There were indications on Tuesday that any federal university lecturers that failed to register for the Integrated Payment and Personnel Information System might forfeit their December salary.
The PUNCH gathered that officials at the Accountant General of the Federation Office had arrived at some universities and begun the enrolment of workers in the institutions
despite the opposition of the Academic Staff Union of Universities .
At the University of Port Harcourt , a top official , who does not want his name mentioned, said the Federal Government officials , who would carry out the enrolment of lecturers and others , arrived at the institution on Monday and had since begun the exercise .
The source told one of our correspondents that measures had been put in place to ensure that any lecturer who stayed away from the enrolment for the IPPIS would not get his or her December salary .
He disclosed that the government officials for the exercise were working directly with the university ’ s bursar .
“ Those who don ’t enrol will not get their salaries; it is as simple as that . Their salaries in this December may not likely come, unless they ( government officials) did not finish their work in December . If they finish in December , that is when they stop paying those who refuse to enrol because the platform is to make people to stay in their universities and teach, ” he added.
At the Ebitimi Banigo conference hall of UNIPORT , it was observed that an IPPIS enrolment requirements form was posted on one of the doors.
The requirements include letter of first employment, letter of last promotion, evidence of transfer ( if any ), staff identification card and birth certificate/ declaration of age.
It was learnt that the officials would carry out the exercise for two weeks.
UNIPORT CONUA says ASUU causing crises
A splinter group of ASUU known as the Congress of University Academics directed its members to begin the enrolment for the IPPIS .
CONUA UNIPORT gave this directive on Tuesday in a communique signed by the Coordinator , Dr Ovunda Ihunwo , and the Secretary, Dr O .F. Mbalisi.
Reading the communiqué to journalists in Port Harcourt, Ihunwo described as irritating the frequency with which some ASUU leaders at both the national level and branches across the country incited their members to embark on strike actions as a means of resolving industrial disputes.
He said ASUU leaders’ action was a show of ineptitude and lack of patriotism.
He said , “ We call on our members to enrol for the Integrated Payroll and Personnel Information System .
“ Higher education system in Nigeria is on the verge of a dangerous precipice and there is an urgent need for all the stakeholders; the government , the general public and employees of tertiary institutions , especially academics, to adopt deliberate measures towards salvaging the system. ”
Ihunwo alleged that much of the crises that had rocked UNIPORT in the past three years were orchestrated by the current Chairman of ASUU , Dr Austen Sado , accusing him of destabilising the smooth running of the institution.
But Sado told our correspondent that he was being accused because he had continued to stand for justice.
Sado said , “ The allegations against me are the product of the imagination of those who concocted them and no value should be placed on them. ”
OAGF registers 200 UNIABUJA workers
Officials from the Office of the AGF were at the University of Abuja in the Federal Capital Territory on Tuesday for the registration of workers for the IPPIS .
During one of our correspondents’ visit to the campus, one of the officials disclosed that over 200 university staff had filled the forms and were waiting to commence the biometric verification and capture.
The OAGF officials carried out the registration of the university workers inside a large room on the third floor of the Samuel Ogbemudia University Library .
Our correspondent observed that the university workers who filled the forms were non -academic staff and other categories of workers .
It was learnt that the university lecturers shunned the registration based on the directive of ASUU.
A university official said on Tuesday that the workers registered in the morning and the biometric capture was started late in the afternoon .
He said , “ The officials are supposed to start with workers in the Vice-Chancellor’ s office. They didn’ t do anything on Monday . Also today, Tuesday , biometric capture has not yet started . But a large number of workers had enrolled. There are three stages of it . One , you have to be verified by a university account department officer, then fill the form from the OAGF and three, have your biometric captured . We have done stages one and two, and we are waiting for stage three. ”
Our correspondent obtained a circular from the Registrar’ s office which showed that the exercise would last two weeks.
No lecturer in UI will defy ASUU , says Omole
The Chairman , ASUU , University of Ibadan chapter, Prof. Deji Omole, on Tuesday ruled out the possibility of any lecturer defying the directives of its parent body not to register the IPPIS .
Omole, in an interview with The PUNCH, said , “ There is no way they can go against the decision. ”
He noted that such was the decision of the congress held on Monday ; with the ASUU monitoring team enforcing compliance.
UNIBEN ASUU rejects IPPIS
The University of Benin chapter of ASUU vowed to resist any attempt by the office of the AGF to force its members to register for the IPPIS .
The union , in a statement in Benin , said the policy negated autonomy granted universities.
In a statement jointly signed by UNIBEN Chairman of the union, Mr Monday Omoregie , and Secretary, Mr Fabs Amaechina , ASUU said compelling its members to register for the IPPIS negated the provision of the Universities Amendment Act 2003 ( also called Universities Autonomy Act No 1. , 2007) .
At the University of Nigeria, Nsukka , one of our correspondents who monitored the exercise on Tuesday reported that non -academic staff of both Enugu and Nsukka campuses of the university were waiting for the arrival of the officials of the AGF office .
A worker at the Deputy Vice-Chancellor ’s office said , “ We are believing that they will arrive this evening ( Tuesday ) to commence the exercise on Wednesday. ”
Meanwhile , members of ASUU at the UNN on Monday after their congress resolved not to participate in the enrollment for the IPPIS .

For those who didn’t follow the buildup to the Bayelsa elections. Dickson disrespected GEJ and the Bayelsa elders. They had settled on Alaibe as a consensus candidate to replace Dickson.
Dickson who Jonathan brought out of obscure House of Reps and made Governor disrespected GEJ and PEJ and bribed Secondus to have his way in the primary and impose his cousin Diri on the party.

Not only that he disparaged Bayelsa East- Jonathan’s people (Ogbia, Nembe and Brass) as non core Ijaw and traitors. Whole thing has been building from senatorial elections which was why APC won GEJ’s Senatorial district in the 2019 polls with his support.

All GEJ’s allies and boys moved to APC and David Lyon is a godson of Patience. Jonathan did not campaign for the APC candidate like his wife and mother out of self respect but his kinsmen ensured Dickson was taught a lesson without saying a word.

Jonathan’s polling unit, ward and senatorial district all delivered for Lyon. Wike and Jonathan and their allies all worked for Lyon. Irony of it is Dickson refused o reconcile and make any concessions saying he could win on his own. He was thoroughly defeated.

All politics is local.

In 2012 GEJ used Dickson to remove Sylva. In 2019, GEJ and PEJ worked with Sylva to remove Dickson.

The PDP national leadership is an embarrassment. Why would you let the interests of an underperforming governor who wanted to impose a stooge supersede that of the former president and party elders in a state who has shelved their interests to back the strongest candidate in the party Alaibe.

Jonathan could have insisted on any of his loyalists like Igali being the candidate but he settled on Alaibe who was formidable and had the support of all. Obasanjo even joined Jonathan to beg Dickson and Secondus to let Alaibe get the ticket. But Dickson wanted his cousin.

Bayelsa people hated Dickson particularly Bayelsa East(Jonathan’s people) who Dickson called non core Ijaw. Core Ijaws are apparently according to Dickson the Sagbama/Ekeremor/Southern Ijaws of Bayelsa and the Bomadi/Burutu/Patani of Delta and as such only them should be in charge of the only Izon state

Here is the section of the Code of Conduct Act where it is clearly spelt out that once a public official admits to the Code of Conduct Bureau (CCB) in writing that he made some omission in his asset declaration form, the CCB needs not refer the matter to the Code of Conduct Tribunal (CCT) for prosecution.

In other words, if you don't declare all your assets while filling the forms, CCB is mandated to write you about the omission/s which you are to respond to, giving reasons for the omitted assets. If you accept that the omitted assets are yours and include them in the form, you are free from any prosecutions by CCT.

But if those assets are denied and are proven to be yours, and have been corruptly acquired then you have a case to answer at the CCT.

CJN reportedly admitted his own omission in writing, yet, in less than 24hours after a former Buhari Aide wrote the petition, they dragged the CJN before the CCT and the same President who is yet to publicly declare his asset since 2015 like he publicly promised, the same President who told us that Kano state governor Ganduje a.k.a "Gandollar" should be allowed to be handled by the system, quickly rushed to suspend the CJN without the input of the judicial regulatory body, the NJC, replacing him with an Ezemmuo Sharia fundamentalist, justice Tanko.

Those of you who are defending this demonic plan, you have no idea what is coming.

Go and read up on Adolf Hitler. This was how he started. He didn't become German Chancellor through coup. He came through the democratic process. Small small and with some element of violence, blackmail and extremism garbed as Nationalism (just like Buhari and his 2011 post election bloodbath) Hitler emerged German Chancellor and even manipulated German parliament into giving him extra powers just like some people advocated for Buhari sometime ago.

We all know how it ended for Germany.

Dictators always find a reason that will look patriotic in the surface. For Hitler, it was inflation and low self esteem amongst Germans following the lost war.

For Buhari, it is corruption even when evidence suggests he and his cronies are actually the most corrupt.

This is no longer about PDP-APC. it has never been, even. This is not even about Onnoghen, the CJN. This is strictly about a bunch of pre-historic Barbarians hellbent on setting all of us on fire if only they could rule over our ashes. This is about an ethno-religious agenda.

A former Chairman of the People’s Democratic Party (PDP), Lawan Gana Karasuwa, a one time Senetorial candidate, Dr. Mairo Amshi and other supporters of the party have decamped to the ruling All progressive Congress (APC) in Yobe State.

The defectors were received by Governor Ibrahim Gaidam on Tuesday at APC zonal campaign rally for Yobe North, in Gashua town.

Speaking at the rally, the former PDP chairman said they decided to leave their party for APC in recognition of the achievements recorded by the APC – led administration at all levels of government in the country.

Earlier, Governor Ibrahim Gaidam advised party loyalists and defectors to respect the rules and interest of the party and also work for its success in the forthcoming general election.


Also, the governorship candidate of the APC in the state, Mai Mala Buni, promised to be build on all the developmental projects in the state.

He called on people in the zone, Yobe and the country to come out en-masse and vote for all APC candidates.

A Peoples Democratic Party (PDP) state governor has warned that his party might lose the 2019 presidential election if it fails to address the concerns of party leaders over a plethora of issues he said were drawing back its campaign for the election.

According to the governor, who asked not to be named so he is not victimised by the party, said there is deep frustration in the PDP camp just over six weeks to the election “and time is running out.”

He said in an interview with PREMIUM TIMES, “All is not going well with our campaign and the commitment of many top party leaders to the campaign is suspect.”

The governor, who is considered very influential in the party, said he had been contacted by many leaders of the party from across the country who were worried about the preparation of the PDP for the presidential election.

“It seems as if we (including Atiku) have conceded the election to Buhari even though the Nigerian people are behind us. The momentum has fallen, the possibility of victory is getting slimmer every day,” the governor lamented.

He said party leaders were aggrieved by alleged lack of consultation by the presidential candidate, Atiku Abubakar, before making key appointments of his running mate and head of the campaign organisation.

Among the worried leaders he named are state governors Ibrahim Dankwambo of Gombe, Nyesom Wike of Rivers and Aminu Tambuwal of Sokoto; as well as former governors Ahmed Makarfi, Sule Lamido, and Rabiu Kwankwaso.

Four of the serving and former governors ran for the PDP presidential ticket against Mr Abubakar.

But the governor said the concerns they expressed had nothing to do with their loss of the party’s ticket.

“He (Atiku) did not consult anybody before appointing Obi (former Anambra State governor, Peter).

“They (party leaders) are saying we should have sat down to do a proper calculation on where the running mate should come from, whether from the South-west or the South-east.

“The thinking among many leaders is that the running mate should have come from the South-west because you have from there people like Tinubu (former Lagos State governor, Bola, of the ruling All Progressives Congress (APC) who is politically-savvy and (Vice President Yemi) Osinbajo who has integrity and credibility.

“Why will the people of the South-west abandon Tinubu and Osinbajo to vote PDP and Atiku?”

“People believe that we should have instead given the South-west the vice presidency and make a commitment to hand over power to the South-east after an Atiku presidency.”

The governor also said the South-east leaders of the party have remained lukewarm to the PDP campaign because of Mr Abubakar’s choice of Mr Obi as his running mate.

“(Deputy Senate President, Ike) Ekweremadu and many South-east leaders including the governors; their commitment is not total. Obi is considered an APGA person who only defected to the PDP during the (former President Goodluck) Jonathan era because he had nowhere else to go. In any case, what is his electoral worth in the South-East.”

Mr Obi served two terms as governor of Anambra State on the platform of the All Progressives Grand Alliance but left APGA for the PDP in 2014 after falling out with his successor, Willie Obiano, whose reelection he later failed to stop.

The worried governor also faulted the structure and composition of the PDP presidential campaign organisation.

“There is also Saraki (Senate President, Bukola) who like Atiku is a recent returnee to the party. He was appointed the head of the campaign.

“Real leaders who have been committed to the PDP, people who did not leave the party during rain or shine, they have been sidelined by the newcomers. Why were leaders like Lamido and Makarfi not given central roles in the campaign?”

Structure of campaign


“The campaign has a faulty structure. Saraki has a lot of baggage. As a sitting Senate President, he cannot oppose the president vigorously as a leader of another arm of the same government. He also still has a lot to do running that arm of government.

“To worsen the matter, in a zone (South-west) where you have leaders like Bode George, you appointed (former Ekiti State governor, Ayodele) Fayose as campaign coordinator.

“What can Fayose do against people like Tinubu and Osinbajo? Who can Fayose talk to in the zone? Who will he coordinate? The campaign in the South-west is structured to fail.”

The governor said there are concerns over the situation of the PDP in other zones too.

“The situation in Kano, where a lot of votes will come from, is going from bad to worse. Although Kwankwaso is the coordinator (for the North-west), he does not appear to be too keen due to lack of consultation. His supporters have started returning to the APC, including the former deputy governor. Nothing is happening in that state now.”

Hafiz Abubakar was deputy to Governor Abdullahi Ganduje until he resigned from the government and APC to join PDP. He has now returned to the APC after failing in his bid for the governorship ticket of the opposition party.

Atiku and the love for Dubai


The worried governor also warned of negative implications of the frequent visits by Mr Abubakar to Dubai, the glittering city in the United Arabs Emirate and dragnet for shoppers, tourists and investors from across the world.

“Atiku’s love for Dubai is giving the impression that his only interest in Nigeria is the election. Why the frequent trips to Dubai, a place seen as where people go to hide loots? The frequent trips to Dubai is a big minus.

“After dropping the Obi bombshell (the announcement of his running mate), he left for Dubai for six weeks, not making use of the huge momentum gained in Port Harcourt (the PDP National Convention where Mr Abubakar won his nomination).

“A group of leaders was to meet him before Christmas only for them to learn that he had travelled to Dubai for holiday. Why go to Dubai to hold meetings about an election that will happen in Nigeria?”
Incoherent Messaging

The governor further observed that the PDP flag-bearer has neglected to properly strategise to formulate his message to the Nigerian voters for the election.

“There is no investment in a developing a strategy. The messaging is incoherent. What are the central messages we are pushing to Nigerians?

“We are just making comments like ‘I will sell the NNPC’ (the government cash-cow Nigerian National Petroleum Corporation, which Mr Abubakar has promised to privatise) and throwing around unsubstantiated allegations. A matter of such great concern should have been handled better.”

Too many campaign spokespersons


He said the PDP presidential campaign has too many spokespersons and lacks coordination.

“Some people are speaking on behalf of Atiku personally, others are speaking from the campaign office, some are speaking from PDP headquarters while there are those speaking from the Atiku Media Office. And what they are saying are sometimes contradictory to each others.”

The governor, however, said the situation could still be salvaged if all the concerns he raised are addressed quickly.

“If we do so, the possibility of turning things around is still there,” he said, but again quickly stressed, “time is fast running out.”

BARCELONA are determined to deal with Ousmane Dembele's off-pitch problems and have instructed him not to turn his phone off or leave it on silent during the night.

The French wonderkid has been in trouble with Barcelona chiefs recently for his antics, but they are now giving him strict instructions as they look to get the best out of him.

Dembele's struggles have been well documented; last week he was fined £90,000 for turning up two hours' late to training and had previously arrived late for a match, skipped a team meeting and missed a training session.

But despite the disciplinary problems, the France attacker is in fine form and has the full-backing of his team-mates.

According to Marca, the club are on a mission to crack down on Dembele and want to curb his late night video-game sessions and his binge-watching of television shows.

The first step to ensuring his antics don't interfere with his job is to ban him from turning his phone off, or putting it on silent, so that he cannot sleep through his alarm after a late night.

Barca are keen to keep the 21-year-old in the fold, rather than isolate him from the squad as he has scored eight times from 13 appearances.

His team-mates are also hoping to do all they can to help guide the young winger, as Lionel Messi even stating "we need Dembele."

Club legend Gerard Pique has also jumped to the forward's defence, believing that the Frenchman just needs some guidance.

He said: "We have to help Dembele to see that football is 24 hours. You have to live it from the first minute to the last. All his teammates are here to help him... we've all been young and we've all made mistakes."

Ahead of the 2019 general elections, former President Olusegun Obasanjo on Saturday urged Nigerians to vote for credible candidates who will drive growth and development.

Obasanjo, who spoke at the 27th annual Owu National Convention held in Iwo, Osun, said credible leadership would promote good governance.

The former president, who said he would not campaign for any particular candidate, urged Nigerians to vote wisely.

The Chairman of the Supreme Council of Owu Obas, Oba Hammed Oyelude, said Owu being the largest Yoruba speaking ethnic group in the South West Zone had been contributing to policy development in the country.

Oyelude, who is the Olowu of Owu Kuta, said the Royal Union of Owu People had been contributing to policy development in the country.

He called on Owu people to participate in politics in order to contribute to national development.

Oyelude also called on indigenes of Owu to support and vote for any indigene contesting for any political office.

The News Agency of Nigeria (NAN) reports that dignitaries present at the occasion included Owu monarchs as well as indigenes of the ethnic stock.

Why does Jubrin want to burn down Nigeria, before returning to Sudan.

How can a near perfect electoral amendment that guarantees Nigeria a perfect electoral process be continuously rejected by him.

Its obvious the man is scared of a free, fair and credible election and Nigerians must be prepared whatever means it takes to vote and guard their votes in 2019 and also stop electoral fraud from taking place, since the dullard has refused to sign a law the prevents all that in the first place.
