No need for too much wahala. They should use the N2billion on top to buy the database software and hardware. Then tell every Nigerian to go to any bank of their choice give their biometrics to open a special account into which the government will pay 1 billion. The results will be more accurate that way. Also, I sometimes subscibe for Airtel 1GB for #100 usable only on weekends (Saturday and Sunday) only.

I'm currently in a long distance relationship (longer distance than yours) and we talk everyday. When a woman begins to give u the cold shoulder, it's time to move on. Forget planting cameras and tipping her neighbours. No waste ya tym and money. U self give her small space, don't call her for some time and watch what happens. She will either come pleading or the relationship will die naturally. U guys are no longer kids na. No tym for games.
