I would advise you mould vibrated ones yourself and make sure there are of better qualities than those ones sold outside coz it would all be for nothing if that can't be achieve.
I would also suggest you make use of stonedust and sharp sand in the ratio of 3:2 per bag respectively. maintain a quota of 35 pieces per bag for 9×9×18 and 45 pieces per bag for 6×9×18 You can rent the equipments and facilities (AC generator, vibrator and Moulding machine) needed to do all these till you finish construction.
PS: don't try this method if you know you don't have enough money coz you gonna spend a lot of money

You can decide to have 45 blocks per bag of cement giving rise to highly strong blocks which may cover for the non vibrating factor.
