President Muhammad Buhari on Monday told stakeholders in Makurdi that he did not know that the Inspector General of Police , Ibrahim Idris, flouted his express directive to relocate to Benue State during the crisis in which scores of people were killed .
In the wake of the killings in January , president Buhari had ordered Idris to relocate to the state but the IG only spent one day and left.
Buhari, who paid official visit to Benue State on Monday , said he did the needful by ordering the IG to relocate to the state but added, “ I did not know that IG did not stay in the state .”
He insisted that the relationship between farmers and herdsmen would continue, hence, the need for people of the state to learn to live with peacefully.
Buhari also denounced the insinuations that he abandoned the people of the state in their trying moments , saying, “ I have friends here in the state, there is no way I can deliberately overlook what is happening here and other parts of the country .”
“ Let me appeal to our people in the state to apply more restraint , the relationship between farmers and herders will continue, it behoves on us to keep encouraging ourselves to continue to live together peacefully,” the President counselled.
He noted that despite the situation in which the country has found itself , some Nigerians are not sympathetic with government.
He recalled that because of the general situation of the country before he came to office, “ security , economy and corruption were the bases of our campaigns. ”
While saying that he had taken note of all what the stakeholders said ,Buhari said he would not make any promise until next time he visits the state.
Earlier, Governor Samuel Ortom had told the President that the state had lost many lives after the mass burial of 73 victims of New Year attack .

Nigerian Senators Receive N13.5 Million 'Running Cost' Every Month - Shehu Sani

Mr Shehu Sani, Senator representing Kaduna Central Senatorial District in the National Assembly has revealed he and his colleagues received N13.5 million monthly as running cost.

The revelation by the Senator was the first time a member of the National Assembly will confirm speculations that Nigerian senators are earning N41.5 million quarterly as a running cost.

The Kaduna Senator who made the revelation in an interview he granted to TheNEWS magazine said the running cost was in addition to the over N700,000 monthly consolidated salary and allowances of each member of the Senate.

The Senator said, “I think what we can say is that the running cost of a senator is N13.5 million every month,” the Senator said in response to the question on alleged bogus salaries and allowances of Nigerian lawmakers.

According to him, while there is no specific instruction on what the fund should be used for, lawmakers must provide receipts to back up their expenses from the running costs. He added that the running cost is in addition to funds earmarked for each senator for constituency projects.

“But what I am saying is that that money (N13.5 million per month) must be receipted for what you do with it. But what you are given to go and spend without any accountability is N750,000.00.

“The constituency project itself is given on a zonal basis and almost every Senator will go with a constituency fund of about N200 million, but it is not the cash that is given to you.

“You will be told that you have N200 million with an agency of government for which you will now submit projects equivalent to that amount. And it is that agency of government that will go and do those projects for you.

“Now, the corruption comes when the projects are not done and the money is taken. But right now, it is difficult to do that because NGOs and transparency groups have come into it. They track every allocation made to you and where they are being used.

“So, it’s becoming difficult for what used to happen in the past to happen now.

“But I can tell you that I would love a situation where we do away with running costs, constituency projects and leaves senators and members of House of Reps with salaries.

‘And also, the public should be informed that nobody should come to any senator’s house asking for any kobo. That also would be helpful.

“There are issues that we need to understand. First, I don’t believe that members of the National or even state assemblies should be involved in carrying out what is called constituency projects.

“When people are elected into the National Assembly, they should just be involved in law making, raising motions, bills and also performing oversight functions. But we live in a society where people cannot differentiate between the legislators and the executive.

“When the people come to you, they want you to build roads, dig boreholes, build hospitals, schools, give money, pay school fees for them. Now, if we have a society in which people will stop asking legislators to do those things, then there is no need (for the allowances) But funny enough, if you are very active in the National Assembly in making laws and you don’t embark on projects in your constituency, you cannot in any way be appreciated by the people you are there to serve because the electorates in United States are different from the electorates in the United States and Africa.

“We live in an underdeveloped society with a lot of poverty, misery and wants. What people want is for you to address those basic fundamental issues that affects their lives.

“If we can be done with that, it would be okay. Now, you are talking of bogus salaries and bogus allowances – there are three steps you need to consider – the first has to do with the fact when you represent the people, expectations arose from your immediate and the larger constituencies.

“But I agree with you that the salaries and allowances of lawmakers should not be discreet, but what is discreet about it when you can write to Resource and Fiscal Mobilization Commission to get everything about what a senator earns?

“The only money you are not expected to account for is your salary and the salary of a senator is about N750, 000.00 per month. The other one, the running cost of office must be accounted for. You must provide a receipt for every expense you make."

The refusal of the President to sign the bill establishing the Peace Corps bill into law is appropriate . We have the police , the military, the Nigeria Security and Civil Defence Corps , Department of State Services and several other para - military agencies already in existence . Can we sincerely say these agencies are adequately catered for ? Why should a father who lacks the capacity to adequately take care of children continue to procreate ? That is what I can liken this situation to.
Good, there will be jobs for many of these youths if the bill was signed into law, but should we just increase the number of security agencies without making adequate provision to properly train and kit them? If we fail to provide for them they will become a nuisance to society and create more problems than they are meant to solve.
Today , our policemen and women are not properly looked after and that is largely responsible for their below par performance. If we take good care of our police , we don’ t need to always resort to the use of our military for internal security like we are doing now. We have military personnel performing functions that ordinarily should be performed by the police .
It would have been good to sign the bill into law if there were resources and the political will to take adequate care of officers and men of the new outfit , after all , the police do not have enough personnel to be everywhere in the country but Mr . President ’s decision is better in the overall interest of the nation . If someone has the financial capacity and sufficient time to care for two children such a person should not give birth to 10 , if he does , the children will suffer neglect and none of them may fulfil his potential .

Yes. I commend President Muhammadu Buhari for finding courage to withhold assent to the controversial Nigerian Peace Corps Establishment Bill ( 2017) . The President gave two major reasons for withholding his assent; First, the security concern the approval will generate as existing security and law enforcement agencies are already undertaking these tasks , secondly; the financial implication of funding the corps.
While the National Assembly went populist by succumbing to the clamour to pass the controversial bill , the President shunned populism and cheap popularity to act in the national interest . By this singular act , the President has saved the Nigeria Police Force from being further weakened . The degradation of the police started with the formation of the military and the establishment of the special branch which metamorphosed into the Nigerian Security Organisation, and later the State Security Service currently referred to as the Department of State Services . The creation of the Economic and Financial Crimes Commission , the Independent Corrupt Practices and related offences Commission , which are offshoots of the Fraud Unit of the Nigeria Police Force, and the establishment of the National Security and Civil Defence Corps and even the Federal Road Safety Commission are all performing functions which are within the purview of police functions as bequeathed to us by our colonial masters . This has resulted in the pauperisation and pulverisation of the police, hence the intractable security challenges the nation is facing today .
If we had concentrated our efforts, resources , attention and focus on building the Nigeria Police , as bequeathed to us by our colonial masters, our situation could have been different from what it is presently .
This is not the time for duplicating crucial institutions like the Nigeria Police Force . Let us strengthen the police by establishing state police in the component states of the federation. I urge Mr . President to find the courage he exhibited in refusing to sign the bill, to find the same in ensuring the creation of state police . This will guarantee the penetration of security and law enforcement in the nooks and crannies of this country .

The Peace Corps Bill is an Act of the National Assembly which requires the assent of the President to become law.
However, in this case, the assent was denied by the President on the grounds that its existence would duplicate the functions of similar agencies and more importantly, that the government lacks the funds to fund such a new agency given the present economic realities. It is therefore on this premise that l agree with the President ’s decision to reject the bill . No doubt, proponents of the bill are disappointed , but as a security outfit, for me , the issue of funding is very important.
Nigerians have been complaining that the Nigeria Police Force and indeed , other security outfits being funded by the Federal Government are not adequately funded and l believe that establishing another one will just create more confusion as far as the issue of funding is concerned .
What is the sense in establishing a new outfit that you know you lack the capacity to fund? The Peace Corps Bill as passed by the National Assembly is not a revenue generating agency. So , you’ ll need government funding to sustain it. The government currently owes a lot of its department and agencies salaries and allowances and pensioners are daily agonising over unpaid emoluments .
If the President had assented to the bill , the Peace Corps would exist not only in the Federal Capital Territory but in all the 36 states of the federation, this will translate into the payment of billions of naira as salaries and allowances which will be an additional burden . So , I commend the forthrightness of the President in coming out to say , yes the bill may be okay , but the government for now , does not have the capacity to fund it. That, for me , is the hallmark of leadership.

I think Mr . President’ s decision is appropriate . You see , the Peace Corps is trying to replicate the job of the police . We already have the Nigerian Security and Civil Defence Corps doing this . We don ’t need another body . What we need is for the government to equip and strengthen our police force, train officers and men and provide the necessary incentives through proper remuneration ; and you will get better results.
What is happening in Nigeria today is that you have unhealthy rivalry among our security agencies as everyone of them is trying to tell the government that it is better than the other. It’s just like two women married to one man; each woman is trying to outdo the other to get the attention of the husband, that is the situation .
When I joined the police in those days, the E - branch, which later became the Department of State Services , had the responsibility of gathering intelligence which they passed on to the police to act upon . But now , the situation is so bad that this agency gets such information and keeps it to itself until things degenerate. I support the President ’ s decision 100 per cent .

I will say yes. This is because the President was sincere enough to state reasons for withholding his assent to the bill . The first reason the President gave was that there was no money to fund the Peace Corps . In this era of economic downturn I think a good government should get its priorities right. If the administration had put in place its priority programmes and it does not include the Peace Corps , nobody should blame the administration .
The President also said the role of the Peace Corps will be a duplication of the role of the police . Well, this is debatable . But I’ m not surprised because the Peace Corps has been having a running battle with the police . Besides, the activities of the Peace Corps have also come under public scrutiny where it was alleged that some people used the name of the corps to collect money from youths seeking to enlist. For an organisation waiting for presidential approval, any controversy surrounding its activities is likely to impact negatively on its image .

The President ’s decision to withhold assent was informed more by the politics than anything else. Ours is a country that is still grappling with security challenges all over the place; if it’ s not herdsmen attacking farmers , it is terrorists abducting schoolgirls in Dapchi. If it’s not bandits waylaying travelers , it is kidnappers picking people at will and demanding ransom .
The military and the police are overstretched, they need help. I think the National Assembly may override Mr . President because the legislature has 30 days within which to do this . And I think they will, because the issues involved are more complex than both parties are willing to make public . So many of the legislators had secured slots within the Peace Corps as a means of empowering jobless youths in their constituencies , if truth be told, I think it will not be too much to have another body to assist the police and perhaps , our military, to deal with some of these security issues.

FACT CHECK: Did Audu Ogbeh Lie About the Collapse of Thailand's Rice Mills?

On Friday, Audu Ogbeh, minister of agriculture, claimed that Thailand has accused President Muhammadu Buhari’s government of being responsible for the collapse of seven of its rice mills.

The minister quoted the Thailand’s ambassador to Nigeria as saying that the federal government has “dealt” with his country.

Ogbeh said this was because Nigeria’s importation of rice has fallen by 95 percent.

Consequently, he said, unemployment rate has risen by four percent in Thailand.

“Just like two weeks ago, the ambassador of Thailand came to my office and said to me that we have really dealt with them,” he said.

“But I asked what did we do wrong and he said unemployment in Thailand was one of the lowest in the world, 1.2 percent, it has gone up to four percent because seven giant rice mills have shut down because Nigeria’s import has fallen by 95 percent on rice alone.”

TheCable fact-checked the claims made by the agriculture minister.

CLAIM ONE: COLLAPSE OF SEVEN RICE MILLS IN THAILAND

TheCable carried out an extensive research and the minister’s claim that seven rice mills collapsed in Thailand owing to Nigeria’s low patronage could not be verified.

Instead, Thailand’s export has continued to grow. According to The Nation Thailand, overall exports in January this year alone rose to 17.6 percent with an income of $20.101 billion.

Significantly, rice exports grew to 37.2 percent year-on-year — an indication that rice mills are not collapsing in Thailand. Instead, rice producers in the country may be needing more mills!

Also, the Rice Exporters Association of Thailand said rice exports reached a record high in 2017.

Charoen Laothammatas, president of the association, said they would be able to export around 9.5 million tons of rice in 2018.

The quantity of rice imported from Thailand into Nigeria is not significant enough to lead to the collapse of any mill in the country.

Information on the association’s website puts Nigeria’s import in 2017 at 23,192 metric tonnes. What Nigeria imported in 2015 and 2016 were 644,131 and 58, 260 metric tonnes respectively.

These figures are less compared to what Benin Republic has imported. The country imported 1,811,164; 1,427,098 and 805,765 metric tonnes of rice in 2017, 2016 and 2015 respectively.

It is even suspected that most Benin imports end up in the Nigerian market through the land border.

CLAIM TWO: UNEMPLOYMENT IN THAILAND HAS RISEN TO FOUR PERCENT

Checks by TheCable found this claim to be false.

Trading Economics puts Thailand’s unemployment rate at 1.3 percent as at January 2018.

“The unemployment rate in Thailand inched up to 1.3 percent in January of 2018 from 1.2 percent in the same month a year earlier,” information on the website read.

“The number of unemployed went up by 26 thousand from the prior year to 475 thousand while the number of employed declined by 142 thousand to 37.07 million.

“In December 2017, the jobless rate was 1 percent. Unemployment Rate in Thailand averaged 1.45 percent from 2001 until 2018, reaching an all time high of 5.73 percent in January of 2001 and a record low of 0.39 percent in November of 2012.”

CONCLUSION

The claim that seven mills collapsed in Thailand because of Nigeria’s low patronage cannot be verified. The claim that Thailand’s unemployment is at four percent is false.
Maybe the ambassador, as quoted by Ogbeh, was only speaking tongue-in-cheek to show how insignificant Nigerian market is to Thailand — but Ogbeh, eager to celebrate his achievement in office, took a private joke to the public without crosschecking.

According to reports, the deceased identified as Tony Phillip allegedly killed himself on Thursday, 1st of March 2018, because his girlfriend left him.

The funniest thing about this endless debate about peace corp is the fact that the current rate of unemployment in the country has made several people to think that duplicating agencies of governmnt is the way out. Come to think of it are the proponents of Peace Corp really concerned about peace or employment we need to get our facts straight here. I want to ask
1. what is the duty of the Nigeria Police Force
a Has government done enough to make the force efficient and reliable as we have it in the advanced countries of the world
c. What is the ratio of police officers per head of population? Is the current figure adequate to protect defenseless Nigerians
2. What are the duty of the Nigerian Security and Civil Defense Corp?
b. Has NSCDC lived up to expectations
c. Are there not conflict of duty as regards the operations of NPF and NSCDC
3. How would you rate the interagency collaboration between The Armed Forces, NPF and NSCDC in some state all in a bid to entrench peace?
4. If these people are truly committed to maintaing peace , why has majority refused to join the military which on a regular basis recruit soldiers to combact insurgencies
5. Do we have all these unnecessary duplications of agencies in other developed climes we look up to as models of development?
The fact is this, we Nigerians are Oliver Twist, we will always ask for more if the President had sheepishly assent the bill. but we should all know that creating needless agencies just for the sake of absorbing the unemployed will only encourage laziness, redundancy and indolence.

The Nigeria Police Force has said it cannot arrest herdsmen who allow their cattle to stray onto and graze on airport runways in the country.
The Commissioner of Police , Airport Command, Mustapha Dandaura, stated this in an interview with our correspondent on Friday.
He said herdsmen could only be arrested in states where the anti- open grazing law was effective.
However, Dandaura said that all policemen and other security officials at the airports had been instructed to stay on high alert to prevent a situation whereby cows would take over airport runways.
He said , “ It’s only in states where the anti- open grazing law is in place that herdsmen can be arrested for allowing their cattle to graze on airport runways . Apart from those states, we have not been told to start arresting herdsmen .
“ But we have already alerted our men at the airports to ensure such incident does not occur again. The state police commands have also been carried along and everyone is on the alert .
“ We can’ t have a situation whereby cows would be straying onto and grazing on airport runways because it is embarrassing. Everyone is now on the alert and it’s going to be prevented .”
Last Saturday , an Air Peace flight from Lagos had been prevented from landing at the Akure Airport , Ondo State as cows took over the runway.
It had taken the efforts of airport security and other aviation workers to clear the runway before the airplane landed.
The Federal Airports Authority of Nigeria had apologised to the airline affected and suspended the head of aviation security at the airport following the bizarre incident .
A similar incident had occurred in November 2016 when a fully- loaded plane belonging to Air Peace had to abort landing at the Sam Mbakwe Airport , Owerri, Imo State when the pilot discovered that the runway had been invaded by cows.
Before the Owerri episode, an Air France plane was reported to have collided with cows at the runway of the Port Harcourt International Airport .
