Prime Minister Shinzo Abe declared a state of emergency on Tuesday for Tokyo, Osaka and five other prefectures to curb the spread of the new coronavirus after an alarming growth in cases in urban areas.

The declaration, effective through May 6, will enable prefectural governors to take stronger preventive steps, ranging from instructing citizens to stay at home to restricting the operation of schools and other facilities, though there are no legal penalties for non-compliance.

Measures to be taken based on the first-ever such declaration in Japan could curtail people's rights and freedoms to some extent. But it will not lead to hard lockdowns on a scale seen in other countries hit by the virus like China and France due to the limits of the Japanese law.

During a meeting of a government task force on COVID-19, Abe declared a state of emergency based on a recently amended law to respond to the coronavirus outbreak. He consulted an advisory panel of experts in infectious diseases and public health who gave the go-ahead earlier, completing the required process.

"We are in a situation in which the spread of infections is rapid and widespread across the country, threatening to seriously impact people's lives and the economy," Abe told the task force meeting.

Abe said people need to change their behavior to prevent the virus from spreading further by refraining from going outside and reducing contact with people.

"We are not planning to carry out lockdowns similar to those overseas and will maintain services such as public transportation that are necessary for our economy and society as much as possible," Abe said.
The prime minister is scheduled to hold a press conference at 7 p.m. on Tuesday to publicly explain his decision in detail.

People in the Tokyo metropolitan area -- Tokyo, Chiba, Kanagawa and Saitama -- as well as in Osaka, Hyogo and Fukuoka, will be requested to refrain from unnecessary outings. Grocery shopping, visits to hospital, and commuting are excluded.

Abe also said the government does not plan to ask train operators to reduce services.

Medical experts sitting on the government panel have warned of an explosive surge as cases in which transmission routes cannot be traced have grown. Sharp rises in infections have been seen in urban areas including Tokyo and Osaka.
They also took issue with some people already relaxing vigilance in a battle against the virus that has spread from China since late last year.

In Japan, the total number of infections has topped 4,800, including about 700 from the Diamond Princess, a cruise ship that was quarantined in February near Tokyo. The death toll stands at 108.

An amendment to a law in mid-March gave Abe the authority to declare a state of emergency for specific areas for a limited period of time. He waited until Tuesday to use that power for the first time, apparently worried about its impact on people's everyday lives and the country's economy.

The government finalized its biggest-ever 108 trillion yen ($989 billion) stimulus package to bolster its measures against COVID-19 and mitigate the economic fallout from the outbreak.

The package reflects measures that do not involve fiscal spending such as corporate tax payments with extended grace periods.

Up to now, Abe has said Japan was on the brink of a wide-scale outbreak but had been holding the line against the global pandemic.

But Tee-Leo Ikoro, the Ondo Police spokesperson, denied the arrest during a chat with SaharaReporters.

He said, "I have seen the report too and I don't know where they saw it but it is not from us.

"I spoke with the officer in charge of Special Anti-Robbery Squad in the state, he told me he's not aware of anything like that.

"So, the entire command is not aware of this and no arrest has been made."
Olakunrin was killed in July 2019 while on transit to Lagos from Akure, Ondo State.

A four-year-old female Malayan tiger at the Bronx Zoo has tested positive for the coronavirus.

The Bronx Zoo, in New York City, says the test result was confirmed by the National Veterinary Services Laboratory in Iowa.

Nadia, her sister Azul, as well as two Amur tigers and three African lions, had developed a dry cough and all are expected to fully recover, it says.

The cats are believed to have been infected by a zoo keeper.

"We tested the cat [Nadia] out of an abundance of caution and will ensure any knowledge we gain about Covid-19 will contribute to the world's continuing understanding of this novel coronavirus," the zoo said in a statement on Sunday.

The big cats did have some decrease in appetite but "are otherwise doing well under veterinary care and are bright, alert, and interactive with their keepers".
The zoo said it is not known how the virus will develop in animals like tigers and lions since various species can react differently to new infections, but all the animals will be closely monitored.
None of the zoo's other big cats - four other tigers, snow leopards, cheetahs, a clouded leopard, an Amur leopard, a puma and a serval - are showing any signs of illness.

"Our cats were infected by a person caring for them who was asymptomatically infected with the virus or before that person developed symptoms," said the zoo.

All the tigers showing symptoms were housed in the zoo's Tiger Mountain area.
All four zoos run by the Wildlife Conservation Society in New York City, including the Bronx Zoo, have been closed to the public since 16 March. New measures will now be put in place to protect the animals and their caretakers at all the facilities.

There is "no evidence that any person has been infected with Covid-19 in the US by animals, including by pet dogs or cats," the zoo statement noted.

Conservation experts have warned that the virus could pose a threat to some wildlife like the great apes - and have said measures are needed to reduce the risk of wild gorillas, chimps and orangutans.

The Belgian Pro League is set to become the first major European league to be cancelled because of coronavirus.

Club Bruges will be declared champions with the current league table set to stand.

There was one match of the regular season remaining when the league was suspended, with play-offs due to decide the top positions.

The league’s board of directors made the decision and have made a recommendation to the general assembly.

It will be made official on 15 April with a working group to decide relegation and promotion issues.

Club Bruges are 15 points clear of second-placed Gent at the top of the table.

In a statement, the league said: "The board of directors unanimously decided that it was not desirable, whatever the scenario envisaged, to continue the competition after 30 June."

A Kenyan politician has appealed for information about a woman and young girl who were pictured using cut-out plastic bottles to cover their faces.

Some people, in the picture shared widely online, were wearing face masks.

Nairobi Governor Mike Sonko tweeted that he was "touched" by the photograph, which according to several people online was taken in the coastal city of Mombasa near a ferry crossing.

The National Agency for Food and Drug Administration and Control (NAFDAC) has ordered the manufacture of Chloroquine for emergency stock for possible clinical trial treatment of Coronavirus (COVID-19).

Chloroquine was reported to function as antiviral at both the entry and post-entry stages of 2019-nCoV infection. It has also recently been reported as a potential broad-spectrum antiviral drug.

The Director-General of NAFDAC, Prof. Mojisola Adeyeye, made this known in a statement on Monday in Abuja.

According to her, “In a very recent publication, chloroquine was reported in a press briefing by the State Council of China, indicating that chloroquine phosphate had demonstrated marked efficacy and acceptable safety in treating COVID-19 associated pneumonia in a multi-center clinical trials conducted in China.

“The study involved 10 hospitals in Wuhan, Jingzhou, Guangzhou, Beijing, Shanghai, Chongqing and Ningbo, and 100 patients. The investigators reported that chloroquine phosphate is superior to the control in inhibiting the pneumonia associated with COVID-19, and shortening the course of the disease.

“Chloroquine was discontinued in Nigeria many years ago for use as antimalarial because of the resistance that the parasite developed against the drug. Therefore, sourcing the raw material – active pharmaceutical ingredient (API) – chloroquine phosphate could be difficult.



“About four weeks ago, I approached a local manufacturing company (May and Baker), a member of Pharmaceutical Manufacturing Group of Manufacturing Association of Nigeria (PMGMAN), whose flagship product in the past was chloroquine to make a batch of the drug for emergency stock. The company had NAFDAC approval for the production of the drug as antimalarial many years ago before the discontinuation.

“The Managing Director expressed possible difficulty in getting the API due to the fact that the drug has been discontinued. He called shortly after that he was able to get the API and was asked to manufacture a batch for emergency stock just in case more people become exposed and infected with the virus. The batch has been manufactured and the company plans to make more batches if needed”.

She further added: “As stated in my press briefing on March 20, 2020, NAFDAC is giving expedited provisional approvals for the manufacture of any commodities for preventing contracting the disease (sanitizers) and drug or medical device that could be used for the clinical trial testing and treatment of COVID-19 pandemic. The Agency had reduced the 120 working days for approval to 10 days due to the crisis. The products should have been previously reported for clinical trial treatments in reputable scientific journals or technical literature as safe and effective.

“Other researchers in France, US have used the drug for clinical trial treatment of COVID-19 and they reported effectiveness of the drug. Lagos State will be starting a clinical trial on chloroquine to evaluate the effectiveness.

“Chloroquine works by increasing endosomal pH from the acidic environment required for virus/cell fusion, resulting in the inhibition of infection of SARS-CoV.

“It also interferes with the glycosylation of cellular receptor, angiotensin-converting enzyme 2. This may inhibit the virus-receptor binding and terminate the infection. The antiviral and anti-inflammatory effects of chloroquine contribute to the efficacy in treating COVID-19 patients”.

NAFDAC, therefore, advises the public to desist from the use of chloroquine without the guidance of a medical doctor or clinician for cases of clinical trial treatment of COVID-19. It has side effects such as gastrointestinal upset, blurred vision, headache and pruritis (itching). The itching can be relieved by using antihistamine. Prolonged use can also cause retinopathy or vision impairment.

Several Tokyo Metropolitan Government officials say new dates for the 2020 Tokyo Games have been decided.

The Tokyo Olympics will open on July 23, 2021 and the Paralympic Games will open on August 24 of the same year.

The officials say the International Olympic Committee, the Tokyo Games organizing committee, and the Tokyo Metropolitan and Japanese governments all agreed on the new schedule.

It was previously decided that the 2020 Tokyo games would be postponed by about a year due to the coronavirus pandemic.

Following the stay-at-order by different governments as part of measures to prevent the spread of coronavirus, a health centre in Delta State has recorded high family planning requests.

The Reproductive Head Supervisor at Alihame Primary Healthcare Centre in Ika South Local Government Area of the state, Loveth Durojaiye, said the centre had received 80 percent above its usual request since the beginning of the lockdown.

Dourojaiye disclosed this on Thursday during an advocacy visit to Alihame and Owa-Oyibo Primary Healthcare centres in the state.

She said, “Now, the compliance is very high. We are recording over 80 percent increase in patronage.

“We urge other women to key in to avoid unwanted pregnancy especially this period of stay-at-home.”

Speaking further, the Delta State Technical Support Lead for Family Planning, Bernard Emonena, said there would be an increase in sexual relationships as the lockdown prolongs.

“Ordinarily, when you to go to work and come back, there is this natural tiredness, on that, it is a form of family planning on its own because you will be too tired to start up something that is intimate.

“But now, you are at home full time, you are so open to a lot of things and sexual intimacy is part of it. So, if it goes continuously unprotected, you find out that in trying to curb this menace of COVID-19 pandemic, you will end up with another problem of population explosion.

“There should be high support for family planning services, if not, it will run counter to what we are already achieving in the state,” he said.

A number of priests have been killed by the new coronavirus in Italy, where the number of deaths from the virus is now the world's highest.

Italian media say at least 50 priests have died in the country after visiting coronavirus patients and becoming infected.

Some priests, wearing protective suits and masks, have been visiting seriously ill patients to perform a service or attend their deathbed.

Pope Francis called on people in a mass on March 10 to pray for priests so that they will have the courage to go out to the sick people and accompany the medical workers in the work that they are doing.

The pontiff said on Tuesday that he was aware of the growing number of doctors, nurses and priests who died after becoming infected while serving the sick.

He called for people to pray for the deceased and their families, praising their heroic example in serving those who were sick.

Japan’s prime minister, Shinzo Abe, will propose a one-year postponement for the Tokyo Olympics during talks with IOC president, Thomas Bach.

Abe said a postponement is unavoidable if the 2020 Games cannot be held in a complete manner amid the coronavirus pandemic. Abe held telephone talks with Bach after the IOC said it would make a decision on the Tokyo Games over the next four weeks.

Until just a few days ago the IOC, along with the Tokyo organising committee and the Japanese government, had insisted there were no plans to delay the Olympics given they were not due to open for another four months but Japan’s NHK public television reported on Tuesday that Abe wants a one-year delay.

Tokyo 2020’s fate was effectively sealed this week when Canada and Australia said they would not send athletes to Japan in July, while the British and French governments urged the IOC to make a quick decision.

“I know this is heartbreaking for so many people, athletes, coaches, staff and fans but this was absolutely the right call and everyone should follow their lead,” the Canadian prime minister, Justin Trudeau, said.

The US Olympic and Paralympic committee followed suit, citing the “enormous” disruption the pandemic had caused to training and the qualification process.

“Our most important conclusion from this broad athlete response is that even if the current significant health concerns could be alleviated by late summer, the enormous disruptions to the training environment, doping controls and qualification process can’t be overcome in a satisfactory manner,” the committee said in a statement.
