People pay taxes for it. However, we will consider that not paying directly is free.
So in most countries that have this policy, some things are free and some things not, basically because the local government would not be able to pay for everything. So usually lower risk surgeries are free, surgeries with medium and high complexity not. This applies to all other medical services.

Public health in Brazil is "free", but that does not mean that all services are free. Many surgeries and treatments need to be operated in private hospitals because the system does not cover all treatments. (before I forget there is nothing free in the world, I hate this socialism view)

Brazil is not safe, but neither is it totally unsafe, it all depends on where you choose to live. If you live in the peripheral regions, you will be susceptible to common crimes.

Brazil is an amazing country, but for those who like to read about economy like me, understand that this is the worst moment in the last 30 years. Brazil is facing an unprecedented crisis. Returning even to the hunger map, and not being among the 20 largest economies in the world. Also have problems with drugs, milícia and favelas. Unfortunately. If you can choose, europe always will be the best choose.
