i didn't address the high debt profile because its been addressed enough on this forum. its been the excuse every incoming governor has used to set the bar low for their performance. at least lately Imoke has come out to say that though the debt is high, duke used it well and has produced income generating projects. tinapa is hyped a lot, and it is the crown jewel of Duke, but its not the only thing he did. besides the obvious asthetics of Calabar and obudu, the carnival, race, xmas festivals, water project, school books and various other projects that improved the lives of the people were embarked on. the money was well spent. government is not supposed to simply pile up money.

by the way, you never addressed why government should be farming in the first place.

cashew failed. agreed. not every project will fly. However, others like honey took off. you win some you lose some. I don't know how much pineapple has been exported, but the state is the largest producer. there is enough demand within Nigeria to excuse the lack of exportation.

You can't be sure of what towns i have heard of or been to. Other than stating that CRS has always been second in cocoa production, i'd like to see verification of this. and more importantly that under the past admin, cocoa did not grow, but rather shruck or was stagnant.

Cross River is the second largest producer of Cocoa after Ondo State, the Cocoa plantations in Cross River State (Ikom) were the one's that were planted in the 1950's during the old Eastern Region tenure of late Michael Okpara. What stops the Government from mass production and exportation of Cocoa with a view of setting up a world class Cocoa Processing plant? Instead , they began planting Pine Apple and Cashew tree's. What happened to all the Rubber and Palm Oil Estates ? They were sold of course.Where did the money go ?

The decision, which was okayed by the Federal Executive Council at its bi-monthly meeting in Abuja, is aimed at making the country’s energy sector more efficient.

The Minister of State for Energy (Petroleum), Mr. Odein Ajumogobia, who made this known to journalists, added that five agencies had been created to handle activities in the sector.

They are the National Petroleum Directorate, the National Oil Company, the Petroleum Inspectorate Commission, the Petroleum Products Distribution Agency, and the National Oil and Gas Assets Holding and Management Company.

The NPD replaces the Ministry of Energy, while the NOC takes over the core roles of the NNPC.

The NOC is expected to go into full-time operation in the petroleum sector.

The PIC will play the roles hitherto assigned to the Department of Petroleum Resources.

Also, the functions that were carried out by the National Petroleum Investment Management Services Company are now to be handled by the NOGAHMSC.

Ajumogobia gave indications that the five agencies would report to him.

The minister explained that the scrapping of the NNPC was in line with the new National Oil and Gas Policy.

A National Council on Energy, according to him, has also been established to implement the policy within six months.

The establishment of the NCE is expected to herald the declaration of the emergency in the energy sector by the President.

The council, which will be chaired by President Umaru Yar’Adua, has Vice-President Goodluck Jonathan as the deputy chairman.

Other members of the council are Ajumogobia, his counterparts in charge of Gas, Mr Olusina Emmanuel; and Power, Mrs. Fatima Ibrahim.

Also included in the Council are the Attorney-General and Minister of Justice, Mr. Michael Aondoakaa; the Minister of Finance, Dr. Shamsudeen Usman; the Minister of National Planning, Senator Sanusi Daggash; the Honorary Strategic Adviser to the President on Energy, Dr. Rilwanu Lukman; and the National Security Adviser, Gen. Ibrahim Mukhtar.

Four other members are to be appointed by the President.

Ajumogobia said, “The Council today (Wednesday) put an end to the speculation as regards the new oil and gas policy.

“The Council received memorandum on the proposed National Oil and Gas policy, the recommendation arising from the sector reform implementation committee, which was inaugurated in 2000 under the chairmanship of Lukman.

“That committee was charged with the responsibility of restructuring Nigeria ’s oil and gas sector.

“The National Council on Privatisation received the report of the committee in 2005. It has been five years of work within which experts in the industry have come together to put together this report that was presented to the council.

“Almost simultaneously, the NCP had also set up a committee to look at the oil and gas industry.

“Those two reports came up at about the same time and a committee was set up under the then Minister of Petroleum Resources to harmonise the reports because there were significant overlap.

“Those two reports were presented to the council today (Wednesday) with a working document, including the one that came from the NCP.

“The only thing that was added to that report was the creation of the National Energy Council.

“The Council also approved the implementation of the National Oil and Gas Policy within a period not exceeding six months.

“One of the highlights of the new policy is the unbundling of the NNPC. This means creating five new organisations out of the existing structure.

“A new Petroleum Directorate is to be set up. A National Oil Company, that is NNPC itself as it is now known, is to be reorganised to empower it to conduct itself like any other oil and gas company.

“It will be isolated from some of its other functions. For example, the Department of Petroleum Resources currently is a department in the Ministry of Energy and this will be replaced by a commission known as Petroleum Inspectorate Commission that would be independent and empowered to monitor the industry effectively.

“There is Petroleum Product Distribution Authority, which is another new organisation. There is also the NOGAHMSC which will effectively replace NAPIMS to manage the assets that are currently being managed under the umbrella of the NNPC.

“The Council approved the constitution of the energy council which will work within the six months time frame to implement the policy”

“It is expected that the constitution of the energy council will herald the declaration of emergency in the country’s energy sector.

“The President had revealed in his address at the opening session of the recently-concluded presidential retreat that emergency will be declared after the establishment of the Council, which he said would work out ways to realise self-sufficiency in the energy sector.”

The Punch had exclusively reported on August 11, 2007 that the government intended to restructure the oil and gas industry and establish five new agencies to replace the existing ones.

The Secretary to the Government of the Federation, Alhaji Baba-Gana Kingibe, had in June, submitted a report on the restructuring of the industry to Yar’Adua.

In the report titled, “Roadmap for the Restructuring of the Oil and Gas Industry in Nigeria,” the SGF also called for “the urgent constitution of an Implementation Steering Committee, comprising the heads of all the new outfits as conceived in the report amongst others.”

The NNPC was established by Decree 33 of April 1, 1977 as a public organisation to manage government’s interests in the oil industry.

In addition to its exploration activities, the corporation was given powers and operational interests in refining, petrochemicals, products transportation and marketing.

In 1988, the NNPC was commercialised into 12 strategic business units, covering the entire spectrum of oil industry operations.

The units include the National Petroleum Investment Management Services; the Nigerian Petroleum Development Company; the Nigerian Gas Company; the Products and Pipelines Marketing Company; and the Integrated Data Services Limited.

Others are the Nigerian LNG Limited; the National Engineering and Technical Company Limited; Hydrocarbon Services Nigeria Limited; the Warri Refinery and Petrochemical Company Limited; the Kaduna Refinery and Petrochemical Company Limited; the Port Harcourt Refining Company Limited; and the Eleme Petrochemicals Company Limited.

In addition to these subsidiaries, the industry is also regulated by the DPR, a department within the Ministry of Petroleum Resources.

Meanwhile, the President, West African Bar Association, Mr. Femi Falana, has described the scrapping of the NNPC as illegal and unconstitutional.

Speaking with one of our correspondents on the telephone on Wednesday, Falana said the decision was also a total subversion of the rule of law.

He regretted that the decision was taken barely two days after Yar‘Adua reaffirmed the commitment of his administration to follow due process and rule of law while addressing the annual conference of the Nigerian Bar Association.

He said, “Today (Wednesday), a decision has been taken which has treated with disdain and contempt all impending cases involving the NNPC and make a mockery of all binding joint venture agreements between the corporation and local as well as international corporate bodies.

“The Federal Government should therefore be advised to reverse this legal monstrosity and forward a bill to the National Assembly for the repeal of the NNPC and incorporation of the proposed companies without any delay.

“The government should also be advised to stop running Nigeria like a Banana Republic whereby pronouncements are made only to have them reversed on the basis of public denunciation of such decisions.”

Another legal practitioner, Mr. Yusuf Ali (SAN), agreed that the government would have to repeal the law and reenact another one.

He said, ”What I think they are doing is to show an intention. They will have to repeal the law and then reenact another law.”[/b]

The President said his decision to halt the Governor of Central Bank of Nigeria, Prof. Charles Soludo, was informed by the fact that he lacked the power over such matter.

Yar’Adua stated his position on the new naira policy in a statement by his Special Adviser on Media, Mr. Olusegun Adeniyi.

Citing relevant sections of the CBN Act to substantiate his position, Yar’Adua said only the President of the country had the power to re-denominate the naira.

The Federal Government, through the Minister of Justice and Attorney General of the Federation, Mr. Michael Aondoakaa, announced the suspension on Friday.

The minister had hinged the government action on the claim that the governor of the apex bank contravened the CBN Act.

The President’s explanation came amidst indications that the CBN Governor may be forced to resign, or be removed, following his decision to implement the strategic agenda without Yar’Adua’s approval.

Yar’Adua believed that the economic benefits of the policy to the nation “was doubtful.”

The President explained that he had earlier directed the Attorney-General and Minister of Justice to review all the Acts of the National Assembly passed within the last days of the Obasanjo administration, including the CBN Act.

He explained that he had raised some concerns on the new naira policy when Soludo briefed the Federal Executive Council.

According to the President, the Economic Management Team was, therefore, mandated to address the concerns he raised on the matter.

The statement reads, “In his last week in office, President Olusegun Obasanjo signed into law several bills targeted at institutional reforms. One of them, the Central Bank of Nigeria Act 2007 was gazetted on June 1, three days after President Umaru Musa Yar’Adua assumed office.

“Following the constitution of the Federal Executive Council last month, President Yar’Adua directed the Attorney General to assess all the Acts of National Assembly, especially the ones yet to be fully operational, and study them critically.

“While this was going on, the Central Bank Governor, Prof Chukwuma Soludo, addressed the media on the decision by the CBN Board to re-denominate the Naira purportedly in line with the powers granted him by CBN Act 2007.

“The next day, he came to brief the Federal Executive Council on the policy and made it clear that he was merely informing Council members and not seeking any approval since he was acting in line with the powers allegedly granted him and the CBN Board by CBN Act 2007.

“While the President was concerned about the implications of the plan on the economy and would have preferred robust consultations with critical stakeholders before the announcement, he chose to await the Attorney-General’s advice on the contents and applications of the law cited by the CBN Governor.

“In the interim, he mandated the Economic Management Team, led by Finance Minister, Dr. Samsudeen Usman, to meet with the CBN to discuss areas of concern including the following:

“1. That under its so called “Strategic Agenda for the Naira” presented to the media, the CBN would abdicate its monetary responsibility by ceding such authority to states and local governments.

“2. That the CBN would, without consultations, set a commencement date of August 1, 2008 for the redenomination of the Naira and the introduction of new Naira notes and coins.

“3. That the CBN apparently had not given due consideration to the huge cost implications of the currency redenomination at a time when there are more urgent demands on the resources available to Government.

“4. That the economic value of the entire project to the nation at this point in time was doubtful.

“However, while reviewing the laws assented to by former President Olusegun Obasanjo in his last days in office, as directed by President Yar’Adua, the Attorney-General discovered that the CBN Act 2007 does not in fact grant Prof. Soludo the powers he claimed with respect to currency denomination.

“Section 19 of the Act clearly states as follows:

“(1)The currency notes and coins issued by the Bank shall be—

“(a) in such denominations of the Naira or fractions thereof as shall be approved by the President on recommendation of the Board; and

“(b) of such forms and designs and bear such devices as shall be approved by the President on the recommendation of the Board.

“2. The standard weights and composition of coins issued by the Bank and the amount of remedy and variation shall be determined by the President on the recommendation of the Board.

“What these provisions mean is that only the President can give approval for Naira redenomination if he is satisfied as to its desirability or necessity.

“In the present circumstances, the President is not convinced of the merits of the Naira re-domination plan put forward by the CBN without appropriate regard for the present Administration’s insistence on due process and the rule of law.

“That is why, in exercise of his power as Chief Law Officer of the Federation, and with the approval of the President, the Attorney General announced the suspension of the ‘Strategic Agenda for the Naira’ policy.”

In a related development, it was gathered that the Presidency may take further action on the CBN Governor, apart from the suspension of the naira re-denomination plan.

Sources in the Villa claimed that Soludo’s absence at the inauguration of the Supervisory Board of the Debt Management Office on Thursday was an indication that the Presidency may freeze him out.

Soludo was the only member that was absent from that event.

Moreover, the Minister of Finance, Dr.Shamsudeen Usman, had curiously omitted Soludo’s name when he named members of the Economic Management Team while briefing newsmen after the last FEC meeting.

It was not clear if that omission was a mere slip, or an indication of Soludo’s outright removal from the group.

The CBN Governor was a principal member of the team during the last administration.

Sources in the Villa gave indications that Soludo may be forced to resign, failing which he will be removed.

It was gathered that powerful people in the Presidency felt that his action was an affront to the authority and person of the President.

They argued that, even if the CBN Act made the apex bank autonomous, Soludo should still have consulted the President on such a highly sensitive national policy.

Tullow Oil has made another "significant" oil discovery in Ghana, in a block adjacent to one where it made a big discovery in June, supporting investor hopes that the country will become a major profit centre for the firm.

London-based Tullow said in a statement on Wednesday that the Hyedua-1 well discovered "a significant light oil accumulation", in the Deepwater Tano block, which Tullow operates and in which it has a 50 percent stake. U.S.-based Anadarko Petroleum Corp and private-equity backed Kosmos Energy own 18 percent each.

The oil field would transform Ghana’s $60 billion economy if successfully developed. Previous discoveries in the country have only held as much as 20 million barrels.

Ghana’s main money-earner is cocoa and it has been banking on a growth in tourism to drive GDP.

Aidan Heavey, Tullow’s chief executive, was due to meet the president Kufuor today.

Mr Hickey said the company plans to continue appraisal work on the field for the rest of the year “to increase our confidence in it.” He said it could be developed as early as 2011.


In June, the companies announced a significant discovery in the neighbouring West Cape Three Points block.

What do you mean by "the igbo man's mission"?

its a crude way of sayiing massob is igbo, mend is ijaw. though ethnicity doesnt define them, but rather their struggles do. also the ethnic definitions over simplify their groups, but we know mend is majority ijaw and massob is majority igbo.

i wouldnt be surprised if mend was sponsored by the west. they get high oil prices, which they draw out and refine for the most part and they keep nigeria in turmoil. at any rate, i expect the massob issue to be resolved after mend is fixed, though i think curses wont help the matter. a few well placed bombs would help. but i pray it doesnt happen. nigeria has enuf violence

do not provoke me here with this your "less of a priority" talk.

The Federal Government of Nigeria has neither the will, the zeal or the facilities and resources to hold harmless Nigerians captive.

No human being is less of a priority and I hope in your heart you regret that statement.

However, I believe why Uwazurike has not been released is because of ongoing negotiations on how to further calm down nerves on this Biafra issue. It is more complex than Asari and the Niger-Delta militants who just want more money.

I just pray that he doesn't get tempted to drink tea.


you sef don't provoke me by purposely misstating my position. I don't regret anything i've said. i am telling you that the FEDERAL GOVERNMENT deems him less a priority because the niger delta issue more directly hits our pocket (and that of our powerful allies) hence the pressure to resolve that issue faster than the massob issue.

i can't say which is more complex, though i expect you to say the igbo's man mission is more complex. however, the ND issue is more CRITICAL, hence the high priority. europeans are being kidnapped and it is causing world prices to rise. it has also hampered nigeria;s ability to meet its goals of 4m barrels a day, thuse, rightly or wrongly, they have released alams and asari first.

yes, asari is less dangerous and more valuable. ultimately the seperatist movement will require guns, and we have history to tell us how that went. however, dokubo is a fool, not dangerous. explore him on a web a bit and see that is a noisemaker but lacks substance. i've also had the opprotunity to talk to people who grew u p with him and they say the same thing. he has been alway been known to make noise, but he's no big deal.

he is going to be released. but he hasnt been let out yet because he is less of a prioity. alams and asari affect the rpice of oil because of the agitation in the ND, so they get first dibs. then the massob fella. plus massob is seking to break nigeria up, while asari wants more oil money going to his region. the breakup of naija is more dangerous of the two, whether he carries a gun or not.

But the fact that she is promoted as a Nigerian writer says a lot I think.
this is the biggest issue i have with our curent publishing regime. we have these british publishers telling us who is our on writer, even when the writer doesnt identify with us. i think we have a place for writers in the diaspora, but we should not fool ourselves into accepting them as the true voice of nigeria. should i ever become published i'd like it to be known the influence of the west and nigeria on me and not be marketed as an exotic nigerian writer
