You must give your tithe and offering to God. Giving to the poor is not offering. It's called Charity or alms-giving.

If a church is so rich and you perceive that its not channelling the wealth to save souls and spread gospel of salvation, what you can do is look for a good righteous church you perceive God's presence and offer there.
