Senators failed yesterday to approve President Goodluck Jonathan’s request for further extension of emergency rule in three states – Yobe, Adamawa and Borno.
Senate President David Mark announced after over two hours closed door session that debate on Jonathan’s request would continue today.
Mark said: “The Senate, in a closed session, discussed the letter by the President for the extension of state of emergency. We had a very extensive debate on it and we will continue with the debate tomorrow (today). Is this a true reflection of what happened?”
The Senators chorused “yes”.
Jonathan had in a letter entitled “Re: Extension of the period for the Proclamation of a state of emergency in Adamawa, Borno and Yobe states”, dated 17th November, 2014, asked the Senate to endorse further extension of the period of emergency rule in the three states.
The letter read: “May  I respectfully draw your attention to the State of Emergency Proclamation 2013, in respect of Adamawa, Borno and Yobe states, which was approved by the National Assembly and extended for a further period of six months by the National Assembly as conveyed by  the Clerk of the National Assembly’s letter dated 21st May 2014.
“By virtue of the provisions of Section 305(6)© of the Constitution of the Federal Republic of Nigeria, 1999 as amended, the Proclamation aforementioned will elapse after a period of six months from the date of approval of the National Assembly except the period is extended by the National Assembly.
“It is important to state that despite concerted efforts by this Administration to stem the tide of terrorism and insurgency in the affected states, the security challenges that necessitated the Proclamation are yet to abate.
“Consequently, it has become imperative to request the approval of the State for extension of the period for the State of Emergency for a further period of six months.
“In view of the foregoing, I most respectfully request Distinguished Senators to consider and approve by resolution the extension of the Proclamation of the State of Emergency by further period of six months from the date of expiration of the current period.”
Before the Senate went into the closed session to consider the letter, some Senators attempted to block even the consideration of the letter.
The Senate Leader, Senator Victor Ndoma-Egba, had moved that the Senate should resolve into Executive Session to consider the presidential request.
What followed was a deafening “nay” when Mark put the question.
Apparently taken aback, Mark explained that all he asked was the approval of the chamber to consider the presidential letter on extension of state of emergency.
He noted that saying that the letter should not be discussed should be out of the way since the Senate was bound to debate the letter to take a position whether to approve the request or not.
Mark noted that it was only during the consideration of the letter that Senators could make their contributions whether to endorse the request or not.
After his explanation, which seemed to have calmed frayed nerves, Mark again put the question for the Senate to consider the letter.
The mood in the Senate changed slightly as the lawmakers gave their approval that the letter be considered.
For about 20 minutes, senators were discussing in groups. The Chief Whip laboured to restore order.
Insiders said that the debate in the closed session was “very heated” as some of the North’s lawmakers insisted that no extension of the state of emergency should be granted.
After the session, Senator Mohammed Ali Ndume Borno, South Senatorial District, told reporters that his people were against any form of extension of emergency rule.
Ndume noted that emergency rule had not made any difference in the fight against insurgency.
Besides, he said that nothing in the constitution forbids the president from deploying soldiers anywhere in the country even without emergency rule.
Ndume stressed that he would always stand by his people.
Senator Bello Tukur, who represents Adamawa Central, said the Senate discussed fruitfully on the state of emergency rule in the three affected states.
Tukur said that he was sure that decisive position would be taken by the Senate today on the Presidential request to extend emergency rule in Adamawa, Borno and Yobe States.
If further extension is granted, that will be the third time the National Assembly will approve President Jonathan’s request to extend the period of State of Emergency in Adamawa, Borno and Yobe States.
President Goodluck Jonathan yesterday met Senate President David Mark and Deputy Speaker of the House of Representatives, Emeka Ihedioha at the Presidential Villa, Abuja.,
•None of them spoke with State House correspondents at the end of the meeting.,
•No official statement was issued after the meeting.,
•But the meeting is not unconnected with getting the National Assembly’s nod for the extension of the state of emergency in Borno, Adamawa and Yobe states.

Ekiti State Governor Ayodele Fayose yesterday ordered the House of Assembly Speaker’s office shut.
Speaker Adewale Omirin’s spokesman Mr. Wole Olujobi said some men, acting on the governor’s directive, came to the office about 4pm, sealed it off and seized the Speaker’s official cars’ keys from the drivers, who were told to go home.
On Monday, seven of the 26-member House sat at the chamber, without the speaker and the deputy speaker.
Protected by policemen and a band of thugs, they “approved” the governor’s three commissioner-nominees and the list of members of caretaker committees for the 16 local government councils.
The rule of the House allows a minimum of nine-member quorum. To make up, “three strange people” joined the seven lawmakers.
But the governor’s Chief Press Secretary, Mr. Idowu Adelusi, denied the sealing off of the Speaker’s office. He described it as “another falsehood coming from a confused speaker”.
“We all know that the governor could not have ordered the speaker’s office be sealed up  (sic) because the existence of Adewale Omirin is insignificant to us and the people of Ekiti State having lost the honour.
“Besides that, Omirin’s driver is under the Assembly Commission, which could employ, promote, transfer or sack drivers and other staff of the legislature.
“What does the happening in the legislature or operations at the Assembly by the commission got to do with Governor Fayose? Omirin is totally confused and Ekiti people are fed up with their lies. His cries now is (sic) a ranting of an ant, he should be ignored totally.”
The governor had earlier ordered the freezing of the accounts of the Assembly, cutting off electricity supply to the Speaker’s Lodge and stopping statutory votes for the Speaker’s upkeep.
The governor also sacked the Speaker’s and Deputy Speaker’s and Majority Leader’s aides.
Fayose condemned the All Progressives Congress (APC) lawmakers for “seeking to consolidate the interests of their party rather than the general interest of the people.”
Speaking through the Special Assistant on Information, Mr Lanre Ogunsuyi, Fayose alleged that the APC lawmakers were unpatriotic by trying to ‘arm-twist’ him in passing the list of commissioner-nominees.
“We expect the Assembly to see themselves as representing Ekiti people and they shouldn’t have the House platform to advance party’s interests. We are not justifying the situation, but Fayose cannot be blamed for self-inflicted injuries Dr. Adewale Omirin brought onto himself.”
Fayose urged the Speaker to “stop misdirecting himself over his woes”, noting that it was also impossible for the governor to freeze the Assembly’s accounts as he did not operate them.  “They have their banks. We are not going to freeze anybody’s accounts,” he said.
Fayose urged the Speaker to look “inwards” in resolving the crisis, noting that the troubles with him pre-date the coming of his administration.
“We don’t expect the telationship to be smoth because of party differences and the lawmakers have a right to reject Fayose only if that is on the basis and interest  of Ekiti people but not to do so for the interest of APC.
“The Speaker was not in any way removed as being rumoured. Members of the House of Assembly and even the National Assembly used to
have causes to change their leadership. It is not a new thing in our political history.
“In Edo State, the APC lawmakers hold their sittings in the Government
House while the PDP holds separate sittings. Even in Rivers, Judiciary and the House have been experiencing similar problems.
“They ordinarily ought to pass the Attorney General for Ekiti to sign agreement  on contracts and for the Commissioner of Works to execute them and without the Commissioner for Finance, Ekiti cannot access the N2 billion loan from the Central Bank of Nigeria. Something honourable for any House to have done is to pass this without any controversy.”
Ogunsuyi also insisted that the fact that only 16 members attended the news conference in Ikere-Ekiti was a confirmation that 10 members of the Assembly sat on Monday in the absence of the substantive Speaker to ratify Fayose’s list of commissioner-nominees, special advisers and the allowance to constitute council  caretaker committees. “If you agree that 16 were there at the meeting, look for the names of those who were not there and you would know the identities of the three lawmakers that enabled PDP to form a quorum,” he said.
On the sack of Speaker’s aides, the governor said: “It was the same House during the immediate past administration that passed the Law which empowers the Governor to fire and hire aides for the Speaker and his Deputy and even aides to Local Government Chairmen. So, this Assembly enacted the law I applied as already applied by the last administration.
His words: “I even learnt that he said the electricity supply to his House has been cut . It smacks of insensitivity for a number three man to be crying wolf over this when the same government he served is indebted to the electricity company to the tune of N133 million.”

ABEOKUTA—Palpable fear has gripped Ogun State governor, Senator Ibikunle Amosun’s camp following the defection of eight lawmakers to the People’s Democratic Party, PDP, and Social Democratic Party, SDP, in the state.

Speaker of the House, Suraj Adekunbi disclosed the decamping, yesterday, during plenary, while reading a letter announcing the defection of eight lawmakers to the PDP and the SDP.
Adekunbi said: “I received a letter announcing the defection of Messers Joseph Adegbesan, Salmon Adeleke, John Obafemi, Remmy Hazzan and Obafemi Olowo-Oloja to the PDP.
“I also got three letters this morning from Hons. Olufemi Allen-Taylor, Oludaisi Elemide and Elizabeth Anifowose announcing their defection from the All Progressives Congress, APC, to the Social Democratic Party, SDP.”
Adegbesan, Adeleke and Obafemi had dumped the Peoples Party of Nigeria, PPN, to join the PDP while Hazzan and Olowo-Oloja also dumped the APC for the PDP.
Allen-Taylor, Elemide and Anifowose who were members of the APC defected to the SDP.
Vanguardgathered that the development has sent jitters into the APC camp of Amosun as the governor was planning to present the 2015 budget proposal to the state House of Assembly on November 18.
The Speaker who also read the governor’s letter during plenary said he will present the fiscal proposal at 10. am.
According to him; “This is in accordance with the provision of section 121 of the Nigerian constitution.
“Governor Amosun expressed gratitude to the members of Ogun State House of Assembly for their cooperation with the executive,” the letter said.
The House after the latest defections is divided into two main camps with 13 members including the speaker in Amosun’s APC faction, while PDP and SDP also have combined figure of 13 lawmakers.

Efforts by the national leadership of the All Progressives Congress (APC) to broker a consensus agreement among the presidential aspirants from the North hit the rock on Tuesday as most of the aspirants refused to step down.
The meeting, summoned under the auspices of the APC northern caucus and some elders from the North, could not reach any agreement as some of the aspirants failed to turn up but sent representatives.
A party source told THISDAY that the meeting was presided over by the Deputy National Chairman (North), Alhaji Lawan Shuaibu, with former Vice-President, Atiku Abubakar, in attendance.
Others at the meeting included Governor Abdulaziz Yari of Zamfara State, and the Speaker of the House of Representatives, Aminu Waziri Tambuwal.
THISDAY gathered that Atiku, who was apparently the only one who attended the meeting out the four presidential aspirants, did not buy into the idea.
The former vice-president had earlier opposed consensus arrangement, insisting that the idea of a few persons sitting down to pick a presidential candidate was a flaw process which would deprive the party members of the opportunity to make a choice.
Also, other presidential aspirants like the Kano State Governor, Rabiu Kwankwaso, and Sam Nda-Isaiah were said to have excused themselves from the meeting.
When Nda-Isaiah was contacted through telephone on Monday on the scheduled meeting, he said he was not aware, adding that the issue of consensus had been put to rest since the party set in motion a process for the emergence of its standard bearer through primary election.
“I am not aware of any discussions on consensus. What I know is that all the aspirants are busy perfecting strategies to help them win more delegates votes during the primaries. But this is not to say that I am opposed to initiatives that can put the party in the best stead to win the elections. For me, I will say that I am ready and set for the presidential primaries,” he said.
However, the leaders have not given up hope on successfully midwiving a consensus as they have scheduled another round of meeting where hopefully all the northern presidential aspirants would be present.
It was learnt that since the Peoples Democratic Party (PDP) has ceded its presidential ticket to the incumbent President Goodluck Jonathan and with the president’s acceptance of the offer through his public declaration yesterday, the APC is now more desperate to get its leaders, especially the presidential aspirants to forge a united front.
This, according to a source, said was to ensure that intra party crisis does not erupt after the end of the selection process for the presidential candidate.
“We need to do everything possible to avoid a rancorous primary election. This is the only way we can match the PDP which had already started rallying support of its members around President Jonathan in readiness for the 2015 contest. APC cannot afford a divided house as this will scuttle its chances of dethroning the PDP,” he said.

Fiery Enugu cleric and founder of Adoration Ministries, Rev. F. Ejike Mbaka, on Sunday called on the Igbo people to vote for President Goodluck Jonathan in the 2015 presidential election.
Mbaka who spoke while receiving First Lady, Dame Patience Jonathan, at the Adoration Ground, Emene, near Enugu, proclaimed that those fighting Jonathan would meet their downfall, as greatness comes only from God.
The Roman Catholic priest told the First Lady that the opposition All Progressive Congress party poses no threat to her husband in Enugu, saying that people of the state view the opposition party as a Boko Haram party.
Insisting that Jonathan must be re-elected for a second tenure, Mbaka berated those saying that the President must bring back the Chibok girls if he must seek re-election.
“I want to ask those saying that Jonathan must bring back the Chibok girls, is Jonathan holding the Chibok gsirls? When you, First Lady, went to Borno, you said there is God oh!
“Jonathan is not a kidnapper. We are giving you our support. You have done a lot for this country. You have done it with distractions. We wonder what you will do without distractions. We know what you will do. Adoration will support you and your husband,” Mbaka said.
The cleric assured the First Lady that that members of his congregation, numbering millions, would vote for the President in 2015.
Deputy Senate President, Ike Ekweremadu, who accompanied the First Lady, recalled that an invitation for the Harvest of the Ministry was extended to the First Lady and the President through him when he visited the Adoration Ministry four weeks ago and he promised to bring at least one of them.
Ekweremadu said he has benefitted immensely from the prayers of the Ministry and wished that the President would also benefit to ensure that he is re-elected in 2015.
Dame Jonathan, who received anointing from Mbaka, noted that there is no problem that cannot be solved with prayers. The First Lady said she was encouraged by the determination of the Ministry and all Nigerians to solve the security challenges facing the country through spiritual solutions.

The former chairman of the Imo State chapter of the All Progressives Congress (APC), Marshal Okafor Anyawu, has said it would be difficult for the Speaker of the House of Representatives, Aminu Tambuwal, to withstand the plan by the Peoples Democratic Party (PDP) to remove him from the House.
Anyanwu, who spoke to Daily Independent on Monday, believes the Speaker is no longer fit to occupy the position, after dumping the party through which he won election to the National Assembly.
“The new Electoral Act clearly states the conditions that can allow one to move from one party to the other, and I don’t think that situation existed at the time the Speaker decided to move from PDP to APC,” he said.
Anyanwu added that Tambuwal’s decision to move to the opposition party did not come to him as surprise because the Speaker has been very close to opposition party leaders for a long time now.
“I am surprised that the defection of the Speaker came to some people in the PDP as surprise because his body language has been speaking differently for a long time,” he said.

The All Progressives Congress has described as “utterly insensitive and absolutely callous” the decision by President Goodluck Jonathan to declare his second term ambition a day after almost 50 students were killed and about 80 injured in a suicide bombing in Potiskum, Yobe State.
The party in a statement on Tuesday, accused the President of “dancing on the graves of the students” as well as of all the victims of the Boko Haram insurgency in the country.
”Since this President has chosen to celebrate a national tragedy, Nigerians should also be ready to celebrate his electoral failure next year,” the party said the statement by its National Publicity Secretary, Alhaji Lai Mohammed.
”Today, the three North-East states of Adamawa, Borno and Yobe are in danger of being overrun by Boko Haram and over 650,000 Nigerians are internally displaced in those states by the insurgency. Yet, President Jonathan says he puts Nigerians first. Lies have never worn a bolder face. The truth is that for President Jonathan, it is Jonathan first, Jonathan second, Jonathan third, Jonathan always!”
The opposition party added that with the latest “act of blatant hard-heartedness, Jonathan was only continuing along his well-trodden path of acting without deep introspection.
AC said, ”When about 60 students were killed in the terror attack on the Federal Government College, Buni Yadi, in February 2014, President Jonathan never visited the scene to commiserate with the families of the victims. When over 80 people were killed in the first Nyanya bombing in April 2014, President Jonathan went dancing ‘Azonto’ in Kano less than 48 hours later. And when almost 300 girls were freshly abducted in Chibok, President Jonathan neither acted fast enough to rescue the girls nor visited the village. His Administration even denied anyone was abducted, until 19 days after!
”This President has therefore established a pattern of putting his political interest above the security and welfare of Nigerians who voted him into office. This President has trampled upon the Constitution of the Federal Republic of Nigeria, which makes the security and welfare of the citizenry the raison d’etre of the government’s existence.
“It is time for Nigerians to respond in kind by trampling on his political ambition and sending him back to Otuoke.”
The party queried the logic behind the Safe Schools Initiative of the Federal Government when over 70 students were killed and more than 100 maimed within a week in two separate attacks targetting a religious procession and schools in Potiskum alone.
“The Safe Schools Initiative will remain a mere tokenism until the fundamental problem of insurgency, which has claimed thousands of lives, is conclusively addressed. Mr. President, what Nigerians want is not an isolated Safe Schools Initiative, but a Safe Nigeria Initiative,” it added.

JOHANNESBURG (AP) -- Nigeria's ambassador to the United States has castigated Washington for refusing to sell "lethal weapons" to fight his country's Islamic uprising, saying the extremists otherwise would have been defeated long ago.
Ambassador Adebowale Ibidapo Adefuye accused the United States of letting down an old ally in its hour of need. And he said Nigeria's people and government feel abandoned by America.
"The U.S. government has up till today refused to grant Nigeria's request to purchase lethal equipment that would have brought down the terrorists within a short time," Adefuye told members of the Washington-based Council on Foreign Relations meeting at his embassy Monday night.
"We find it difficult to understand how and why, in spite of the U.S. presence in Nigeria with their sophisticated military technology, Boko Haram should be expanding and becoming more deadly," he said.
Nigeria's military chief on Oct. 17 announced that the Boko Haram Islamic extremist group had agreed to an immediate cease-fire, but the militants have responded with more and deadlier attacks and now control an area of some 20,000 kilometers (7,700 square miles) along the border with Cameroon.
Adefuye confirmed that Washington has refused Nigeria's requests for certain weaponry because of allegations that Nigeria's defense forces have been violating the human rights of detainees accused of belonging to Boko Haram.
Human rights groups and an Associated Press investigation found Nigerian troops responsible for the deaths of thousands of detainees since a state of military emergency was imposed in May 2014 in the three northeastern states where the insurgency has destroyed any semblance of normal life.
U.S. laws ban sales of lethal weapons to countries whose military are accused of gross human rights abuses.
Adefuye said the allegations are based on rumors spread by political opponents and journalists who favor the opposition as Nigeria prepares for February presidential elections.

A chieftainof the Peoples Democratic Party (PDP), Hassan Ahmed Rufai, and other members of the party have alleged that All Progressives Congress (APC) governorship aspirant, Nasir el-Rufai, was originally from Katsina State and should stop heating up the polity in Kaduna, where the people haves helped him grow from obscurity.
Speaking in an interview, Rufai recalled that el-Rufai, former Minister of the Federal Capital Territory, had once told some inhabitants of Unguwan Sarki in Kaduna North Local Government Area, who had visited him in Abuja that he was not an indigene of Kaduna State.
According to him, their investigation had revealed that the guber hopeful was from Daudawa, a village in Katsina State, but grew up in Kawo, Kaduna North Local Government Area, under the guardianship of a retired federal permanent secretary.
“We know him as a person that was raised by the respected elder statesman. We in Kaduna, we are liberal and accommodating. But sometimes many people take that for granted. El-Rufai had told the Kaduna people that he was not their minister, why should he now come to seek for their votes? He should go to Katsina,” he said.
On the recent assurance by el-Rufai that he would not demolish people’s houses if elected governor, reminiscent to what he did in the Federal Capital Territory, Rufai declared that the former minister was not a friend of masses but had been promoting the elite class and those in high authority. He concluded that in an attempt to impress his class, el-Rufai had the tendencies of coming up with policies that might not augur well for the common people.
“If el-Rufai could muster the courage and demolish places of worship in the FCT when he was minister, what assurance do we have that he will not demolish people’s houses in Kaduna? I pity petty traders and artisans, those doing business by the roadside to eke a living. They are at risk; God save us,” Rufai said
