(Reuters) - As Muhammadu Buhari closed in on Nigeria's presidency, an aide to election commission chairman Attahiru Jega sent a text message to an independent voting monitor, warning of an imminent threat to the electoral process.

The aide had unearthed a plot by supporters of President Goodluck Jonathan to disrupt the public announcement of the national election results and kidnap Jega in a bid to wreck the count, according to pro-democracy advocates and a Nigeria-based diplomat.

Central to the plan, they said, were Jega's security detail and Godsday Orubebe, a former cabinet minister from Jonathan's Niger Delta, an area whose leaders feared a change of power would mean an end to the perks it enjoyed under Jonathan's presidency.

Orubebe's role was to cause a disturbance at the headquarters of the commission as cover for the abduction of Jega. Orubebe did not respond to requests for comment on the details of the plot.


The commission, called INEC, also declined to comment and turned down requests for an interview with Jega, whom Reuters was unable to reach independently. Reuters found no evidence to suggest that Jonathan, who conceded defeat in the election, was involved. His spokesman and his party, the PDP, did not respond to requests for comment.

While the plot would likely not have changed the result, it could have unleashed fury among Buhari supporters in the north, where 800 people were killed in rioting after his last election defeat in 2011.

But the plot's failure enabled Africa's most populous country to complete its first credible vote since independence in 1960.

"NIGERIA ON TRIAL"

The plot to derail the election in its closing moments was pieced together by Reuters from the text message, events on the ground and interviews with democracy advocates and diplomats in the capital, Abuja.

When he sent the SMS, the election official, whom the sources declined to name for his own protection, hoped the outside world would hear of the plot, the text of the message made clear.

"Fellow countrymen, Nigeria on Trial," read the SMS sent on the morning of March 31 to Clement Nwankwo, head of the Situation Room, an Abuja-based coalition of human rights groups and democracy advocates monitoring the polls. Reuters later saw the SMS.

"Plans are on storm [sic] the podium at the ICC Collation Centre and disrupt the process," it continued, the official dropping words and letters in his haste.


"Nobody is sue [sic] what will happen. Please share this as widely as possible."

At that moment, INEC chairman Jega was about to preside over the announcement of results.

TALLY COUNT

Since the end of army rule in 1999, all four previous votes had been marred by violence and ballot-rigging.

The 2015 poll was different in two crucial aspects.

It was a genuine race, pitting Jonathan, saddled with an ailing economy and an Islamist insurgency, against a former general promising to get tough on corruption and the Boko Haram insurgents.

Voters had also been given biometric ID cards linked to their photographs and fingerprints, making it hard to inflate voter numbers significantly.

As tallies from around the country showed Buhari on course for a win, unidentified PDP hard-liners started to panic, seeking ways of manipulating the count, Nwankwo and the diplomat said, citing political contacts in the Delta and Abuja.

Realizing they could not engineer an outright win, PDP agents set about doctoring the tally at collation centers in pro-Jonathan areas to ensure Buhari failed to meet a requirement for 25 percent support in two thirds of states, Nwankwo said, citing reports from election monitors on the ground.

A Reuters reporter witnessed and photographed one tally list in Port Harcourt with suspiciously similar totals for registered voters at polling stations: 500, 500, 500, 500, 500, 500, 500, 500, 450. In another tally center in the city, 17,594 valid votes were recorded out of a registered voter population of 11,757, the Reuters reporter said.

Foreign election observers also noted the peculiarities - and contacted diplomats in Abuja who called in international intervention.

U.S. Secretary of State John Kerry and his British counterpart Philip Hammond - in Switzerland for talks on Iran - issued a tough statement saying vote counting "may be subject to deliberate political interference".


"CREATE A FRACAS"

But as Buhari's lead grew, some PDP supporters from the Delta, including Orubebe, decided on a final gamble: to create a disturbance in the main INEC hall and have thugs snatch Jega from the stage, according to Nwankwo and the Abuja-based diplomat.

What the group planned to do after the abduction is unclear, the diplomat and Nwankwo said, but the confusion could have triggered nationwide violence.


"It was a desperate thing, mostly by a group of people from the Niger Delta who were in the room," Nwankwo said, describing events that unfolded publicly in the minutes after he received the SMS.

When Jega opened proceedings on the morning of March 31, Orubebe, the former Niger Delta minister, grabbed a microphone and launched into an 11-minute tirade accusing Jega of bias.

"Mr. Chairman, we have lost confidence in you," he shouted, pushing away officials trying to make him surrender the microphone. "You are being very, very selective. You are partial," he continued, surrounded by three or four supporters. "You are tribalistic. We cannot take it."

Nigerians watched, aghast, on live television.

Meanwhile, Jega's security detail was approached by unidentified individuals telling them to stand down, according to Nwankwo and the diplomat.

But the bodyguards refused.


"Some of the guards who had been guarding Jega for years demanded a written order," Nwankwo said. "But it didn't exist."

Jega then rebuked Orubebe: "Let us not disrupt a process that has ended peacefully," he said as Orubebe slumped in his chair.

"Mr. Orubebe, you are a former minister of the Federal Republic. You are a statesman in your own right. You should be careful about what you say or about what allegations you make," he said.

Later, Orubebe congratulated Buhari on Twitter, expressing his "apologies to fellow Nigerians".

But doesn't it start with our leaders? If Jonathan, Ngozi and co. had rallied support for a march instead of sending condolences to France then the people aren't motivated. I remember Jonathan made no mention of Baga at all.

We have in the French speaking African countries generations of the same family ruling the country from grandfather to grandson and France continues to lend their support to these regimes.

Rather than a display of important regional cooperation in the battle against Boko Haram, the visit instead pointed out some of the confusion and resentment that are creating tension among neighbors. Hundreds of thousands of Nigerians still cannot return home to towns that have been, nominally at least, freed from Boko Haram.

But the foreign soldiers here said they do not want to occupy somebody else’s country, and worry that the Islamist fighters will simply return if they leave and the Nigerians have not arrived to take over.

Hundreds of miles away in Ndjamena, the capital of Chad, officials are expressing anger at the near-total absence of cooperation from the Nigerians in a crucial regional battle, even as Nigerian officials are discounting the extent of Chad’s role.

The disquiet of the Chadian officials was echoed in the words of the front-line Chadian soldiers here who wonder why they, and not the Nigerians, are holding towns like Damasak, several days after the last Boko Haram fighter has fled or been killed.

“We asked them to come, to receive this town from us, but they have not come,” said Second Lt. Mohammed Hassan, resting in the shade of the armored vehicle he had manned with his company.

Oderohwo, who disclosed that he suffered some wounds and trauma also called for the prompt prosecution of Mr. Mariere, a legislator who should obey the law and ought, not to encourage violence in any form. “I will take up the matter, and it will serve as a deterrent to other lawless politicians like Mariere,” he said.

Already the law firm of A.R. Erakpofoke & Co, Oderohwo’s Solicitors, have submitted a petition to the Area Commander of the Ughelli Area Police Command complaining against Mr. Mariere over “alleged murder and thuggery”.

In the petition titled “Acts likely to promote community war, attempted murder and thuggery as displayed by Mr. Samuel Mariere, member representing Ughelli North I in the State House of Assembly”, the complainant alleged that Mariere "Led his campaign train to Ugono-Orogun and when it was obvious that the people of the area did not show any interest in his campaign train, Mariere in total disappointment, ordered his armed political thugs to open fire on a group of spectators who had converged on the town square. The thugs like vexed and wounded lions, did not hesitate to open fire on the unarmed crowd. In the mayhem that ensued, several persons were injured including one Oke Inana and two others who are now lying critically ill at the Oghara teaching hospital.”

Although efforts were made to reach Mariere for reactions to the petition, all calls and SMS sent to his phone number were unanswered but one of his political associates who wanted his identity protected denied the story saying that it was the supporters of the Mr. Ovie Omo-Agege who ambushed the campaign train of Mariere adding they were lucky to have escaped unhurt.

Also reacting to the incident, Mr. Ovie Omo-Agege, who is contesting the Delta Central Senatorial election on the platform of the Labor Party, described Mariere as "a wicked liar, we all know the antecedent of Mariere that he is a violent politician who go about carrying armed thugs up and down. On that particular day of the incident, I was not in town but when I came I was told about the mayhem Mariere unleashed on his constituents. My cousin was among those shot by Mariere thugs and as we talk he is under intensive care, with life support machine. At the appropriate time, Mariere will face the law."

From the chart we can see that electricity generation only got worse under the Jonathan administration, yet it is still lower than pre 2008 levels.

HAHA wow you are clearly clueless about statistics, both the total and per capita lines are positively correlated. So even if we ignore the per capita line, the total line is also falling. You have no argument at all, as usual you have resorted to sentimental jibes, I'll advise you to focus on the facts.

The whole graph is illustrating electricity generation. I won't waste my time with you any longer, you clearly cannot read a graph. That is why you incorrectly claimed earlier that the per capita line is the only line describing electricity generation.

I have attached the graph for you to see again. The graph is only describing one variable - electricity generation.

We can see that the lines are perfectly positively correlated, which is not surprising since the per capita (per individual) is only a derivative of the total electricity generation.

Nigerians even when faced with clear simple facts continue to display ignorance. The graph doesn't lie and I'm afraid you can't change it or bend the facts presented.

If you don't know how to read a graph, please say so and take a back seat in this argument. It is not by force for everyone to participate in a topic they are not knowledgeable about.

I have a point because Sambo was talking about total electricity generation not per capita electricity generation. The total electricity generation may increase but because of population growth, per capita may not increase with the electricity generation.

That brings to question why we had electricity problem in 1984-85 when the population was about 100 million and the exchange rate was 76k to a $1

In that graph total electricity is almost postively correlated with per capita generation so what are you saying exactly?

Mr man, both graphs move together in the same direction.

If you read that chat well you would have seen that what you referred to as low and falling is the per capita.

The electricity is top with dashed line.
The graph also shows that as at 2010, power generation was at the lowest.

Both graphs measure electricity so you probably don't know how to read a chat. The total is falling too so I don't see your point! Per capita, if you know anything about economics, is on an individual basis so that is an even better measure to see how much everyone is fairing. For example income per capita, GDP per capita.

There is no hatred, other guys on this thread have attested to that fact, Sambo was the only one glancing down at notes repeatedly. He also lied throughout the debate on steel production, electricity generation and so on.

Glad to see I'm not the only one who suspects - his answers are just spilled out, doesn't look like he is thinking of it like the other guys

As the brutal Boko Haram insurgency has entered its 7th year in Nigeria, the relationship between the government and China has deepened. In many ways it is a match of needs.

The Nigerian military has a pressing need for counter-insurgency (COIN) equipment, such as drones, MRAP vehicles and smart bombs (many of which the US has been unwilling to provide the government due to human rights concerns). China is seeking to be a first tier exporter of such modern military systems as well as has a massive domestic demand for oil.


The result has been the export of Chinese weapons, fighters, warships and now it appears armed drones to Nigeria. On January 25, 2015, a photo appeared on online at Beegeagle's Blog, appearing to show a CH-3 UCAV which crashed upside down near Dumge village in the Mafa District of Borno Province.

The two anti-tank missiles on the CH-3's wings appear to be intact. Borno is the area where much of the Boko Haram violence, including the massacre of 2,000 civilians, occurred in 2015. Currently, the Nigerian military is fighting to hold onto the city of Maiduguri against a Boko Haram onslaught, so it appears likely that the CH-3 in question was flying reconnaissance and fire support missions for the Nigerians when it crashed.



The CH-3 is a medium UAV built by the China Aerospace Science and Technology Corporation. This 256km per hour, 630kg drone has a wingspan of about 8 meters, and the combat version can carry a 100kg payload.

Judging by photos of the CH-3 during Chinese testing, the missiles would likely by 45kg AR-1 anti-tank missiles, which are roughly equivalent to the American Hellfire missile. The CH-3 is also in Pakistani service as the "Burraq" UCAV.


Despite damage to the tricycle landing gear and upper forward fuselage, this CH-3 appears to have crash landed due to mechanical or control difficulties. This is in line with most other global UAV combat losses to date. As the CH-3 has a cruise altitude of 5,000m and a flight ceiling of 6,000m, it is unlikely that Boko Haram would have the necessary heavy anti-aircraft weaponry or training to do so.

Despite this particular CH-3's inglorious fate, it is a good illustration that Chinese drones are likely to be flying over Nigeria and many other insurgencies around the world for time to come.
