For the transmission, you pay transmission for ANY/EVERY that is submitting a passport for stamping. Go to Canada with your VV and flagpole. I misunderstood your question. My bad. To Flagpole, you cross the Canada-US border. If you arrive at the US side of the border and are denied entry, you can simply return to the Canadian side.
