Remember there are people who are on batch C correctional service list, Most of them don't have Application number but the are warming up to become officers in few weeks.
My advice is don't give up yet because of mere Application number anything is possible

Which means a minimum wage earner can live alone comfortably in Sao Paulo state.

How many minimum wage earners can afford unlimited wifi in Nigeria? Not to mention living alone on their salary in Lagos city?
