An 18-year old student, Clement Odike, was Tuesday arraigned before a Makurdi Magistrates’ Court for allegedly raping a 6-year-old girl. According to reports, the accused, who resides behind St. Augustine Catholic Church, Demekpe, Makurdi, allegedly dragged the victim into the bush while she was on her way home and forcefully had canal knowledge of her. “The mother of the victim, unnamed, reported the matter at the ‘D’ Division Police Station in Makurdi on August 25,” the Prosecutor, Insp James Zungwe, told the court. Zungwe said the accused pushed the victim to the ground, closed her mouth with his hand and forcefully had sexual intercourse with her, noting that she sustained serious injuries on her private part as a result of the attack. “The offence is punishable under Section 284 of the Benue State Penal Code Law, 2004,” the prosecutor added. The prosecutor, however, prayed for an adjournment as investigations into the matter are still ongoing. The new management of the Nigeria immigration Service (NIS) on Tuesday in Abuja announced Deputy Comptroller Ekpedeme King as the new spokesperson of the Service. The News Agency of Nigeria (NAN) reports that King is to take over from Assistant Comptroller Chukuemeka Obua, who has been redeployed to the Lagos Command. Until his deployment, King was the second-in-Command at the Murtala Mohammed International Airport (MMIA), Lagos. The posting is contained in a staff posting order vide NIS/ABJ/1027/VV/T111/562 dated Sept. 2, 2015. The new spokesperson told NAN after a brief handover ceremony on Tuesday in Abuja that the Public Relations Unit would be repositioned to enhance professionalism. He thanked the outgoing PRO for all the support and charged other officers of the unit to work as a team in the course of their duty. He also called on journalist and media organisations to support the new administration in its bid to reposition the NIS in line with the change agenda of the Federal government. The Restoration Legacy Network ( RELNET), a Bayelsa-based political pressure group has warned Governor Seriake Dickson to be weary of the political gimmicks of former first lady, Dame Patience Jonathan as he seek to return as governor of the state. The group, in a statement Tuesday in Yenagoa, raised serious suspicion over the sudden turn around by the former first lady to support the second term bid of Governor Dickson, whom she had before now, opposed. The statement which was jointly signed by the group’s General Coordinator, Mr. Sidney Olotu and the Secretary-Generla, Mr. Alaowei Okubotin, expressed worry over the motive behind Mrs. Jonathan’s sudden interest in Dickson. “We are strongly worried over Mrs. Jonathan’s sudden change of heart towards Governor Seriake Dickson’s reelection bid. We only hope her motive is genuine. “This is worrisome, most especially as we headed back to the dark old days when the state government treasury was seen as an extension of her personal safe. The group, who declared their readiness to work in earnest for the realisation of the second term bid of Dickson, under the platform of the Peoples Democratic Party(PDP), posited that the antics of the former first lady posed a potential danger. They argued that Mrs. Jonathan’s sudden ‘romance’ with Governor Dickson’ reelection campaign, if not nipped in the bud, may send the state back to the dark old days where political and economy impunities reigned supreme. “We want to used this opportunity to caution Governor Dickson, to be careful how he relates with the former first lady because her sudden turn around and support will not add any value to his electoral fortune,” the group said. The statement also urged the governor to remain steadfast, noting that he is already commanding the needed followership that would secure victory for him at the December 5 gubernatorial election in the state. The Rivers State Governor, Nyesom Wike has pledged to continue in his effort to improve the lives of the people of the state. Governor Wike stated this during his maiden state-wide-broadcast to mark his 100 days in office. The Governor, who highlighted some of his achievements renewed his plan to serve the state with more commitment to achieve desired result. He described the refusal of the All Progressives Congress to acknowledge his achievements within the 100 days of his administration as bad politics. Wike said it was wrong for the opposition party in the state to play politics with his administration’s achievements, adding that the APC was deliberately turning its eyes away from the problems they (opposition) created as a result of their profligacy, noting that his administration was not under the illusion that the successes achieved were enough. He pointed out that his administration would judiciously apply state resources to enhance comprehensive pro-people development across the state. According to him, “While we acknowledge the rights of opposition elements to focus only on the negatives, downplaying the progress we have made in the last 100 days in the face of glaring positive evidence smacks of bad politics. “They are deliberately shutting their eyes to the ocean of problems they created from their misrule, profligacy and prodigality. “Although we welcome negative ratings and even criticisms because of their inspirational value, we care more about the feedback from ordinary Rivers people, whose well-being remains the most rational basis for the public office we are privileged and honoured to occupy. “Our achievements within the period show that we have weathered the turbulent waters of vast challenges and rowed Rivers State steadily forward. “Virtually every reliable indicator points to the fact that the worst times are over for our dear state and the days of sublime growth and development are here again. But we are not under any illusion about the fact that the work is far from being done. “Every reasonable person knows that for a journey of four years, 100 days is an infinitesimal fraction. Nigeria’s Chief of Army Staff, COAS, Lieutenant General Tukur Buratai has revealed that the ongoing Boko Haram insurgency exposed inherent flaws existing in the Nigeria Army, but restated his commitment to right all the wrongs in the army. He observed that the counter-insurgency operations had tested the capacity of the Nigeria Army to the extent that, “it has exposed some major flaws in our discipline, regimentation and professionalism as well as the general conduct of officers and men of our Army”. The Army chief made this remark during a key note address, while declaring open the ongoing 2015 Regimental Sergeant Majors, RSM, Convention, taking place in Maiduguri, the Borno State capital. While declaring that his vision as the number one soldier is, “to have a professionally responsive Nigeria Army in the discharge of its constitutional roles,” Buratai said he was committed to achieving the restoration of the core values of soldiering which are “discipline, regimentation and professionalism. He pointed out that these values will position the army effectively and defend the territorial integrity of Nigeria within the confines of the constitutional guideline. The COAS described the RSMs as the most important link between officers and soldiers of the Nigeria army, as well custodians of unit regimentation must be well packaged in discipline, knowledge and motivation to enable him achieve his vision for the country’s army. He said it was in light of the above premise that the theme of this year’s RSM’s convention was tagged “Enhancing the Capacity of RSM’s to be Professionally Responsive in the Discharge of their Roles.” The Army chief consequently urged the 300 participating RSMs to take advantage of the opportunity provided by the convention to brainstorm and come out with better ways that would ensure troops remain focused in the “just cause” of ridding Nigeria of the scourge of terrorism and insurgency. Also speaking, Governor Kashim Shettima, who was the Guest of Honour at the opening ceremony of the convention, commended the army for bringing the 2015 RSMs convention to Borno state even as he eulogized the core values of the RSM in the army. “The RSM does not only come as person with commanding presence but also the live wire of the soldiering profession.” He went on to announce a cash gift of N50,000 to each of the participating RSMs at the convention. http://dailypost.ng/2015/09/07/insurgency-exposed-major-flaws-in-army-buratai/
