The All Progressives Congress (APC) has asked the National Assembly to rise beyond partisanship and save Nigeria from imminent collapse by immediately kick-starting the process of impeaching President Goodluck Jonathan for gross misconduct. In a statement issued in Lagos on Sunday by its Interim National Publicity Secretary, Alhaji Lai Mohammed, the party said it is issuing this call with a high sense of responsibility and the strong belief that the impeachment of the President is a legitimate constitutional option available to the National Assembly not only to protect the nation’s democracy but also to ensure the country’s unity. ”Our country is drifting dangerously and our people are divided now perhaps more than at any other point in our history, with the exception of the civil war period. There is a total failure of leadership, even as insecurity, unprecedented corruption, palpable impunity, massive unemployment and hunger stalk the land. Goodluck Ebele Jonathan Goodluck Ebele Jonathan ”Since the raison d’etre of any government is the security and welfare of the citizenry, and the present administration has failed to live up to the justification of its existence, there can be no other definition of gross misconduct than that. ”Therefore, the time has come for the head of that government, on whose desk the buck stops, to be removed through the provisions stipulated in the 1999 Constitution of the Federal Republic of Nigeria. This is the patriotic thing to do,” it said. But the presidency fired back Sunday evening and described the call for the impeachment of Jonathan as “opportunistic, partisan and ill-motivated.” In a statement issued by Reuben Abati, the presidency shot back: “The emptiness and hollowness of the APC’s call for President Jonathan’s impeachment will be obvious to all objective and discerning Nigerians who read through the statement issued by Alhaji Mohammed today. It was long on self-serving rhetoric and falsehoods, but lacked a single clearly defined charge on the basis of which any plausible impeachment proceedings against the President can be initiated. “All that the APC could offer in justification of its absurd and hare-brained impeachment call was a rehash of its well-worn litany of baseless accusations against the President, including some for which culpability should be laid squarely at the doorsteps of its own leaders and some of their new friends.” Alhaji Mohammed in his statement warned that if the National Assembly fails to act and do so very fast, “it will share with the clueless and feckless Jonathan Administration the eternal blame for bringing to naught the hard work of the nation’s heroes past and for crashing and dashing the hopes of millions of Nigerians, especially the youth who are the leaders of tomorrow.” “The APC said it is necessary for anyone who may say the call for the impeachment of President Jonathan is outlandish to remember that all it takes to torpedo this democracy is for this increasingly-paranoid government to get a pliant Judge to put a judicial stamp on just one of its litany of illegalities, thus setting the country ablaze, adding: ”And there are many such Judges as we can see by some recent events, despite our warnings that the efforts of the current CJN to clean up the judiciary must not be sabotaged by a few pliant Judges.” ”One such scenario is the present challenge in court by the PDP of the defection to the APC of five state governors. The PDP has gone to court fully aware of the ruling of the Supreme Court after the party (PDP) attempted to make then Vice President Atiku Abubakar to lose his seat and to also strip him of his privileges following his defection to the ACN. ”What then can be the sole motive behind the PDP’s action: To plunge Nigerian into chaos! This is why we issued a strong warning in our statement of Dec. 5th thus: ‘We wish to state unequivocally that should the PDP go ahead with this plan, there will be widespread repercussions as the APC has resolved that henceforth, every act of impunity of the PDP and the Presidency will be met with stiff resistance in the form of a vociferous telegraphing of people power, the likes of which have not been witnessed in these parts’. ”We reiterate those words today, and make bold to say that not even the revelation by former President Olusegun Obasanjo, that snipers are being trained secretly and that 1,000 people have been placed on political watch, will deter us from saving this democracy, which was watered by the sweat and blood of many patriots, long before this generation of opportunists stormed the political scene,” it said. APC said while Nigerians are very much aware of the failings of this government in all sectors, it is important to remind them that the government has in particular not been up to scratch in fighting corruption, which is the fastest way to bring a nation to its knees; Insecurity, which has worsened so much that even those saddled with the security of protecting the nation are being attacked and killed at will; Impunity, which is best exemplified in Rivers State where a Commissioner of Police no longer takes orders from the Inspector General. The party said the government has also failed to provide jobs for Nigerian youths, even as it daily reels out phantom figures of economic growth that only serve to keep the so-called Ivy League-trained officials in charge of the economy on their jobs; And that electricity generation has so plummeted that many will celebrate the forthcoming Yuletide in darkness. ”The talk out there now is that Nigeria has never had it so bad. But the government may not know because it has distanced itself from the people. Therefore, for embracing corruption so much and providing succour to corrupt public officials; for threatening the country’s fragile unity through divisive policies and politics, for frittering away the nation’s resources through unprecedented cronyism and clannishness, and for a total failure of leadership, this President deserves to be slammed with the cudgel of impeachment,” it said. But in its response, the Jonathan government warned that it will not standby idly and let the nation be plunged into unnecessary crises and political instability because of the desperation and apparent readiness of the APC spokesman and his gang of power-seeking desperadoes to sacrifice the well-being of the country on the altar of their selfish personal ambitions. “The Presidency totally condemns the decision by Alhaji Mohammed and his party to move further beyond the bounds of honourable and acceptable political conduct with the senseless call for the impeachment of a President who continues to sincerely devote himself to the discharge of the sacred mandate freely given to him by Nigerians. “The APC, which remains a minority party with doubtful credentials in the National Assembly, knows fully well that its attempt to hector and blackmail a Parliament dominated by loyal members of the President’s party, the PDP, into an impeachment process, will come to nothing. “But it has cavalierly embarked on this outrageous gambit, with scant regard for peace, order, security and political stability in the country, in furtherance of its dastardly and heinous strategy of over-heating the polity and working to cause public disaffection against the Jonathan Presidency with lies, false accusations and unjustifiable indictments ahead of the 2015 general elections. “The Presidency also considers it utterly deplorable that the APC has, in its Machiavellian desperation to seize control of the Federal Government, recklessly assailed the integrity and honour of the Nigerian Judiciary in a callous attempt to pre-empt the outcome of the case legitimately brought against it and some of its new friends by the PDP. “Alhaji Mohammed’s unscrupulous effort to drag the nation’s judiciary into its murky political warfare and his readiness to intimidate and blackmail members of the bench so as to secure a favourable outcome for his party in the pending case clearly shows that nothing is beyond the pale for him and the APC in pursuit of their quest for power. The government dismissed APC’s claim that it has been inept, pointing out that it has been busy transforming the lives of Nigerians. Government also took particular notice of APC’s call for protest against the administration. Said Abati: “In this regard, we have noted the undisguised threat by the APC to foster public insurrection against the Federal Government if pending legal cases go against it. We urge Nigerians to take special note of this boastful indication of an intention to resort to lawlessness. “The Presidency warns that the APC and any persons who make themselves its willing tools for the breach of public order and safety will be made to face the full sanctions of the law. Those who are threatening fire and brimstone should be ready for consequences of treasonable action.” sourcehttp://pmnewsnigeria.com/2013/12/15/impeachment-apc-jonathan-in-fire-for-fire/?utm_source=&utm_medium=facebook |

NIBSS transactions hit N11.63trn in 10mnths By BLAISE UDUNZEThe Central Bank of Nigeria bank disclosed at the weekend that it would soon conclude plans to produce and roll out N5000 bills, a project which was initially abandoned due to its rejection by Nigerians. Deputy Governor of CBN, Tunde Lemo, who disclosed this while speaking to journalists at the NIBSS 20th anniversary conference held in Lagos, said in one to two months from now, the N5000 notes would be in circulation. According to him:” We only stopped the project due to the low level of understanding of its benefits among Nigerians, but we now plan to educate the people about the importance of the notes to our economy before we eventually launch it”. He added that Nigerians would soon see the notes in circulation and start to enjoy its benefits. Speaking on the cashless initiative, Lemo noted that it has been a great success within the experimented states, stressing that the apex bank has deployed 120,000 Point of Sale (PoS) Machines across the states where cashless policy is being experimented in Nigeria. He frowned at reports that 70 percent of the PoS deployed within the country are ineffective, explaining that a lot of things could have caused the ineffectiveness”. Similarly Director, Banking and Payment Systems, CBN, Mr. Dipo Fatokun, who was also a speaker at the conference, noted that the apex bank’s cashless initiative has aided the development of Nigeria. He stressed that banks and customers now enjoy the easy flow of transactions within the banks. He, however, noted that the Nigeria payments system, in the last two decades, has witnessed significant technological advancement, due to the operations of Nigeria Inter-Bank Settlement (NIBSS) Plc. The changes were propelled by transformations in the general financial system occasioned principally by improvements in global economic indicators, technology as well as improvement in human capital capacity and knowledge. Meanwhile funds transfer though the Nigeria Inter-Bank Settlement System (NIBSS)’s Electronic Funds Transfer (NEFT) system hit an all time high of N11.63 trillion in 24.34million transactions between January and October this year. Transactions over NIBSS Instant Payment (NIP) which channels include bank branches, internet banking and mobile banking within the same period was valued at N8.16trillon in 12.53million volume of transactions. A report released by NIBSS disclosed that the NEFT transactions allow for a maximum of 24 hours for the beneficiary to get value while NIP transactions are done instantly. Utopia Or Reality: 40,000MW In 4-8 Years, One Million New Homes In First Year In Office – APC Manifesto Posted by: daniel on August 22, 2013 FROM LEFT: FORMER HEAD OF STATE, GEN. MUHAMMADU BUHARI; INTERIM NATIONAL PUBLICITY SECRETARY, ALL PROFRESSIVES CONGRESS (APC), ALHAJI LAI MOHAMMED AND INTERIM NATIONAL CHAIRMAN, CHIEF BISI AKANDE, AT AN APC LEADERS MEETING IN ABUJA ON WEDNESDAY FROM LEFT: FORMER HEAD OF STATE, GEN. MUHAMMADU BUHARI; INTERIM NATIONAL PUBLICITY SECRETARY, ALL PROFRESSIVES CONGRESS (APC), ALHAJI LAI MOHAMMED AND INTERIM NATIONAL CHAIRMAN, CHIEF BISI AKANDE, AT AN APC LEADERS MEETING IN ABUJA ON WEDNESDAY The All Progressives Congress (APC) yesterday reeled out its much anticipated rescue plan for “near-permanent-trauma” Nigeria. Top on its 31-page manifesto, APC plans to put an end to power outage by generating 40,000MW of electricity between four and eight years including liberalizing monopoly of power generation and supply, with efficient tariff system. The opposition party also pledged to within one year in office, create one million new middle-class home owners by putting a place a national mortgage system that will loan money at single digit interest rate to Nigerians. The manifesto, which was distributed to leaders and elders of APC at a stakeholders’ meeting in Abuja, presided over by its Interim National Chairman, Chief Bisi Akande, also promised to amend the constitution to remove immunity from prosecution for elected officers in criminal cases. The manifesto reads in part: “APC in Government shall muster the political will to wage strident War Against Corruption; otherwise our post-oil economy will be disastrous. “It is our considered view that none of our cardinal programmes will succeed if the current level of corruption and looting going on in the land is allowed to continue “We shall strengthen and make independent the EFCC, ICPC and other anti-graft agencies and repeal the laws which inhibit their independence. “We shall embark on public sensitisation campaign and civic education against corruption in schools and town halls. “Shall encourage civil society organisations, advocacy groups and whistle-blowers in the anti-graft vanguard. “We shall stop the corruption of our electoral process by making Independent National and State Electoral Commissions (INEC) truly independent. “We shall establish special courts for corruption, after due and thorough review of the Penal Code. “To actualise this, we shall make the appointment of the chairman and top officials of National and State Electoral Commissions public as enunciated in the Uwais Electoral Reform Report. “On all election matters, the burden of proof shall rest with the Electoral Commissions.” The party also said it would enhance politics and governance with reforms through more accountability and transparent process. The party said: “APC will prevent abuse of executive, legislative and public offices through greater accountability, transparency and strict enforcement of anti-corruption laws whilst strengthening all anti-corruption agencies. “Amend the constitution to remove immunity from prosecution for elected officers in criminal cases. “Ensure full implementation of the Freedom of Information Act so that government held data sets can be requested and used by the media and the public at large and then published on regular basis.” On Federalism, the manifesto added: “APC will initiate action to amend our constitution with a view to devolving powers, duties and responsibilities to states and local governments in order to entrench Federalism and the Federal Spirit.” On power, APC has pledged to generate and distribute up to 40,000 Megawatts of electricity in four to eight years. The manifesto said: “Power is the centre-point of the development process. All other indices of development anchor on power and energy. The failure to make power supply efficient has impacted negatively on the economy. It has made the cost of production and business high and has invariably raised the cost of agricultural produce and other finished goods and services thereby thwarting the growth of our economy. “The crisis in the power sector is one of the major causes of the present collapse of the industrial sector and the inability of small-scale industries to thrive. To kick-start industrial growth in the country, stable and affordable power supply is an absolute necessity. “The APC Government shall vigorously pursue the expansion of electricity generation and distribution of up to 40,000 megawatts in four to eight years. The party will also work assiduously at making power available from renewable energy sources, such as coal, solar, hydro, wind and biomass for domestic and industrial use, wherever these prove viable. “As a matter of pressing priority and urgency, tackle the paralysing lapses with electric power generation, distribution and supply. “Resolve all stalemate around the reform of the power sector and develop a transparently agreed power generation and distribution milestones with clear timelines and targets. “Liberalise the monopoly of the Federal Government in power generation and supply. We shall devolve much of power and energy to the private sector. “The gas and thermal stations will particularly be encouraged to increase their supply capacities. “Alternative power sources, including hydro, solar, coal and wind energy will be explored and developed. Regular Turn Around Maintenance (TAM) of existing facilities will be done to ensure steady and uninterrupted utility supply. “An aggressive and efficient tariff/ revenue recovery system will be pursued. All avenues of waste, corruption and abuse will be checked. “Rural electrification will continue to be encouraged. “Improve management efficiency of the nation’s distribution system, improve commitment to consumer service and sensitise a national energy conservation and maintenance culture on electricity supply.” On national security and defence: “APC will urgently address capacity building of law enforcement agents in terms of quantity and quality as this is critical in safeguarding the sanctity of lives and property. “Establish a well-trained, adequately funded, equipped and goals driven Serious Crime Squad to combat terrorism, kidnapping, armed robbery, militancy, ethno-religious and communal clashes nationwide. “Begin widespread consultations to amend the constitution to decentralise the police command and expand local content by including community policing.” “Push for more support in the security and economic stability of the sub-region (ECOWAS) and AU as a whole and maintain a strong, close and frank relationship with the international community. “Take renewed measures to secure our borders, which are currently too porous for effective control of… “Take renewed measures to secure our borders which are currently too porous for effective control of unwarranted movement. “Establish a National Coast Guard to protect our coastal waters.” Concerning the economy, APC in its manifesto, said it would make “Nigerian economy one of the fastest growing emerging economies in the world achieving a real GDP growth averaging 10 per cent annually. “Embark on vocational training, entrepreneurial and skill acquisition scheme for graduates along with the creation of small Business Loan Guarantee Scheme to create at least 1million new jobs every year, for the foreseeable future. “Create additional middle-class of at least 1 million new home owners in our first year in government and 1 million annually thereafter, by enacting a national mortgage system that will lend at single digit interest rates for purchase of owner occupier houses.” |

Published on August 12, 2013 by · 21 Comments The All Progressives Congress (APC) has asked President Goodluck Jonathan to go to court if he felt libelled by the description of his presidency as a kindergarten presidency by the Interim National Chairman of the APC, Chief Bisi Akande. In a statement issued in Accra on Monday by its National Publicity Secretary, Alhaji Lai Mohammed, the party said Chief Akande merely told the truth by his characterization of the Jonathan presidency, adding ”Isn’t truth a defence to libel?” It also said there was nothing strange or wrong in criticizing a democratically-elected President, after all he is neither an Imperial President, a Monarchy nor an Emperor. APC said nothing confirmed Chief Akande’s assertion that Jonathan is running a kindergarten presidency than the crude manner it (presidency) responded to the frank but constructive criticism by the APC National Chairman. ”In the true character of this presidency, its increasingly irreverent and undignified spokesman failed to respond to the issues raised by Chief Akande, and instead chose to haul abuses at a man who is old enough to be his father. Such irresponsible act does no credit to the spokesman or the president he is serving, and Nigerians will definitely not forget such crudity in a hurry. President Goodluck Jonathan: APC fires back President Goodluck Jonathan: APC fires back ”Where is the presidency’s response to Chief Akande’s assertion that he has written two letters to the President over the serious challenges facing the country, without getting a response? Where is the presidency’s response to Chief Akande’s assertion that President Jonathan is witch-hunting political opponents? These are the issues that Nigerians are interested in, not how many hours the President sleeps at night because he is supposedly working tirelessly. ”In any case, if indeed this President is working tirelessly, we need to ask who he is working for, because Nigerians have yet to feel the impact of his administration. They are also not interested in the fact that the President once served as a deputy governor, governor and Vice President, because the experiences he supposedly garnered from doing so have not impacted positively on his duty as President. That’s not a surprise, considering that the President owes his meteoric rise in politics to luck and destiny. Nothing else!” the party said It described the presidency as an under-achieving one, always eager to celebrate tokenism, using questionable statistics. ”As the presidency was composing its empty response to the serious issues raised by our highly-respected Chairman, the African Development Bank was saying in its annual report (African Economic Outlook), quoted by the local media on Sunday, that the proportion of people (Nigerians) living below the national poverty line has worsened from 65.5 per cent in 1996 to 69.0 per cent in 2010, most of those years under the PDP and the last four under President Jonathan. ”What therefore is there to celebrate in a presidency under which power generation has fallen to 2,500MW? What is there to celebrate in a presidency that has only given Nigerians widespread insecurity, unemployment, dilapidated infrastructure, oil theft and unbridled corruption. Of what use is the touted 6% increase in the GDP when over 40% of our youth are unemployed? APC queried The party described as a figment of the presidency’s imagination the claim of a feud between its leaders, Asiwaju Bola Ahmed Tinubu and Maj.-Gen. Muhammadu Buhari, saying the PDP and the presidency have been peddling lies over a phantom feud because they could not fathom how the leadership of the APC could put national interest above personal considerations. ”Mr. President, don’t let your lick-spittle aides deceive you. There is absolutely no feud between the two leaders. Waiting for such a feud is like ‘Waiting for Godot’.” it said. In a response to the earlier comment by Chief Bisi Akande, presidential adviser, Reuben Abati shot back: “The interim national chairman of the APC, Chief Bisi Akande sank to a new low …when he rudely and falsely described President Jonathan as a “kindergarten” leader who treats national issues with levity. Chief Bisi Akande has every right to embark on a flight of fancy about the APC beating the PDP in the 2015 general elections, but he does no justice to his age and status when he resorts to propagating falsehood, wilfully insulting the President of his country, impugning his integrity and desecrating the very office which his party wishes to take over in 2015 by fair or foul means. “We urge Chief Akande and his fellow-travellers to remember that there are laws against libel and defamation of character in this country even if there are no legal impediments to indecorous, hypocritical and unpatriotic vituperations. ” It is certainly rude, ill-mannered, uncharitable and hypocritical for Chief Akande to falsely and cavalierly allege that a President who toils tirelessly every day of the week, evolving and implementing workable solutions to Nigeria’s problems, is handling national issues with levity. ” Also, nothing else but gross ignorance and lack of consideration could have led Chief Akande to refer to a President who, having served as deputy governor, governor, vice president and president, has far more experience of governance at the highest level than him and his preferred “candidates”, as a kindergarten leader. “By his very unguarded and intemperate outburst yesterday, Chief Akande exhibited not only an unbecoming lack of respect for the person and office of the President of his country, but also a complete disregard for the patriotic feelings of the millions of Nigerians who voted for President Jonathan and who continue to appreciate his sincere efforts to positively transform the nation. “It is very sad and unfortunate that unbridled ambition for the office they constantly impugn and denigrate has blinded Chief Akande and his ilk to the visible accomplishments of the Jonathan Presidency |
