According to government and U.N. figures, the West African country reduced the proportion of people suffering from hunger by three quarters between 1990 and 2004 and halved the share of citizens living on less than $1.25 a day between 1991 and 2006 - a stellar performance well ahead of the global deadline for achieving the eight goals in 2015. The country is also on track to attain primary education for all children and gender parity in all levels of education as set out in the MDGs. (Click here for a graphic on Ghana's MDG progress) "Ghana has witnessed a relative economic boom and the government made use of that to effect policies to reach the poor," said Mamadou Biteye, Oxfam's director for West Africa. Programmes to develop agriculture, industry, mining, and electricity networks in rural areas, provide small loans to the poor, create jobs and improve nutrition have all helped cut the levels of hunger, child malnutrition and poverty in communities across Ghana. "Ghana has shown the possibilities for dramatic progress in tackling hunger and poverty," aid agency ActionAid said in a report entitled "Who's Really Fighting Hunger?". Some analysts sounded a note of caution though, saying that Ghana's overall success hides some inequalities on the ground. "Such glowing figures of progress are not glowing for everyone," Oxfam's Biteye told AlertNet. Despite the decline in poverty nationally, the remaining pockets of destitution disproportionately affect some regions, women and people in certain types of employment. Moreover, in some areas of the country high levels of poverty persist, particularly in the three northern regions that are home to more than 70 percent of extremely poor Ghanaians. "A better distribution of the benefits of (economic) growth through safety nets for the most vulnerable is what is needed from successful countries like Ghana," Biteye said. ActionAid added that Ghana's government must do more to protect the land rights of small-holder farmers and help them adapt to climate change, as well as increase overall spending on small-scale agriculture which is vital for eradicating hunger. But the environment for achieving the MDGs remains right in Ghana thanks to the so-called "social protection" programmes set up by the government, for example monthly cash transfers for extremely poor families, a national health insurance scheme and free school meals which encourages more children to enrol, boosts attendance and improves children's health. "If the political will is there, I think it is possible and realistic to meet the MDGs in sub-Saharan Africa with the knowledge and resources available," Biteye concluded. |

REUTERS/Kevin Lamarque On Tuesday October 26, 2010, 4:38 am EDT By Dave Graham BERLIN (Reuters) - The United States has dropped out of the "top 20" in a global league table of least corrupt nations, tarnished by financial scandals and the influence of money in politics, Transparency International said on Tuesday. Somalia was judged the most corrupt country, followed by Myanmar and Afghanistan at joint second-worst and then by Iraq, in the Berlin-based watchdog TI's annual corruption perceptions index (CPI). The United States fell to 22nd from 19th last year, with its CPI score dropping to 7.1 from 7.5 in the 178-nation index, which is based on independent surveys on corruption. This was the lowest score awarded to the United States in the index's 15-year history and also the first time it had fallen out of the top 20. In the Americas, this put the United States behind Canada in sixth place, Barbados at 17th and Chile in 21st place. Jointly heading the index -- in which a score of 10 indicates a country with the highest standards, and 0 as highly corrupt -- were Denmark, New Zealand and Singapore with 9.3. They were also at the top of the table last year. Somalia scored 1.1. The watchdog group said its table was based on "different assessments and business opinion surveys carried out by independent and reputable institutions." U.S. "INTEGRITY DEFICIT" Nancy Boswell, president of TI in the United States, said lending practices in the subprime crisis, the disclosure of Bernard Madoff's Ponzi scheme and rows over political funding had all rattled public faith about prevailing ethics in America. "We're not talking about corruption in the sense of breaking the law," she said. "We're talking about a sense that the system is corrupted by these practices. There's an integrity deficit." Various financial scandals at state and city level had encouraged the impression that the regulatory oversight was weak and that influence could be bought, she added. The index showed a number of countries -- including Iran -- climbing up the chart significantly from 2009, though TI said this could often be ascribed to the fact that different surveys were being used that offered no direct comparison to last year. The fact that nearly three quarters of the countries scored 5.0 or less showed corruption was still a major global problem, said Robin Hodess, director of policy and research at TI. However, the watchdog identified Bhutan, Chile, Ecuador, Macedonia, Gambia, Haiti, Jamaica, Kuwait, and Qatar as states where improvement had been made over the past year. By contrast, it highlighted the Czech Republic, Greece, Hungary, Italy, Madagascar, Niger and the United States as nations where perceptions had deteriorated. |

The Blues have romped to the top of the Barclays Premier League after winning all but one match so far this term, with their only setback a defeat at Manchester City. But Manchester United boss Ferguson, whose side slipped five points behind the champions after at the weekend following a goalless game at Sunderland, has suggested they should have a 100 per cent record. Asked if United could not afford to drop any more points, Ferguson said: 'No, no, no. 'Every team is going to drop points - that's inevitable. 'If you look at Chelsea's start to the season, you'd have expected them to have won all those games, so the position they're in doesn't surprise me. 'Meanwhile, we've had tricky trips to Fulham and Everton then played Liverpool at home. Those are difficult matches. 'Liverpool, Arsenal and ourselves have all played top sides early on. 'Chelsea's sterner tests are still to come.' Ferguson accused his players of not being ruthless enough this season after watching them drop points in draws at Fulham, Everton and Bolton. Speaking to the club's official magazine, Inside United, Ferguson said: 'This present team doesn't kill off sides as well as they should. 'At Goodison, we had three or four chances at 3-1 to really put the game out of sight, but we were wasteful and ultimately paid the price. 'We threw away two goals in injury-time. That's unthinkable. 'That killer instinct just isn't there at the moment and it's something we need to develop. 'We haven't had a problem scoring goals. 'We got three against Liverpool, Everton and West Ham, two away at Fulham, three in the Community Shield; that suggests we don't have difficulty finding the net. 'What we're not doing, though, is killing teams off. 'I have no doubt the players have taken these setbacks on board. They suffer just as much - if not more - than the rest of us. Killer instinct: The likes of Wayne Rooney must rediscover their form and win games, says Fergie 'They're the ones throwing the points away and they're the ones who know fine well that they're good enough to win this league.' United have been criticised for some of their performances this season but Ferguson said: 'We're playing well, and perhaps those four points we have dropped away from home at Fulham and Everton have given off something of a false impression. 'Nevertheless, we didn't like letting those points slip away and it's crucial that we don't make too many more similar mistakes this season.' |
