1. It's not the place of Chief Executive that define the geographical spread of a public institution. For ex, All Federal Universities, Polytechnics Teaching Hospitals, Airports etc, have CEOs, Directors, Senior, Junior staff, consultants and contractors. If I tell you that in all of such institutions in the South you can hardly ever see a Northerner employed. Check it. But there is no way you get to the North and you wouldn't find Southerners in similar institutions, even in the Junior cadre that was meant for those in the catchment area of the institutions. And don't tell me it is a matter of qualification because we have a lot of qualified Northerners unemployed.
2. Security - Police, Army DSS, Navy & Air force are mostly of southern origin, aside the top leadership which requires some political and trust considerations.
