This has obviously given the baale the opportunity to perform his own magic.

Apart from amaechi, all the other Niger delta governors are blackhead. Amaechi was the only one who invested in his state's strengths as the oil and gas capital of the country.
States like Akwa ibom, delta and bayelsa should be investing in agriculture ( most of the people are farmers or fishermen ) and the oil and gas value chain e.g Petrolchemical, refineries etc. There is a local supply shortfall in these sectors. They have the money and they have the comparative advantage.
Edo and cross river are piss poor states so they are excluded.

You need no more than 50 people (46 developmental experts and 4 secretaries ) to run the NDDC.
