Areport by SB Morgen (SBM) Intelligence, a research firm, has identified Port Harcourt, Maiduguri, Lagos, Jos, Calabar, Kano, Eleme Junction in Rivers State, and Onitsha as the eight most dangerous areas for security threats in Nigeria. The findings highlight major cities and highways prone to theft, attacks, and road hazards, offering critical insights into the country’s security challenges. The report noted that Port Harcourt is the most perilous city, with 85 incidents reported, primarily involving violent crime such as armed robbery and kidnapping. Maiduguri follows with 52 incidents, plagued by ongoing insurgent threats. Lagos recorded 32 incidents, with urban crime concentrated in high-density areas. “The Makurdi-Jos route presents another troubling scenario, with a blend of youth gang violence and farmer-pastoral conflicts. “These incidents often lead to roadblocks and attacks on motorists, highlighting systemic lapses in government security provisions,” the report stated. Jos, Calabar, and Kano each registered between 18 and 23 incidents, with communal clashes and urban theft dominating the security landscape. Eleme Junction in Rivers State, a strategic transport hub, accounted for 16 incidents, while Onitsha’s bustling trade routes saw 15 cases of theft and related crimes. “The Port Harcourt-Warri route has now surpassed the Abuja-Kaduna highway in danger levels,” the report added, noting the prevalence of kidnapping for ransom. Beyond insecurity, the report highlighted infrastructural deficiencies, revealing that 84.6% of respondents had experienced or heard of security incidents on their travel routes. Only 42% found the roads somewhat safe, with just 2.4% considering them very safe. The survey underscored challenges like potholes, poor drainage, and traffic congestion, exacerbating road hazards. It called for “improved security measures to safeguard travellers” and enhance road infrastructure. Nigeria’s roads remain fraught with danger, with uneven maintenance and inconsistent police patrols leaving residents and travellers vulnerable. He disclosed it shortly after his meeting with Amina Mohammed, the Deputy UN Secretary-General. Mr Yilwatda said that the UN had been a longstanding ally of the ministry and had helped government in actualising some of its social intervention programmes. The minister said that the partnership became necessary to drive the federal government’s Renewed Hope Agenda in addressing youth unemployment, poverty reduction, and support to victims of conflict and climate change. “We have the opportunity to partner with the UN to ensure that the people affected by insurgency, climate change and other armed conflicts across the country are supported. “Especially those that are affected by the impact of economic reforms that we are making to ensure that we give human face to every aspect of the reforms. “This partnership is going to ensure that we give durable solutions to the plight of our people. “It will ensure that we lift as many people as possible out of poverty, reduce youth unemployment and ensure that our communities are safe,” he said. Mr Yilwatda noted that the ministry would soon release its 2025 Humanitarian Response Plan to provide Nigerians with a guide to government’s drive towards addressing poverty in the country. “We are going to unveil our Humanitarian Response Plan in weeks to come, specifically on Dec. 23, which will be the need assessment of all the humanitarian problems and challenges across the country. “Together with the UN, we will work around the world globally to raise funds for the country using that Humanitarian Response Plan. “Also, within the first quarter of the year, the Durable Solution Plan and programme that we are doing will also come into effect. “I am sure Mr President, who is willing to ensure poverty reduction, has provided a lot of funding for the safety net, especially if you check the proposed 2025 Budget, you’ll discover that there are a lot of funding provided for safety nets. “These are also verifiable plans by the government to ensure that they participate along with the UN in reducing poverty and providing a safety net for the poorest of the poor,” he said. Mr Yilwatda said the ministry aims to create at least two million jobs by the end of 2025. In her response, the UN deputy secretary-general assured the federal government of its readiness to partner with the country in addressing multidimensional poverty. Ms Mohammed said that the ministry was critical to UN’s mission to ensure that people and communities are safe and lifted out of the poverty line. “People are on the move today, different crisis, it’s climate, it’s conflict, it’s internal displacement through different hardships. “So that makes this ministry a focal place for providing prevention and dealing with the solutions to humanitarian crises. “The indices of poverty in the country are high. “So, when host communities come in, you have to accommodate them as well so that you don’t have the burden of those coming in and creating social tensions,” she said. The Office of Auditor-General for the Federation has uncovered at least four major financial infractions amounting to N514bn in the operations of the Nigerian National Petroleum Company Limited for the financial year ending December 31, 2021. The alleged infractions include irregular deductions worth N343.64bn from domestic crude sales at source, warehousing of N83.66bn from the federation’s miscellaneous income in a sinking fund account, unauthorised deductions of N82.95bn from the federation revenue for refinery rehabilitation and the unsubstantiated payment of N3.75bn shortfalls from the sale of petrol. The audit issues are contained in the 2021 audit report of non-compliance/internal control weaknesses in the MDAs for the 2021 financial year obtained by our correspondent on Sunday. It said the issues violated the Constitution of the Federal Republic of Nigeria and the 2009 Act of Financial Regulations. The report stated that NNPCL didn’t provide any response or justification for the infractions raised by the auditor general. Analysing the issues, the auditor-general stated that a review of NNPC SAP payment records from March to May 2021 showed that N484.73bn was generated from the sales of 18,966,095 barrels of crude oil but N343.64bn was deducted as operational costs. It said the company didn’t provide a breakdown of the costs, violating section 162 (1) which states that, “The federation shall maintain a special account to be called the federation account into which all revenue collected by government The report read, “Audit observed from the review of NNPC SAP payment record for March and May 2021 payments that: The sum of N484.73bn was the gross amount generated for sale of Domestic Crude for the Months of March and May 2021. “The sum of N343.64bn from the gross amount was unilaterally deducted from the gross domestic crude sales as NNPC Value shortfall, Strategic Stock Holding Cost, Crude Oil and Products Pipeline Losses, as well as the pipelines maintenance and management costs. “The details of each of the cost components deducted were not provided for audit review. Hence, reasons for the deductions could not be justified by the Management. “In the month of May, the net payable which could have been remitted ought to have been N127.075bn but only the sum of N77.075bn was remitted, leaving an unremitted balance of N50bn to the Federation Account which has remained unaccounted for. “The above anomalies could be attributed to weaknesses in the internal control system at NNPC, now NNPC Ltd. This is a potential loss of Federation Revenue, diversion of public funds, or misapplication or misappropriation of funds.” Another issue raised was the deduction of N82.95bn from the sale of Crude Oil and Gas (Federation Revenue) from the 2020 and 2021 records and for purported Refineries Rehabilitation without evidence of authorisation and approvals before the deductions were made. “Audit observed from the review of NNPC Payment records for the period 2020 and 2021 that the sum of N82.95bn was deducted from the sale of Crude Oil and Gas (Federation Revenue) from the 2020 and 2021 records. “This amount deducted at source for purported Refineries Rehabilitation was not supported with evidence of authorization and approvals before the deductions were made. “The above anomalies could be attributed to weaknesses in the internal control system at NNPC, now NNPC Ltd,” it noted. Similarly, the auditor-general reported that the national oil firm didn’t report N3.75bn as a shortfall from the sales of petrol sales. “Audit observed that the sum of N3.75bn was paid to a Company as a shortfall on sales of MT cargo of PMS “Paragraphs 2 and 3 of the PPMC internal memo with ref. No. PPMC/ EDSS/BILLING/19.16 dated 9/08/2021 advised Marketers to pay naira sales proceeds in advance into the company’s designated accounts, which the company utilised the sum of N3.75bn to purchase forex through NNPC Group treasury to pay the suppliers, and details of the transaction between the NNPC, PPMC and the company that gave rise to the sum of N3.75bn which was paid to the company as shortfall on sales of MT cargo of PMS were not availed for audit. “The above anomalies could be attributed to weaknesses in the internal control system at the NNPC.” Also, the audit observed that the sum of N83.66bn, being miscellaneous income from the NNPC joint venture operations from the year 2016 to 2020, was sunk into the CBN/NNPC sinking fund account instead of the Federation Account. “Warehousing of the miscellaneous income of 2016 to 2020 meant for the Federation Account into the CBN/NNPC Sinking Fund Account led the Federation to resort to borrowings,” the report noted. The report further recommended that the NNPCL Group Chief Executive Officer should be requested to furnish reasons for the spending to the Public Accounts Committees of the National Assembly or face sanctions relating to irregular payment and gross misconduct specified in paragraphs 3106, 3112, 3115, and 3129 of the Financial Regulations 2009. The National Drug Law Enforcement Agency, NDLEA, said on Sunday that its operatives arrested a wanted drug kingpin and Lagos socialite, 61-year-old Alhaja Aishat Feyisara Ajoke Elediye on Wednesday 1st January 2025 in her mansion at Okota area of Lagos following the interception of a truckload illicit drug consignment from her staff same day. When he was convicted by a Federal High Court in Lagos on 14th June 2024, the trial judge gave him an option of paying N750,000 fine, which he paid and was let go. However, in series of operations in December 2024, NDLEA operatives at the export shed of the Lagos airport intercepted no fewer than 52 passports of different countries from shipments going to Canada, Russia, and other countries concealed in shoe soles and food items. Further investigations led to the arrest of four members of three syndicates involved in the racket. The arrested suspects include: Sodade Sunday Eniola; Ayinde Saheed Awwal; Salaudeen Afeez Ayode; and Sheriff Adebayo Bamigbade. Both the exhibits and the suspects were on Monday 30th December 2024 handed over to the Zonal Command of the Nigerian Immigration Service in Lagos for further investigation and possible prosecution. Not less than 316, 800 bottles of codeine-based syrup were recovered from two containers by NDLEA officers at the Port Harcourt Ports Complex, Onne Rivers state during a joint examination of the shipments with men of Nigeria Customs and other security agencies on Tuesday 31st December 2024. The seizure followed credible intelligence processed by the Port Harcourt Port Command of the Agency. In Kano, NDLEA operatives on Tuesday 31st December 2024 raided Mafarki, Dan Dishe area of Dala LG where they recovered 149, 090 pills of tramadol and exol-5 from a local dealer, 45-year-old Ismail Muhammad. With the same vigour, Commands and formations of the Agency across the country continued their War Against Drug Abuse, WADA, sensitization activities to schools, worship centres, work places and communities among others in the past week. These include: WADA sensitisation lecture to traders at Ido-Osi Central Market, Ido Ekiti, Ekiti state; and Muslim faithful during their Juma’at prayer at Birnin Kudu central mosque, Jigawa state, among others. Chairman/Chief Executive Officer of NDLEA, Brig. Gen. Mohamed Buba Marwa (Rtd) commend the officers and men of MMIA, Lagos, Kano, PHPC and Kwara Commands of the Agency for the arrests and seizures. Home Economy Illicit money will be taxed under new tax bill – Taiwo Oyedele by Oluwatobi Odeyinka 15 seconds ago The Chairman, Presidential Committee on Fiscal Policy and Tax Reforms, Taiwo Oyedele has said that illicit funds in Nigeria such as laundered money or proceeds of crimes will also be taxed under the controversial tax reform bill. Oyedele made the assertion when speaking on an X space hosted by Nairametrics in partnership with Business Day, BudgIT, and CODE. He explained that the government will rely on data and intelligence reports to track illicit funds of Nigerians and tax them before probing the sources of such funds. He said such tax will be collected through what he tagged a “voluntary disclosure programme”, in which people will declare the source of their funds whether legal or illegal. “Yes, we have provisions (for illicit funds) in those bills. You have to pay tax regardless of the source of the income, and once we find that you have revenue, including from the international data we’re going to be receiving, and you can’t explain it, you have to pay the tax. “But for people to be able to do that almost seamlessly, we plan to do a voluntary disclosure programme, where we give the people the opportunity to self-declare before we now come down on them because this time around there is going to be data and everybody will know it is not a joke,” he clarified. Govt will discover revenue through intelligence Oyedele further explained that the government will find out the revenue of citizens whether a citizen discloses or not. “We are going to write you and tell you, “This is how much you have in your account”, the number of bank accounts that you have; how much money you spend on your payment card; the money you have with investment accounts and asset management, stock accounts, how many times you have travelled abroad. “I don’t want to scare anybody but these are pieces of cake that they have been doing in small, large, developed, underdeveloped countries for years. So we are not even doing anything that is novel, we are just trying to be at par with the rest of the world.” It will help fight corruption Oyedele also noted that expanding the tax net to the underworld of crimes will help Nigeria fight corruption. He said: “We think this will also help us to fight corruption because if we want to do this seriously, this is how to tackle corruption. “Because I find money that you can’t explain, then I collect the tax fast, then I come back to say “by the way, where did you get the money from?” He added that the bill makes provision for an Ombudsman to ensure that taxpayers are not cheated and overtaxed. He said the Ombudsman would be legally empowered to function “The Ombudsman can also bite. And it is not just about protecting the vulnerable person, you come in and just vent. The Ombudsman has the means and resources to intervene immediately. And there are consequences for the revenue authority if they don’t listen to you, including legally.” What you should know The tax bill provides relief for low-income earners and small businesses as they would be exempt from income taxes and value-added taxes. However, it is facing strong resistance from the Northern part of the country, where political stakeholders say it would not benefit the region.
