Tinubu was governor of Lagos from 1999–2007. During his administration, Lagos pursued the development of the Lekki Free Trade Zone/industrial corridor, which eventually became the location for Dangote's refinery. Without this, there'd probably not be a Dangote refinery, and certainly not in Lagos making the profit it makes.

Babatunde Fashola's administration deliberately discounted the land price offered to Dangote, because the government believed attracting the enormous investment would generate much greater economic benefits for Lagos. A contrast to what Dangote faced in other states.
The refinery couldn't function efficiently as an isolated facility.
The Lekki Free Zone's development involved roads and other infrastructure connecting the industrial area with the wider Lagos transport network. Development of major access routes into and out of the zone was a responsibility of the Lagos State Government.
Today, the Federal Government is financing additional infrastructure specifically designed to move goods from the Dangote Refinery/Lekki Deep Sea Port corridor into other parts of southern Nigeria. In 2025, the Federal Executive Council approved a $652 million China Exim Bank-backed road financing package for that purpose under Tinubu's presidency.
Also, fuel subsidy removal. Before the reform, government could effectively make imported petrol cheaper than its true market cost. That creates a serious problem for a private refinery:
If Dangote produces petrol at a market cost of, say, ₦1000, but government sells imported petrol for substantially less because taxpayers absorb the difference, Dangote cannot compete.
A private refinery would have had difficulty competing with subsidised imports. Similarly, if FX was subsidized for importers, Dangote cannot compete.
