in Abeokuta, attended by virtually all prominent members of the party from the zone, the former president said that the issue of redressing the issue of speakership should be paramount and not the struggle for national secretary of the party which took centre stage among aspirants jostling for the seat among the delegates.

He said: “The thing in the PDP is that everything should be equitably distributed. The issue of speakership should be addressed because, if not, we will lose greater things. The issue of zoning of secretary; it is ours, not that they zoned it to us. Our priority is to redress the speakership issue first”.

In an intriguing power play, the South-west, to which the PDP leadership had zoned the House speakership, had, in June, lost the office to North-west which already had the vice presidency, thus upstaging the ruling party’s zoning plan for the nation’s six geo-political zones. On the South-west PDP’s poor performance in the April polls, Obasanjo told the delegates: “You must go home and re-organize.

Those who want to come back know the procedure of joining the party and they must be scrutinized very well. We must not forget what some of them did in the last elections; they will not repent. You must not take them back unless they have genuinely repented and they must be properly examined.

“Some of them behaved very badly. Their behavior was terrible. I will never be in the same party with them. I will serve Nigeria till death and I have made a covenant with God to use PDP to serve Nigeria. We must be disciplined”.

The former president said that the South-west  PDP has not collapsed but just suffered a setback, adding that it has happened before.

Obasanjo assured the delegates that the party would recover.
He said: “It has happened to us before, but we recovered. It is only for some time. But we must be disciplined. The setback will soon be a thing of the past.”

In his address at the meeting, the PDP National Vice Chairman in the zone, Alhaji Tajudeen Oladipo, lamented the “dismal performance of the party in the South-west.”

Oladipo went on: “The reasons for our failure in the last general elections are not because our party had no good followership in the zone or lacked good government programmes. Our loss was a result of the culmination of many factors and also our inability to manage the success that we had achieved in the previous elections.

“Towards the last elections, our party was characterized by strong internal strife, politics of exclusion by leaders  to the extent that some of our leaders were even playing god, personalization of the party structure at all levels by some party leaders and indiscipline within the rank and file of the party”.

The zonal chair said that in some cases in Ekiti, leaders collaborated with the opposition to ensure the loss of  the state  to the opposition both during the re-run and even during the court processes.

“One of such leaders is Ayo Fayose, a one-time governor of the State on the platform of our party. Today, some of them are calling for his return to the party. While I am not against his return, the truth has to be said that this young man was one of the strong party members who contributed to the party’s destruction in Ekiti State”.

In Ogun, he said: “You will recall how in the march towards the elections, the then governor of the state on the platform of our party, PDP, worked so hard against the interests of the party all because the leaders did not support the usurpation of the party and the party apparatus by the governor.

“The governor in fact formed a new party to challenge the party on whose platform he ascended the governorship seat! It was that bad in Ogun State. When it was impossible for him to impose his will on the party, he resorted to high level anti-party activities”.

Indications emerged on Saturday that the Economic and Financial Crimes Commission may go after the assets of the embattled Speaker of the Lagos State House of Assembly, Mr. Adeyemi Ikuforiji, over an alleged N7bn scam.


They include automobiles in his auto shop, Brown Motors, located on Mobolaji Bank Anthony Way in Ikeja, Lagos.


It was not clear if the Speaker was granted bail but EFCC operatives were said to have stormed Lagos in search of his properties.


Unconfirmed reports alleged that all the vehicles on display for sale, including exotic and very expensive automobiles have been moved to an unknown destination.


The commission’s operatives were said to be combing the entire state to uncover the secret location of the vehicles.


Efforts to reach the spokesperson of the EFCC, Mr. Femi Babafemi, on Saturday night proved abortive as his mobile phone was switched off.


But a source in the commission told SUNDAY PUNCH that investigation was still on.


As at Saturday night, there were also speculations that the travel documents of Ikuforiji may be seized, pending when he is cleared.


The embattled Speaker was questioned on Friday in Abuja by EFCC operatives.


This was said to have been sequel to petitions written against him by a civil rights group, Kick Against Corruption and Nigeria Anti-Corruption Vanguard alleging that the Speaker mismanaged N7bn running cost in 12 months.


In the petition by KAC, signed by one Mr. Olawale Williams, the group had, among other things, alleged that the lawmaker diverted the money and laundered it abroad through an automobile firm, Brown Motors, allegedly owned by him.


A copy of the petition stated in part, “The initial monthly running cost of the House in 1999 was put at N20m and later jerked up to N40m before the end of the Bola Tinubu administration. This amount the Babatunde Fashola regime also increased to N60m. The cost had, however, been moved up to N500m monthly in 2010 by the House of Assembly.


“This was passed into law and made a first line charge so that the amount can be deducted directly from the state revenue account without any recourse to the executive and has been collecting this huge sum without any corresponding impact on the lives of members or their duties.”

Boko Haram: Governors scared, beef up security

Fearing that they may become the next target of terrorist attacks following the bomb explosion that rocked the United Nations office in Abuja, governors have ordered that security around them and members of their families be doubled to forestall attacks.

Apart from increasing the personal security of the governors, SUNDAY PUNCH gathered that security agencies in all the states have been instructed to provide water tight security at government houses and state secretariats

This current apprehension came after the Boko Haram sect claimed responsibility for the UN attack, which has generated international condemnation with foreign investigators joining the hunt for the perpetrators.

The destructive activities of the sect have hitherto been restricted to Borno State, their base, Bauchi State and the Federal Capital Territory, Abuja. The recent attack on the UN building shows that members of the sect have the capacity to extend to other states of the federation.

Reports from various states have it that diverse security measures have been introduced at the governors’ offices and homes to prevent possible bomb attacks.

Some of the measures employed include an increase in the number of security operatives, thorough checks at the gates to the government house, and relocation of parking lots.

Unlike before, visitors to some of the government houses are now thoroughly quizzed to ascertain their mission before they are allowed in, while vehicles are screened with bomb detectors.

LAGOS

Security agencies in the state have further restricted access to the Lagos Governor, Mr. Babatunde Fashola, as part of the state’s response to the bombing of the UN office in Abuja last week.

Our correspondent learnt that part of the measure to keep Fashola, safe, is preventing unknown visitors from having access to the Lagos House, where the governor’s office is located. Usually all visitors to Lagos house are allowed to park at the visitors’ car park without discrimination.

But a member of the governor’s security team said that henceforth, only government workers at the governor’s office and known visitors like relevant political and business figures in the state would be allowed to park at the visitors’ car park.

It was also gathered that only the personal staff of the governor would be able to drive their vehicles into the governor’s office premises.

Another worker at the governor’s office told our correspondent that there were plans in the office to limit the social and political functions that the governor would be attending.

ILORIN

The Chief Press Secretary to the Kwara State Governor, Abdulwahab Oba, said the state government had taken adequate security measures to protect the governor.

In a telephone interview with our correspondent in Ilorin, Oba said there were security checks before entering the Government House and the Governor’s Office but that those checks were ‘normal security checks.’

Oba stated that there was an increase in the number of security operatives in the state and the government was discussing with security agencies on how to avoid any security breach.

He however said other security measures to protect Ahmed and the entire citizens were not open for public disclosure, because that would jeopardise security measures.

KADUNA

In Kaduna, heavily armed soldiers have been deployed to guard the Sir Kashim Ibrahim Government House located within the vicinity of one of the flashpoints in the state capital, Tundun Wada, also noted for housing Islamic religious extremists.

The soldiers, who are the first set of security operatives any visitor to the Kaduna Government House encounters on approaching the gate to the sprawling edifice, were deployed since the upscale in the activities of the notorious Boko Haram Islamic sect to complement other security operatives manning the short drive to the seat of government in the state.

Immediately visitors scale through the thorough screening by the soldiers, they face another checkpoint mounted by a combined team of heavily armed anti-riot policemen and operatives of the state anti-crime security outfit, the Operation Yaki. Here the visitor’s vehicle is thoroughly screened with metal detectors and anti-bomb devices. The interior and the boot of his car are also screened and searched before being allowed to proceed.

The third checkpoint right in front of the main gate to the government House is manned by operatives of the State Security Service who would take one through all the previous rigorous screening and searching with metal detectors and anti-bomb devices.

Inside the Government House complex, barricades have been placed to prevent unauthorised vehicles from driving close to the Governor’s Office. A new parking lot far from the building was recently created for visitors.

Government House sources say that security has also been improved around Governor Patrick Yakowa and members of his family. Security around his convoy, our correspondent learnt, has also been reinforced.

RIVERS

The Chief Press Secretary to the Governor, Mr. David Iyofor, said security required proactive measures, “It is against this backdrop that the state government intends to acquire two surveillance helicopters in collaboration with the FG to ensure aerial patrol of the state.”

He added that visitors to the Government House were thoroughly interrogated and screened to ascertain their mission before being allowed in.

ONDO

Tough security measures are being adopted by the Ondo State Government at the office of Governor Olusegun Mimiko and his official residence both at the Alagbaka area of Akure, the state capital.

Our correspondent observed that the number of security men, comprising the police, civil defence and the State Security Services posted to man the gates of the Government House and the governor’s office has increased. At the moment, anybody whose name is not on the list of visitors being expected to see the governor, which is usually sent daily to the gate, cannot enter the Government House.

Apart from the staff of the governor’s office, any stranger who has not been properly screened is not allowed to enter the office. It was observed that the security men stationed at the gates have anti-bomb detectors that are used to frisk visitors and vehicles entering and going out of both the Government House and the governor’s office.

YENAGOA

There is heightened security around Governor Timipre Sylva of Bayelsa State. However, our correspondent gathered that the tight security was not because of the rising cases of bombings by the Boko Haram sect. It was learnt that there has been tight security around governors in the Niger Delta region including Sylva since the advent of militancy and that the security has remained the same despite the reduction in the activities of militants in the region.

JOS

Security has been beefed up in Jishe and Rayfield, the two places where Governor Jonah Jang of Plateau State runs his government from following the spate of clashes between some Muslim and indigenous youths since Monday. The clashes have claimed more than 20 lives with an estimated136 people wounded.

Even though the governor has been away for one week, SUNDAY PUNCH gathered that armoured personnel carriers have been placed at strategic points in the metropolis, while a helicopter carries out aerial survey intermittently.

Also security has tightened at the Plateau state House of Assembly with anti riot policemen deployed there.

DELTA

Though, in Delta State, the fear of an attack by the Boko Haram sect is still far-fetched, our correspondent gathered that the security agencies were leaving nothing to chance in ensuring the safety of the government house located in Asaba.

Since the religious sect upped their violence in parts of the north and the FCT, there has been a significant change in the observable activities of the security agents comprising mainly riot policemen and soldiers.

The two major gates leading directly to the government house and the governor’s office, our correspondent noticed, now have more security men manning them.

Whereas, it was a thoroughfare for visitors and journalists in the past, the police officers and military men now subject all unknown faces to questioning and frisking before they are allowed in.

While the inner gate which was always open now has a bar which restricts visitors from gaining entrance, the double entrance now has only one of the iron gates open for visitors. It is also now impossible for a vehicle to speed past the entrance which has now become very narrow.

Unfamiliar faces are also directed to park outside the first entrance before they are allowed to trek into the main Government House building.

Indications emerged yesterday that following the August 26 suicide bombing of the United Nations House in Abuja, which is the second of such devastating attacks inside the federal capital territory, the seat of power, President Goodluck Jonathan has approved the deployment of Israeli Security experts to supervise the security of Aso Rock.

Saturday Vanguard gathered that the decision of the President which was deliberated at length by the National Security Council headed by the National Security Adviser, General Owoye Andrew Azazi, Chief of Defence Staff, Air Chief Marshal Oluseyi Petirin, Chief of Army Staff, Lt. General Azubuike Ihejirika, Chief of Air Staff, Air Marshal Mohammed Dikko Umar, DG SSS, Mr. Ekpeyong Ita, Inspector General of Police, Hafiz Abubakar Ringim and the Chief of Naval staff, Vice Admiral Ola Sahad Ibrahim, was eventually agreed upon as terrorism attacks have shown that international cooperation was needed to tackle the threat.

It was gathered that the precision, and expertise displayed in both the bombings of the Police force headquarters and the UN house both in Abuja by the Boko Haram group, as claimed, are making security agencies in the country suspect that external assistance in terms of training, types of explosives and financial support (from Al-QAEDA) has been made available to the group.

The new collaborative security stance of government, according to investigations, showed government’s realization that the security agencies in the country can not do it alone without assistance from foreign experts, especially those that have tackled the menace for so many years.

Meanwhile, President Jonathan yesterday declared that Nigerian security operatives are now in possession of a strong clue on members and sponsors of the emerging terror group that has recently turned the country into a theatre of bomb war, saying that he would use every available power to return fire for fire.

Aside Aso Rock, Saturday Vanguard gathered that wholesale surveillance and reconnaissance, was being carried out on federal government assets like the NNPC TOWERS, CBN, National Assembly, Supreme Court, Finance Ministry, Police Force Headquarters, Federal Secretariat, SFG office, foreign embassies and others with a view to coming out with a new security blueprint that will counter the element of surprise being used by the terrorists.

To realise this objection, it was gathered that Israeli security experts who had made several convincing presentations on how to checkmate the Boko Haram menace, and these agencies, are convinced that they have the wherewithal to checkmate the spate of bomb blasts now ravaging the country.

Already, the federal capital territory is witnessing the massive installation of close circuit Televisions (CCTV) in and around the city as part of security measures being put in place to monitor all illegal activities going on in the city with the control room expected to be located at the Force Headquarters for central coordination.

To circumvent the issue of power failure, it was gathered that the CCTV Cameras are being provided back up solar power to power panels to ensure 24 hours function daily.

President Jonathan who spoke at the launch of a new National Drivers’ Licence and Plate numbers at the headquarters of the Federal Road Safety Commission, FRSC, Abuja, yesterday, said he had directed the nation’s security network to go after the Boko terror cell and destroy it.

“Let me use this occasion to reassure Nigerians and members of the international community that we now have strong leads as to those involved in this terror war on Nigeria and Nigerians. I have directed security operatives to go after them no matter where they may be hiding. Also, I am using this opportunity to warn that those who choose to hide under our new freedoms to perpetuate evil against our people shall have no hiding place. This administration is fully determined and able to deal with all threats and agents of instability who continue to test the resolve of our nation and its democratic institutions and leadership.”

He warned that “as President and Chief Security Officer of the nation, I will employ every means and instrument at my disposal to secure this nation against forces of evil, which seek to divide and sabotage our country. There shall be no sacred cows in our efforts to expose, contain and defeat this network of terror and its sponsors.”

“I have directed a review of our national security architecture to lay greater emphasis on intelligence and citizens’ participation in security surveillance”, he declared.

He disclosed that, “We are in touch with all international agencies, involved in the global war against terror. We will work in tandem with all organizations and partners towards the timely and eventual containment and defeat of terror and their sponsors in our land.

“I therefore appeal to all State governments, law enforcement agencies, transport unions and institutions, non-governmental organisations, the organised private sector and of course, the general public to be resolute in their support for the FRSC in their quest to reform motor vehicle administration in Nigeria for our collective good.”
