The gubernatorial candidate of the All Progressives Congress, APC, in Kaduna State, Nasir El-Rufai, said he has uncovered plans of President Goodluck Jonathan to lead Nigeria into war in order to stay in office beyond 2015. He said President Jonathan and his associates were trying to do that in order to bring to fore the part of constitution that states that when there is war the country cannot hold elections. The former FCT minister said his party and Nigerians would not accept the plot as elections must hold in all parts of the country as scheduled by the Independent National Electoral Commission, INEC. Mr. El-Rufai, addressing journalists on Sunday during a courtesy call to the correspondent chapel, Kaduna, said the Peoples Democratic Party, PDP, had revolved overtime to become criminal. He said the ruling party was escalating insecurity and disintegrating the nation. “Jonathan is leading the country into war in order not to have election in 2015 so he can enjoy additional six months or thereabouts as stipulated in the constitution,” he said. “But we will not allow that to happen. “Everybody in PDP is on his own. Whereas, in APC, we are working together in unity as a party, from counsellor to president.” When he was questioned on his plans for Kaduna should he emerge state governor come 2015, he said Kaduna was different from Abuja, but quickly added that if people elected him, it meant they wanted change. “I can address the challenges facing the state,” he said. “This is the first time that a sitting governor in the state would be that tensed up to the extent that he’s saying I am not from Kaduna. “I want to build a state where there will not be indigene or alien. A child born today is already owing N15, 000 debt. •Sources alleges American propaganda By Senator Iroegbu in Abuja and Ibrahim Shuaibu in Kano An intelligence source has said investigation is ongoing into the intercepted and impounded suspicious Russian-made Antonov aircraft with a chopper tucked in it at Aminu Kano International Airport, Kano Nigeria. The source said the government’s action includes using diplomatic means to unravel the mission of the aircraft, its origin and destination. Responding to THISDAY inquiry, a top military personnel said that all necessary investigations are being carried out to ascertain those behind the impounded aircraft and its contents. Security operatives at Malam Aminu Kano International Airport said the seized plane was loaded with arms bound for N'djamena, capital of the Republic of Chad. The aircraft with registration number AN 124100 RA 82038 departed from Bangui in Central African Republic, and was said to have landed in Kano after a technical problem encountered while airbus. A security source told THISDAY in Kano under condition of anonymity that the plane loaded with various types of arms including AK- 47 rifles, military hardware and two helicopter inside the plane. The South African Government may have bartered the bodies of 84 South Africans, who died in a building collapse in Lagos, for arms with Nigeria, a South African newspaper, Mail and Guardian, has reported. The paper said it saw two letters written by a Minister in the South African Presidency, Jeff Radebe, in which he promised to assist Nigeria ensure that an arms sale worth $9.3m (about R100-million), which had been blocked by South Africa, would proceed. The Mail & Guardian reported that Radebe wrote to JP “Torie” Pretorius of the Directorate for Priority Crime Investigations (the Hawks), and Dumisani Dladla, the head of the national conventional arms control committee secretariat, seeking to assist the Nigerian government to get the weapons. Nigeria wanted the arms, including helicopters and ammunition, to fight against the Islamic extremist group Boko Haram. In October, the Asset Forfeiture Unit seized $5.7m that had been wired to Standard Bank in South Africa. Three weeks before that, $9.3m in cash was confiscated after being brought into the country via Lanseria Airport, north of Johannesburg, in three suitcases, by a delegation said to represent the Nigerian government. In both instances, the money was apparently confiscated as the transactions it was to be used for were illegal. In his letters, Radebe, the chairperson of the arms control committee, said it had come to the committee’s attention that the failed attempt on September 5 to pay an arms dealer in South Africa “was, in fact, a legitimate requirement from the government of Nigeria.” “Although the required administrative processes were not adhered to at the time, the government of South Africa deems it a bona fide error,” Radebe said in his letters to Dladla and Pretorius. The minister’s key request to Dladla was for him to “liaise” with Pretorius and to “obtain all relevant information in order to assist the parties involved to apply for the necessary authorisations in compliance with the National Conventional Arms Control Amendment Act (no 73 of 2008). “Upon receipt of the required permit applications, the national conventional arms control committee will favourably consider ex-post facto approval thereof,” Radebe wrote. The committee is a cabinet body tasked with regulating the sale of arms to legitimate governments and its mandate includes ensuring South Africa does not sell weapons that are used to violate human rights. The M&G however noted that Radebe found it difficult to sell his plan to other South African authorities as other law enforcement agencies looking into the arms money are pressing on with their investigations, and Radebe’s colleagues in the Cabinet are said to be less than impressed. The Hawks spokesperson, Captain Paul Ramaloko, said that the investigation was continuing and that his investigators knew nothing about Radebe’s request for charges to be withdrawn. But Ramaloko admitted that the Hawks were part of the priority crime directorate, whose head, Pretorius, had received the request from Radebe. Defence Minister Nosiviwe Mapisa-Nqakula, who also serves on the committee, referred the M&G‘s questions to Radebe. Another Cabinet minister and arms committee member, said Radebe unilaterally wrote the letters to Dladla and Pretorius without consulting fellow committee members and only sought their blessing much later. A government official said Radebe’s colleagues were accusing him of single-handedly legitimising the Nigerian arms procurement transaction. But Radebe, through his spokesperson, Vanessa du Toit, said he was surprised by claims that three committee members had distanced themselves from the decision to help Nigeria to legitimise the arms deal because “this matter was discussed and approved at the October 30 2014 NCACC meeting.” The letters Radebe wrote to Dladla and Pretorius are dated October 6, three weeks before the date the minister said the committee met and gave him the go-ahead. The South African Government in a swift reaction, described the report as rubbish, stressing that there was no barter with Nigeria on the arms deal. SA Government spokesperson, Phumla Williams, debunked the story on Friday, in a statement, saying the report held no water. William said, “Government places it on record that no form of bartering with Nigeria was conducted during the repatriation process. The Director of Communication Division, Nigerian Foreign Affairs, Ahmedu Ogbole-Ode, could not be reached for comments on Friday as he did not respond to calls to his phone. Also our correspondents could not get the Director in charge of Press at the Ministry of Defence, Mr. Sheikh Maikai, to comment on the matter as the calls to his mobile telephone line indicated that it was either switched off or in an area outside network coverage. But a source at an office strategic to the operations of the Federal Government said that the claim that the Federal Government had forfeited the $15m involved in the botched arms deal with South Africa for the corpses of South Africans who died in the Synagogue building collapse was untrue. The claim by the Oyo State chapter of the All Progressives Congress (APC) that the penultimate Friday crisis that rocked Oke-Ado, Ibadan was the handiwork of the opposition party has been described as false and an attempt to cover up the real mastermind. During the crisis, a police officer was shot dead by suspected political thug, an occurrence widely condemned by the APC and said it was orchestrated by the opposition to dent the Abiola Ajimobi administration. Curiously, the denial of the claim came from a member of the APC and one of the governorship aspirants in the state, Adebayo Shittu, who revealed that the crisis ensued because some area boys recruited to honour Governor Ajimobi at the venue were short-changed. In a chat with journalist in Ibadan, Shittu, who was among those cleared by the party to contest the primary election, explained that one of the chieftains of the party in government recruited the area boys on an agreed N300, 000 term but were later short-changed and offered N100, 000 instead. According to him, “the information at my disposal without any form of sentiment is that the area boys who started the fracas had been recruited by somebody in government to honour the governor when he was to visit Oke-Ado in the Ibadan South West Local Government. “They were said to have complained that they were short-changed because the agreement was that they would be paid N300, 000 but was changed to N100, 000 and that it was their reaction to the perceived short-change that led to the fracas. “The anger, which the short-change generated, led to a fight with a commercial motorcyclist, which culminated in the face off between some policemen and the area boys and in a fit of anger, one of the area boys shot the police officer with a pump action gun and felled him during which two other policemen also received bullet wounds”, Shittu explained. A former governor of Borno State, Ali Modu Sheriff, widely accused of sponsoring Boko Haram insurgents in Nigeria, may be lobbying for the release of the Chad-bound cargo aircraft confiscated in Kano for transporting large consignment of military hardware, PREMIUM TIMES can report today. Sources at the Aminu Kano International Airport, where the plane is currently detained, said Mr. Sheriff visited the Kano airport at about 10 p.m. on Saturday and held discussions with some officials on the possibility of releasing the aircraft. Our sources said on arriving the airport, officials allowed the former governor a secret tour of the aircraft, during which he inspected its consignments. “I was there and I saw him and two airport security officials accompanying him to inspect the plane. I saw the black helicopters and two bullet proof SUVs,” one of our sources said. “I also heard him (Mr. Sheriff) say verbal directive had been given from Abuja for the release of the plane but that authorities of the airport were insisting on written directive.” Mr. Sheriff could not be reached to comment for this story. His known mobile telephone number was switched off for several hours that PREMIUM TIMES called Saturday. He is also yet to reply a text message sent to him. The Manager of the Kano Airport, a Mr. Adamu, told PREMIUM TIMES he is in Abuja and was therefore unaware of Mr. Sheriff’s tour of the detained aircraft. The former Borno governor is a close ally of both the Nigerian president, and the government of Chad – the plane’s final destination. A 2010 Intelligence report by a Nigerian security agency suggested that Mr. Sheriff was personally involved in the recruitment, training and dispatch of Boko Haram fighters, under the full cover of Idris Deby, the Chadian president. Chad is Nigeria’s neighbour. Laying on Nigeria’s northeast shoulder, and sharing long distances of unregulated borders, it is considered a window to safety for Boko Haram fighters. An Australian negotiator engaged by the Nigerian government to bring Boko Haram insurgents to the negotiation table, Stephen Davies, also spoke of how the insurgents named Mr. Sheriff as one of their sponsors during his conversations with the terrorists. Airport officials told PREMIUM TIMES Mr. Sheriff’s verbal pressures to let the plane go was turned down. He was asked to get written permission from “ogas at the top” – authority high up in Abuja – our sources said. After inspecting the plane and holding discussions with local officials, Mr. Sheriff reportedly left for Abuja, Nigeria’s capital city, in a private jet at about 11:30 p.m. Saturday. Security operatives at the Kano Airport had seized the plane when it landed at the facility at about 2a.m. Saturday as a result of technical problems. Crew members of the airplane were immediately detained while investigations continued, officials said. “Security has since been beefed up at the airport in order to ensure proper investigation,” the officials added. The General Manager, Communications, Federal Airport Authority of Nigeria, FAAN, Yakubu Datti, confirmed the seizure of the plane. He said the pilot sought permission to land at the airport after the plane developed problems. “The plane had a technical problem and the pilot sought (for) permission to land at the airport’’, he said. Mr. Datti said security agencies had since commenced investigation into the matter. Security sources told PREMIUM TIMES the plane was travelling to N’djamena, the capital of Chad. PR Nigeria, an agency known for distributing press statements on behalf of the Nigerian military, later circulated a statement saying the aircraft contained “a chopper tucked in it”. “… Intense investigation is ongoing including using diplomatic means to unravel the mission of the aircraft, its origin and destination,” the statement said. This is the third time since 2009 that planes loaded with arms would be arrested in Kano, our correspondent says. The detained planes were later released after investigations. The destination of the latest aircraft has however raised concerns amid increasing worries in Nigeria over Chad’s alleged role in the Boko Haram insurgency plaguing Nigeria’s northeast. The plane and its consignment was initially thought to originate from Russia but the Russian Embassy in Abuja issued a statement denying ownership of the AH-124-100 heavy military transport aircraft. Air cargo experts describe it as one of the biggest serial and strategic heavy lifters in the world. It is intended for the transportation of heavy and oversized cargo and various special-purpose vehicles. ABUJA- A group under the aegis, Afenifere Renaissance Youth Congress (ARYG) has condemned former President Olusegun Obasanjo for criticising President Olusegun Obasanjo openly when he has unfettered access to the Presidential Villa, describing the lampoon as unstatesmanlike. Speaking against the backdrop of the recent attacks by Obasanjo on President Jonathan, on behalf of the Yoruba youth group, leader of the group, Mr Abimbola Owolabi in Abuja noted that it was difficult to believe that Obasanjo was still a member of the PDP, however urged him to formally dump his party, the Peoples Democratic Party, PDP for the opposition, the All Progressives Congress, APC. The group which alleged that the former Chairman of PDP Board of Trustees, BoT was working to damage the PDP from within, however called on him to move out of the PDP and pitch his tent with the APC now that he has donned the garb of an opposition element, adding, “Obasanjo is a war General; he should be bold enough to show to Nigerians his APC membership card. He is too old for this chicanery and the hide-and-seek game he is playing within the PDP.” Chief Olusegun Obasanjo The group, which comprises many members of the PDP in the South-west zone, wondered why Obasanjo cannot respect the provisions of the Constitution of the party, especially the section that frowns at bringing the name and image of the Party to disrepute. According to the group, “Obasanjo is not only denigrating the presidency, the person of Dr. Goodluck Jonathan and the ruling Party, which he claims to be a member of by his constant lies, unwarranted attacks and mischievous blackmail to portray President Jonathan as weak, corrupt and dictatorial but also manifestly executing the propaganda of the APC whose members he now hobnobs with. “These days, there is a complete sync between Obasanjo’s utterances and those of Alhaji Lai Mohammed, the APC spokesperson. “After listening to General Obasanjo’s lies that President Jonathan is running a corrupt government and incapable of dealing with the insurgency problems in the North, at the launch of the auto-biography of Retired Justice Mustapha Akanbi, we have come to the conclusion that the former president does not mean well for this country and the PDP. “How can Obasanjo who elevated the bribing of National Assembly members, especially during his ill-fated Third Term agenda, to a state policy during his regime point finger of guilt at President Jonathan?
