This is just a theory:

In early 1998, it had been determined that for Nigeria to move on, two persons had to be put aside.

Abacha died on 8 June 1998.

There was a soft spot for Abiola.
It would have been convenient for Abiola to be out of the way; that is, for him to drop any claims on becoming president.

When Abdulsalami Abubakar became Head of State, he initially declared 7 days mourning; the next day, it was increased to 30 days.

The extension to 30 days was to give time for Abiola to make a decision.
The Commonwealth Secretary-General Emeka Anyaoku and the United Nations Secretary-General Kofi Annan both (probably at different times) paid a visit to Abiola . The purpose of each visit was to convince Abiola to drop his claims.

On 6 July 1998, Abiola (still in detention) was asked about his stand on his claim to become president. He sought advice from his closest (political) associates.
Abiola did not relinquish his claim. He died the next day (7 July 1998), which happened to be the last day of the 30-day mourning period.
