Amnesty is not a one way thing. Amnesty means the boko haram militants come out from where ever they might be and surrender their weapons, agree not to be involved in militancy (killing, maiming, bombing, etc) again, sign legal bonds/documents with prescribed consequencies if the agreement is broken, government offers if agreement is not broken, etc.

But why should I be telling you this even after something similar was done for the Niger Delta militants. Can Tonpolo go out there now to attack/kidnap innocent people again after the amnesty?
