Rivers State Governor, Nyesom Wike, on Wednesday, insisted on going on with his move to stop the Federal Government from collecting Value Added Tax from the oil-rich South-South state.

Wike, who said he does not care if heaven falls, insisted that Rivers money is not meant for “Abuja people” but for the development of his state.

The governor spoke at a stakeholders’ meeting in Port Harcourt, the state capital while addressing Shell Petroleum Development Company and other representatives of oil companies and business owners in the state.

The PUNCH had earlier reported that the Federal High Court sitting in Port Harcourt in its judgment last month in a suit marked FHC/PH/CS/149/2020 held that the Rivers State Government had the powers to collect VAT within its territory.

The Federal Inland Revenue Service, on Monday, prayed the court to stay execution on the judgment.

But the presiding judge, Justice Stephen Pam, rejected the application, saying granting it would negate the principle of equity.

On Monday, the Lagos State Government toed the path of Rivers State as a bill to empower it to collect VAT scaled second reading in the state House of Assembly.

VAT is a consumption tax paid when goods are purchased and services are rendered. It is charged at a rate of 7.5 percent.

Speaking at the stakeholders’ meeting on Wednesday televised live on Channels TV and two other stations, Wike lamented about the injustice in the country saying Rivers generated N15bn in June 2021 but got N4.7bn but “Kano produced N2.8bn in June but Kano also got N2.8bn. Sometimes you don’t want to believe these things exist”.

The governor said he cannot continue to beg the Federal Government for what belongs to his state.

“People say that let heaven not fall but sometimes I believe that heaven should come down so that everybody will rest…When we do the right thing, heaven is at peace. So, the right thing must be done at all times,” he said.

‘I will shut FIRS offices in Rivers if the bullying continues
Wike added, “Rivers State is challenging FIRS from collecting VAT in Rivers State. I am not challenging FIRS from collecting VAT in Abuja. Let it be understood. But the law says Rivers must collect VAT in the state.”

“The Federal Government surreptitiously lobbied to amend the constitution to place VAT collection under the exclusive legislative list

“We have challenged it and we have no apologies to anybody.

“I don’t want to be in the good book of anybody but in the good book of God.

“You don’t bully state like us. FIRS should be very careful. I have the political will to do a lot of things. If they continue to bully us, I will take all their offices in the state,” he stated.

Rivers begin VAT collection September, says Wike
The governor warned the oil companies and business owners not to remit their VAT to FIRS but the Rivers State Government.

“I don’t want you to fall prey to the people who think they can use force to take our money.

“If you want to take advantage and say you don’t know who to pay to, it is a lie, you know.

“From this September, we will start collecting our VAT.

“We will not look back but seal up the premises of such companies,” he warned.

The Federal Government will borrow $2.7bn (N824.82bn)from foreign sources in 2019, the Debt Management Office, has said.

In a statement made available to our correspondent in Abuja on Wednesday, the DMO said that the first priority would be to borrow from multilateral and bilateral sources. The balance, it said, would be borrowed from commercial sources such as Eurobonds.

The DMO issued the statement to clarify a report which said it had ruled out the issuance of Eurobonds in 2019.

The DMO said the plan to borrow $2.7bn from external sources was contained in the 2019 Appropriation Bill, which was recently signed into law by President Muhammadu Buhari.

The statement said in part, “For the records, the 2019 Appropriation Act provides for new external borrowing of N824.82bn (the equivalent of $2.7bn at USD/N305).

“Consistent with the Debt Management Strategy of reducing debt service cost, the plan for raising the new external borrowing is to first access cheaper funding from multilateral and bilateral lenders as may be available.

“Thereafter, any balance will be raised from commercial sources which may include securities issuance such as Eurobonds in the International Capital Market.”

The DMO added that it would continue to focus on its objective of reducing debt service costs by emphasising borrowing from concessional sources while considering Eurobonds and other commercial sources as secondary options.

The country’s debt profile grew from N12.12tn as of June 30, 2015, to N24.39tn as of December 31, 2018.

This means that within a period of three and a half years or 42 months, the country’s debt profile rose by N12.27tn. This reflects 101.23 per cent increase in the country’s debt profile within the period of time.

Much of the debts belong to the Federal Government whose debt profile as of December 31, 2018, stood at N19.23tn. On the other hand, the debt profile of the subnational governments – the 36 states of the federation and the Federal Capital Territory – stood at N5.15tn.

This means that the 78.87 per cent of the public total debt as of December 31, 2018, belongs to the Federal Government while the subnational governments had a proportion of 21.13 per cent.

The external debt stock of both the states and the Federal Government rose from N2.03tn as of June 2015 to N7.76tn as of December 2018.

This means that the external debt of the country rose by N5.73tn. This reflects 282.27 per cent increase in the country’s external debt profile.

Although the status of the Federal Government’s component of the external debt as of June 2015 could not be ascertained, much of the growth in the country’s external debt profile occurred at the federal level.

Of the total public external debt profile as of December 2018, the Federal Government had a share of N6.47tn or 83.38 per cent while the states and the FCT had a share of N1.3tn or 16.62 per cent.

The growth in the external debt commitment within the period is in consonance with the DMO’s which targets to raise foreign debt component to 40 per cent of total debt profile.

This is intended to take advantage of the lesser cost of borrowing from foreign sources, although experts had warned that there were some foreign exchange risks inherent in this strategy.

The Debt Management Office also believes that this strategy gives more room to private sector investors to explore the local debt market instead of allowing the government to dominate the market with the inherent possibility of increasing the rate of borrowing.

On the other hand, the Federal Government’s domestic debt commitment increased from N8.4tn as of June 2015 to N12.77tn. This shows a difference of N4.37tn or an increase of 52.02 per cent within the period under review.

The domestic debt of the subnational government increased from N1.69tn as of June 2015 to N3.85tn as of December 31, 2018. This shows an increase of N2.16tn, reflecting 127.81 per cent increase within a period of three and a half years.

Overall, total domestic debt rose from N10.09tn as of June 30, 2015, to N16.63tn as of December 31, 2018. This shows a difference of N6.54tn or an increase of 64.82 per cent.

The country has long been a growing market for the social media network as more Indians come online. However, based on new data sent to advertisers, Facebook now has 241 million active users in India – a million more than it does in the U.S.– making India the country with its largest user base for the first time. The report from The Next Web also noted that active users in India have increased 27% during the last six months compared to 12% in the United States.

While the social media network operator is already enjoying double-digit growth in one of the world’s most populous nations, social media penetration in India is still less compared to other countries, representing a big opportunity for Facebook. According to the report, 19% of India’s population uses the platform compared to 73% in the United States. The average around the world is 42%. Rounding out the top five countries with the most active daily users in July were the U.S., Brazil, Indonesia and Mexico. Breaking it down by city, Bangkok led the pack with 35 million users, with Jakarta, Dhaka, Mexico City, and Istanbul all making it into the top five. India's New Delhi was at No. 6. Late last month Facebook announced it has more than 2 billion users who post or trawl the social network at least once a month. But that impressive growth—it took it less than five years to grow from 1 billion monthly users to 2 billion—comes with a catch. Acquiring the next billion will mean it needs to grow in markets including ones it is blocked in, namely China. The social media company is the undisputed leader around the globe, particularly in the developed world, but there is still around 15% of people that have no access to it or the internet. What’s more, while 3 billion people are using the internet, around 700 million of them are located in China, a country Facebook has been shut out of since 2009.


India can also help Facebook hit the 3 billion mark given the rosy projections for its future in the country. eMarketer, the research firm, is forecasting 182.9 million people will access the platform on a regular basis this year. That amounts to 69.9% of social network users in the country and 42.6% of Internet users. That is expected to increase to 70.1% by 2021.

Chairman of Dangote Group, Alhaji Aliko Dangote, has said he will never shy away from investing in Nigeria economy as his company, yesterday, performed the $1 billion ground breaking of Dangote cement plants at Okpella, Edo State.

The new plants are expected to add six million metric tonnes of cement per annum to the company’s current output bringing it to 41 million metric tonnes per annum with potentials for 6,000 new jobs.
Speaking during the ground-breaking ceremony, Dangote said Nigeria still remains the best place to invest in the world, adding that a key factor that drives investments in an economy is the presence of an investor-friendly business climate.
The African richest man noted that Edo State is today one of the most attractive investment destinations in Nigeria, saying: “The economic reforms in Edo State, especially in the area of tax, innovations in rural finance and investment on infrastructure, have produced an enabling environment that has further provided a platform for future growth. All these factors made us consider investing in the state.
“Nigeria is a growing economy. Our developmental challenges are quite enormous and will require the combined efforts of government and private sector to overcome them. It is in this light that we are here to contribute our own quota to transforming the economy of Edo State as we have done elsewhere.
Dangote explained that the investment in Okpella, Edo State was one their several successful projects ongoing in parts of the country and outside in more than 15 other locations in African countries, in line with their Pan African investment strategy.
He said: “Last June, we commissioned our cement plant in Ethiopia, and in August of same year in Zambia and Cameroon. We commissioned our plant in Tanzania in October. We plan to commission very soon, some of our other African plants in Senegal and South Africa.
“Also last year, in Lagos, we signed a deal valued at $4.34 billion, with Sinoma International Engineering Company Limited, for the construction of 10 additional new cement plants across Africa, with one in Nepal in Asia. The combined capacity of these new projects will be 25 million metric tons per annum.
“By the time all these new projects are completed in the next few years, we will have a total capacity of 81 million metric tons per annum. This will make us one of the top six cement companies in the world. We are currently consolidating our cement businesses across Africa in order to reap the benefits of scale. As a matter of fact, our operational offshore cement plants have started to make substantial contributions to our group revenue.
“By God’s grace, we will all gather here again to commission this plant within the next 26 months. There is no doubt that the presence of the plant here will impact positively on the community, its people and the state.

THE Minister of Finance, Kemi Adeosun, has set out the government’s plan to reset Nigeria’s economy with structured borrowing, targeted investment and diversified growth.
Speaking to some of the country’s most influential captains of industry, in Lagos at the Lagos Business School breakfast meeting, the inister told the audience: “We have inherited a set of conditions that requires us to refine how we collectively work towards ushering in a new era in Nigeria.”

Pointing to the impact of falling global oil prices on the economy, Adeosun said: “In the past, we had the means but not the will. Now we have the will but we no longer have the money to invest. The safety blanket of oil has been ripped away, laying the poverty of Nigeria’s institutions bare. “We have spent too many years tinkering at the edges of our institutions, our infrastructure and our economy and that the mistakes and misjudgements of the last 40 years have set our clocks back by decades.”

A blueprint for growth

Setting out government’s ambitious blueprint for growth, Adeosun said: “We must collectively adopt a blueprint that equips the future generations to be creative and dynamic, that allows us to articulate a vision of a Nigeria, with a strong educational foundation; rich in depth of knowledge with a breadth of skills, an expansive infrastructure capable of servicing the needs of a nation of 150 million Nigerians.”
In an hour long presentation, the minister detailed what she described as an “expansionary budget for investment and growth.”
She told the distinguished audience: “We must find the money, and create a system that enables targeted expenditure, based on the nation’s priorities. This expenditure will be efficient and impactful, focused on creating wealth for the majority.”
Outlining N1.8 trillion in borrowing to invest in the priorities of transport, roads, housing, power and health, the minister said: “We are committed to a countercyclical budget expenditure model. This has been a success in other nations, offsetting the risk of recession and creating an economy which is not based on either fragile consumer spending or over-reliance on oil.”
The minister used her presentation to set out the four pillars of the economic plan: Stimulate economic growth to achieve a real GDP growth of 4.2% in 2017; Reduce the cost of governance and strengthen institutions to combat corruption extract efficiencies in public service; increase government expenditure on infrastructure and fund the budget deficit and negative trade balance cost effectively.
She said the targeted outcomes included: Substantial increase in gross capital formation; acceleration of GDP growth; infrastructure development to unlock economic growth; diversification of the economy and growth of the non-oil sector; improvement in the overall business environment; improvement in key socio-economic indicators and jobs and wealth creation.
However, the minister warned those thinking the borrowing would open the door to renewed fiscal indiscipline that she planned to continue her “aggressive programme of fiscal housekeeping.”
She said: “We must safeguard this borrowing, ensuring that the wastages within the existing systems are firmly addressed. We cannot mortgage our future based on a system that has failed us for generations. We must be careful in our borrowing and prudent in utilization."

A nation of entrepreneurs

The minister spoke directly to the hard working men and women who run Nigeria’s vital small and medium sized companies, saying: “We are a nation of entrepreneurs, and our entrepreneurs need reliable infrastructure, skilled employees and transparent systems and regulation that support them as they grow. We are introducing sound policies and robust systems that will benefit the micro, small and medium enterprises.
“With courage, discipline and open minds, we begin our journey to build an economy whose resilience is not controlled by oil prices, but by our determination to reset the economy and finally give our people the chance they deserve.”

The Central Bank of Nigeria, CBN, has averted the closure of over 200 companies in the manufacturing sector of the economy through its recent allocation of foreign exchange to the affected industries to bring in their raw materials.
Recall that the apex bank had in a bid to stabilise the exchange rate, in protection of foreign reserves, following oil price decline, excluded 41 products from access to the foreign exchange market (interbank foreign exchange market and Bureau de Change).
This led to inability of some manufactures to sustain production due to lack of Forex to import raw materials.
Consequently, Manufacturers Association of Nigeria, MAN, cried out three months ago that if the dollar scarcity persists, an estimated 200 of its members out of the 1,600 surviving companies would close down their operations by the end of the first quarter of 2016.
With the first quarter over, Dr. Frank Jacobs, MAN President, said: “The good news is that CBN has started allocating forex to manufacturers. Thought, it is not exactly what we want but it is better than none. Some weeks ago, we had challenge in getting some forex, so I had a meeting with the CBN Governor, Godwin Emefiele.
“At the meeting, he promised that he was going to make sure that manufacturers' requirements are met although he said he cannot guarantee their requirements will be met 100 per cent. After the meeting with the CBN Governor, I met with MAN members and conveyed the message that their requests are being attended to and they are happy that although that is not exactly what they want but that they are happy that something is happening. I am very happy about where we are today and we hope the CBN will sustain that effort,” he said.
According to him, it was the outcome of their public outcry that led the CBN Governor to have a meeting with “’Me. When he saw the reports, we discussed at length and he promised that he would ensure that manufacturers’ requirements are met.”
Fielding question on the way forward, he noted: “Yes, the way forward is we are happy at present our requirements are being met, and our prayer is that it should be sustained so that we can together grow the economy.
He stressed that although, the current allocation of forex to manufacturers is not able to satisfy their demand 100 per cent, but at least it is better than nothing.
“We are happy that at least CBN is sensitive to our needs now even though they are not able to give us 100 per cent access pending the time when the forex improves, and when the price of oil goes up and foreign reserve improves.
Like Oliver Twist, in order to satisfy our raw materials requirement, actually, we want hundred per cent of the requirements because when you apply for $100,000 but you were given $50,000 dollars, it means that your production is going to be cut into half and cutting your production into half would mean that you won’t be able to work the numbers of hours you are supposed to work in a day. That is why we are hoping that with time they should be able to give us everything we want. So we are happy that something is coming that when nothing was coming at all. He disclosed that in order to cut down on dependence on imported raw materials for production, MAN is in discussion with the Raw Materials Research and Development Council, RMRDC.
“When I was elected as President of MAN, during my acceptance speech, I said there was a need for Paradigm Shift in the way we do business when we categorize manufacturing in this country. A situation where assembling of parts is called manufacturing is no manufacturing. To me, it shouldn’t be exactly manufacturing. What we should consider as manufacturing in this country is resource based industrialization- where we process materials we have in abundance either for the raw materials or for the finished products. That is what i called on resourced based industrialization. MAN is currently collaborating with RMRDC to see how we can fill-in the gaps. By giving us the outcome of their research efforts we can find ways of generating raw materials in Nigeria or having some members of MAN going into the production of certain raw materials that the country needs giving the available resources. That effort is ongoing now and we are also collaborating with other research institutes as well as other tertiary institutions and we have signed memorandum of Understanding with some research institutes in this regard. That is the best way to go. Importation is not the sustainable way to go. The sustainable way to go is resource based industrialization.”

After about 25 years of construction work, the multimillion Naira National Temple of The Apostolic Church Nigeria, TAC, touted as the largest church in the world, has been inaugurated in Lagos. Sited at the international ground of the Church in Ketu, the newly dedicated temple has a sitting capacity of 100,000 worshippers at a time.
The national president of The Apostolic Church, TAC, and the chairman of LAWNA, Pastor Gabriel Olutola thanked God who enabled them to complete the temple. He described the temple as “The House built with prayer,” stressing that it is a symbol of the church’s unification.
Olutola also used the occasion of the dedication to appreciate the sterling qualities of the pioneer LAWNA chairman, late Pastor Samuel Adegboyega who laid the foundation 25 years ago. He lauded the efforts of the building committee, the national executive council of TAC and all the church members for their financial and spiritual support.
The National President of the Christian Association of Nigeria, CAN, Pastor Ayo Oritstejafor who dedicated the temple second door, also appreciated God for the success of the project

In a sermon tagged; “The House of God”, the Cameroon president of TAC, Pastor Paul Tambe stated that if saints humble and pray God will answer their prayers and heal their land.
Earlier in an interview, the LAWNA president traced the genesis of the imposing cathedral to August 4, 1957 when Pastor Isaiah Sakpo received a prophecy about the building of a national temple for the church. The foundation laying ceremony for the project took place during his leadership of LAWNA.
However, after the foundation was laid by his predecessor on May 10, 1986, it had almost become a reproach to the church because of the ugly sight it created in such a prominent area of Lagos. When Pastor Samuel Jemigbon came on board, he decided to take this reproach away.
He created a separate department for the national temple project with qualified accountants and other experienced professionals to supervise the work.
According to Olutola: “We have being on this project and at a point we met a contractor who promised to complete the work for us for N14.3 million. We gave him an advance of N5 million but he did not do one quarter of the job before he started demanding for another N5 million which is a clear indication that N40 million would not finish the job. We spent almost N27 million on the painting alone.
Olutola who could not tell the exact cost of completing the edifice, however, told our reporters that the floor tiles alone gulped about N143 million.
“I will need the assistance of the accountants who would do a lot of mathematics for us to get the whole amount because by the time we wanted to paint, we discovered that there were some errors with the pillars and the walls. And we have to engage another contractor who came to perfect the job and what we thought would cost us between 300,000 and 600,000, cost us N2.3 million.
“There were other minor jobs like that which made us to spend much more than we originally budgeted for. We had to lay cables for our public address systems separately, lighting and video,” he stated.

The federal government has begun to release to members of the Independent Petroleum Marketers Association of Nigeria (IPMAN) trucks of petrol to offset about 7,000 of their loading tickets which they said had been outstanding at products depots in the country. IPMAN said in a statement from the Secretary of their Reconciliation/Interim Management Committee, Mr. Lawson Ngoa in Abuja that some of their have started loading products from some depots in Lagos.
It explained that the development was made possible by the intervention by the committee which was recently constituted by federal government to reunite them after years of leadership tussle.
Ngoa said that IPMAN controls over 80 per cent of the petroleum products retail outlets in the country but they were not getting the products from the Nigerian National Petroleum Corporation (NNPC) due to the internal leadership crises it had.
According to him, the committee has now taken steps to ensure that products are available at its retail outlets all over the country.
Ngoa in the statement thanked Nigerians for their patience and understanding with the government on the fuel scarcity.
