My neighbour's 4years old daughter came back from a long vacation and started behaving funny with me recently.

Yes, even though such cases don't usually get much press, this man is undergoing severe emotional abuse at the hands of this woman.

He needs to realize he is NOT a doormat and that starts with him communicating his feelings to her, particularly on how this situation will not help their relationship.
