Monday, May 1, 2016 was not just a sad day for the family of 40-year-old Haruna Odude. For his wife, Iyabo, and five children, it was the most devastating day.
In Owutu area of Ikorodu, an area of Lagos where the activities of militants make the daily duty of policemen a matter of life and death, Iyabo said she always said a silent word of prayer for Haruna whenever he left the house for work at the Owutu Police Division.
But her worst nightmare came true that Saturday when words filtered in that her husband, who had left for his overnight patrol ,had gone missing after his team was attacked by a group of militants.
It has been two months since Haruna went missing, but Iyabo, his wife of 13 years has never been invited by police authorities or given any official explanation about what might have happened to her husband.
Iyabo, a nurse, said her last two children – a set of twins – celebrated their first year birthday just a few days before their father went missing.
“When my husband went missing, anytime I went to his station to try and get any information, his superiors would hide from me. I was desperate, I just needed information, any information that could show they are making any kind of effort to find him, but it was like they have forgotten about him, Iyabo toldSaturday PUNCH.
The stolen crude controversy
Our correspondent learnt that some days before Haruna went missing, his team members intercepted a vehicle loaded with stolen fuel from the creeks of Ikorodu and impounded the cargo, which they allegedly sold off later.
An unidentified woman who the cargo was seized from was said to have gone back to the militants she was working with in the creeks and reported what the policemen did.
A source who is to the case, told our correspondent that the militants stormed the Owutu Police Division after that and warned that if the police did not hand over the fuel or the money realised from its sale, they would deal with the policemen at the station.
Iyabo told our correspondent that on May 30, her husband was driving back from a family event in his hometown, Ijebu-Ibido, Ogun State in company with one of his nieces when one of his team members called him over the phone.
“After my husband went missing, the niece said while she was in the car, my husband received a call and he was arguing with one of his colleagues about some money from the sale of fuel,” Iyabo told our correspondent.
Haruna’s brother, Mr. Bashir Onakoya, also gave the same account. According to him, the young woman told them that she asked Haruna after dropping the call who he was arguing with.
“She told us that Haruna told her about some fuel they sold off and their Divisional Police Officer told them to return the money. He said the team members had already returned N100,000, which was proceeds from the fuel sale to their boss but that he insisted that it remained N40,000.
“Apparently, it was the remaining N40,000 the DPO was asking them for, which Haruna was arguing with his colleague about over the phone.”
Haruna’s wife told our correspondent that her husband never told her about any money or about any problem at work.
On Sunday 31, Haruna departed for office.
“When he got to work, I called him in the morning to check up on him, I also called him in the afternoon. By night, I called him again and we said good night to each other. I did not know I was saying good bye to my husband for the last time,” Iyabo said.
She said the following day, she had no idea what had happened but when three of her husband’s siblings called to find out where he was.
She said, “I had called his two lines that day but I did not think anything was amiss when they were switched off.
“But later in the day, one of his sisters called in the evening to console me. She said my husband was missing. I told her it was a lie.”
That was the beginning of an agonising journey of uncertainty for Haruna’s wife and children.
A murderous attack by militants
Saturday PUNCHheard from sources at the Owutu Police Division that on the night of Sunday, May 1, 2016, Haruna and other members of his team were on a routine patrol in the community, when they were ambushed by militants.
It was learnt that in the attack, three members of the team were able to escape in their patrol van while Haruna and another policeman were left behind.
That was the last time the policemen would be seen.
Iyabo went from pillar to post trying to get information about her husband’s fate.
She said the police offered no explanation and neither did Haruna’s immediate boss at the Owutu Police Division try to see her and condole with her.
She said, “I desperately needed to hear from the police authorities words that would at least put my mind at rest. But no such thing happened. All I want is my husband back, dead or alive?
“Nobody has told me if his body was found anywhere. I was told he must be dead by now, but did the police he worked for even try to look for his body?

Otunba Gbenga Daniel, the longest-serving former governor of Ogun state, has abandoned the idea of putting forward his candidacy for a post of the of the Peoples Democratic Party (PDP) chairman at the national convention scheduled for August 17 in Port Harcourt, Rivers state. A northern group, the Concerned Northern Patriots on Thursday, July 28, met in Abuja to review the one year administration of President Muhammadu Buhari on his various campaign promises. The group in a communique signed by its chairman and former acting chairman federal character commission Muhammadu Gwaska and the coordinator Simon Shango said President Buhari scored high in the fight against terrorism, and corruption. The group also kicked against the call for the sack or resignation of the chief of army staff Tukur Buratai and the minister of interior Abdulrahman Dambazau. The northern group pledged to work with all groups interested in the development of Nigeria through the President Buhari-led administration. It also said that so far, all anti-graft agencies – Economic and Financial Crimes Commission among others have been completely revitalized and empowered to investigate and prosecute corruption and criminal cases. The group said that the dreaded Boko Haram terrorists group have been dislodged in various local governments which it had claimed before during the tenure of the former president Goodluck Jonathan administration. “In the war against corruption, the Economic and Financial Crimes Commission (EFCC) and other security agencies have been revitalized and made more credible, and various cases of corruption are at various levels of investigation or prosecution,” the communique said. “On the issues of security of lives and property and the Boko Haram insurgency in the north east, it is common knowledge that Boko Haram has been degraded and dislodged in the various local governments they held in the north east”, the communique added. The group further commended the president for releasing bailout funds to states to pay their workers’ salaries.

The Nigeria Hydrological Services Agency (NIHSA), has issued a warning to people living in flood-prone areas. The Agency advised people living in areas likely to be flooded to relocate early in order to avoid natural disasters. The Director-General of NIHSA, Mr Moses Beckley, gave the advice in an interview with the News Agency of Nigeria (NAN) on Thursday, 28 July, in Abuja. He also emphasized that residing in flood-prone areas was unsafe. “The states that are around the hydrological basins, artificial lakes and large reservoirs should make sure that they do not look for the trouble of the rivers by going too close to them. “An artificial lake like the Jabi Lake, you can imagine for example, the purposes and the benefits of that lake right now. “First and foremost, it is recharging the ground water system which will now make it easier for those in that environment to be able to reach the ground water level to attract water. “The other purpose is that, as it’s there you can use it for fishery purposes and also for irrigation and this won’t cost much, compare to dam construction.

Comrade Eric Omare, the spokesperson of the Ijaw Youth Council (IYC) Worldwide has berated the Nigeria Army over its recent comment to launch a major offensive against the Niger Delta militants sabotaging facilities in the oil-rich region, should the on- going dialogue between the federal government and stakeholders in the region fall through. According to Omare, the statement by the military is wrong and ill timed. READ ALSO: Kick-start dialogue process personally – IYC to Buhari Comrade Eric Omare, the spokesperson of the Ijaw Youth Council (IYC) Worldwide Speaking exclusively to NAIJ.com, the Warri- based legal practitioner also noted that the statement has raised eye brows on if truly the federal government is ready to dialogue with the agitated militants. Omare said: “That statement by the military is in the first place wrong and ill timed. Secondly it brings to the fore the mindset of the government which is to deliberately frustrate dialogue and launch unwarranted attacks on the innocent people of the Niger Delta region.” Omare also declared support for dialogue with militant groups but advised President Muhammadu Buhari to desist from insisting that the unity of Nigeria is not negotiable.

The federal government recorded a revenue shortfall of N1.064 trillion in the first six months of the year, the Minister of Budget and National Planning, Senator Udoma Udo Udoma, disclosed on Monday.
The disclosure came as consultations for the 2017-2019 Medium Term Expenditure Framework(MTEF) and Fiscal Strategy Paper (FSP) commenced in Abuja.
The total revenue inflow, Udoma said, was short of the budget projection by N 1, 064.91 billion or 55.2 per cent as at June 2016.
Accoording to him, the shortfall was augmented by domestic borrowing amounting to N 600 billion, about 33 per cent of the approved borrowing of N 1, 818.87 billion.
He attributed the negative revenue situation on falling oil revenue and attacks on oil and gas installations in the Niger Delta region.
“The 2016 budget performance is reflective of the low revenue out turns attributable to the global and domestic developments earlier highlighted.
“Oil revenues fell significantly in the second quarter compared to the first quarter as a result of increased oil pipeline vandalism and production shut-ins.
“Non – oil revenues also declined compared with forecasts in the budget due to slow- down in economic activities and the acute shortage of foreign exchange,” Udoma said.
Giving an insight into the current expenditure situation for the year, he disclosed that N2.123 trillion had been spent by the federal government
Total capital expenditure as at the end of June, according to the minister, stood at N331.58 billion, while personnel cost had been fully met.
He put personnel cost at N891.31 billion even as he stated that debt service gulped N598.63 billion while statutory transfers was N175.68 billion.
On overhead, Udoma disclosed that the figure was N125.4 billion just as pension and gratuity got N79. 18 billion.
“Government’s focus is to ensure quality of expenditure. Capital releases are based on priorities. MDAs’s performance, as well as, value-addition to the immediate needs of the economy,” the minister said about the administration’s policy on capital expenditure.
On plans for revenue projections in the coming years, the minister said the administration was considering a conservative oil price benchmark of $42.5 barrels per day (bpd) for 2017, $45 bpd in 2018 and $50 bpd in 2019.
The minister disclosed that the government was also expecting an oil production of 2.2 million, 2.3 million and 2.4 million barrels per day, in 2017, 2018, and 2019, respectively.
Similarly, he said on the Gross Domestic Product (GDP) that the government was projecting a gradual recovery after the slowdown, adding that a very marginal positive growth of 0.35 per cent was being expected in 2016 ,with a projection of increase in that direction to 4.4 per cent in 2019.
According to him, this was with an average of 3.77 per cent average within the period of the MTEF.
“GDP growth is expected to be largely driven by the non-oil sector with agriculture including agro-business, solid minerals, as well as, building and housing playing a lead role . Export-led growth is to be pursued,” Sen. Udoma said.

Kogi State Governor, Alhaji Yahaya Bello
Kogi State Government lost N213 billion to 18, 211 ghost workers in the past 13 years, the state Auditor-General, Mr Okala Yusuf, has said.
Yusuf made the disclosure on Monday in Lokoja while presenting the report of the just concluded screening and verification of the state workforce undertaken by the government.
He said that the ghost workers were discovered in Ministries, Departments, Agencies (MDAs) and in the 21 local government councils in the state.
He said that 7, 606 of the ghost workers were discovered in the work force of local councils, 5,872 were discovered in the state work force while pensioners account for 1,040 of the ghost workers.
The AG said the exercise had reduced the joint workforce of the state and local governments from 88, 973 to 63, 870.
He added that the monthly wage bill had also been reduced from N5.8 billion to N4.6 billion.
Yusuf said that the 929 workers who were illegally employed in the state in 2015 and 2016 were also among those categorised as ghost workers.
He said that some workers categorised as being in the Diaspora, who had been collecting their salaries for years while residing in Abuja, Lagos, Kaduna and other cities across the country were also affected.
He said that the committee relied on employees’ bio data verification form and the Nigeria inter-bank payment settlement system to identify the ghost workers.
He accused some “vested interest” of muddling the report of the screening committee by omitting the names of 14, 147 genuine workers and replacing them with the names of uncleared staff.
Yusuf, who served as chairman of the back up committee that reviewed the report of the screening committee, suggested the adoption of the integrated and automation payroll system to curb leakages.
The AG also suggested the establishment of pre-disbursement audit unit before payment of salaries.
He said that all those who abetted and aided the fraud in the workforce of the state and local governments should be identified and made to face the consequences of their actions.
Speaking after the presentation of the report, Gov. Yahaya Bello said that the discovery had justified the good intention of the government to embark on the screening and verification.
He inaugurated a 15-member committee to review the report, saying that anybody with genuine complaint should channel it through the committee.
He promised to correct lopsidedness in the state civil service and block leakages.
“Less than two per cent of the population should not be allowed to continue to corner the resources meant for 3.4 million people.
“This is unsustainable; the choice we have is to either reform the service or continue with the distortions in the socio-economic life of our people, “Bello said.
The governor accused previous administrations in the state of abandoning governance, saying that his administration was determined to carry out comprehensive reforms of the civil service.
“This is a way of saying that we are not ready to continue with the past and put permanent stop to the syndrome of ghost workers,” he said.
While reiterating the determination of his administration to adhere strictly to the principles of transparency and accountability, Bello said that government would endeavour to enhance the capacity of the successful workers.

Your heart is the secret place and the key to see through is the HOLY SPIRIT.some people get insipirations,vision,prophesy only when they are in church cause it only there they have no distractions.as there heart is connected to seek GOD but once they come out such key connection is lost cause there heart is now filled back with worldliness.this is dangerous cause it means the only time you will enjoy the benefit of secrecy in GOD is church that when you come out you become unhappy, lacking or even killed cause your protection as been withdrawn. Your survival is a funtion of the alignment of your heart with GOD.once you are disconnected every blessing that flow through the connection are cut off. JESUS said "this people worship me with their mouth&lips but their HEART is far away from me".your voice does not matter in serving God but your heart is what he needs to bless you. Stop smoking, fornicating and then go to church without repenting and forsaking cause sin like this are evidence that your heart is not with God. FACT When you discover yourself people will compliment you and praise God ensuring you full glory and respect but when you are discovered by the wrong person people will applaud you but will respect and glory your discoverer. Then where is GOD in this? 2.When you discover yourself by God you will know your worth than been limited to crumbs. FACT The only way to discover your potential is to know the things you do more easily than most people, and that thing you find people doing and feel you can do better cause you feel they are not doing it right. But in all only God can open your understanding into your talent/gift.please you cant wallow in sin and expect the God of purity to show you is holy gift in you rather devil will show you what you dont carry and help you harness it. EPHESIANS 3:20 "GOD is able to abundantly great according to the POWER in you".meaning that when you have no exponent(power) you will remain constant. ADMONITION If you dont have money or element to improve or spring your potentials, pray to God and ask that he provides you with the enablement to serve him.
