Two North Korean ships have been seized by the Tanzanian government in Zanzibar for using Tanzania's national flag in breach of a United Nations resolution, which imposes sanctions on the culpapble state.

Speaking exclusively to The Citizen on Wednesday, the minister of Foreign Affairs and East African Cooperation, Dr Augustine Mahiga, said investigations by the government and international agencies were underway to determine all vessels owned or linked to North Korea that were flying the Tanzanian flag.

He, however, couldn't give details of the seized vessels.

He said for North Korea to use the Tanzanian flag was a breach of the UN resolution and that the government was keen on ensuring the issue was resolved as soon as practicable.

A 32-year-old man was on Tuesday jailed by a Mandera court to serve 10 years imprisonment for traveling to Somalia unlawfully.

Simon Karuga Gitau from Mwea, Kirinyaga County was found guilty of traveling to a terrorist-designated country without passing through a designated immigration point.

He appeared before Senior Resident Magistrate Peter Areri.

Gitau was arrested on September 13, 2016 eight kilometres inside Somalia by locals who handed him over to Somalia police and later handed over to Kenyan police.

In his defence, Gitau said he left Mwea on August 31, and came to Mandera to search for a job as a mason.

He said he stayed in a lodging in the town for three days paying Sh200 per day and decided to look for a cheaper room which he could pay Sh400 monthly.


"I went looking for a cheaper house and crossed into Somalia but after walking a long distance, villagers arrested me and handed me to police in Somalia," said Gitau in his defence.

Mr Areri rejected Gitau's defence, saying looking for a cheaper house to rent could not have taken him to Somalia.
"I find his allegations that he went to Somalia to look for a cheaper house to rent not acceptable and I reject the same," said Mr Areri in his judgment

The trial magistrate observed that Gitau's movement from Mwea on August 31, 2016 up to the date he was arrested in Somalia was clear that he was traveling to join Al-Shabaab.

Through a Gazette notice number 200 of October 9, 2015, Kenya defined Somalia a terrorist-designated country and barred her citizens from traveling there without valid permission.

HealthPepsi To Cut Down Sugar From Its Drinks by Petmax(op): 3:30pm On Oct 17, 2016
The global food giant said on Monday that two-thirds of its single serving drinks will have 100 or fewer calories from added sugar by 2025.

PepsiCo said the change was driven by shifting consumer needs and new dietary guidelines from the World Health Organization.

Many customers have tapered their intake of high-sugar, high-calorie soft drinks from Pepsi and Coca-Cola due to worries about sugar consumption. But at the same time, diet beverages have also been falling out of favor as consumers worry about chemicals in their drinks.

Both Pepsi and Coke have been trying to adapt to changing consumer tastes.

Pepsi announced last year it would stop using the artificial sweetener aspartame due to declining sales and health concerns. Scientific studies have linked artificial sweeteners to obesity and diabetes.

But PepsiCo reintroduced aspartame to some products in September, saying consumers wanted more choices.

Along with its commitment to cut calories in its sugary drinks over the next decade, Pepsi also said it would reduce levels of saturated fat and sodium in the majority of its products.

"The company will continue to refine its food and beverage choices to meet changing consumer needs by reducing added sugars, saturated fat and sodium levels in its product portfolio," Pepsi said in a statement.

In a first of its kind move, Russian airborne units have arrived Egypt where they will participate in a joint military drill with the host country.

The drill, codenamed “Defenders of Friendship 2016” kicked off yesterday and will last till October 26.

Both nations will practice joint anti-terrorist actions and representatives of 30 countries will monitor the wargames.

According to the Russian Defense Ministry: “International [military] exercises of the Russian and Egyptian Airborne forces on the African continent are being conducted for the first time.

The Russian-Egyptian exercises involving units of airborne troops of the Russian Federation and the airborne troops of the Arab Republic of Egypt will develop common approaches to locate and destroy illegal armed groups in a desert environment."

100 tons of military hardware will be delivered to Egypt for use in the drills, these include: airborne combat vehicles, armored personnel carriers and quad bikes.

The joint drills are based on earlier agreements between Moscow and Cairo.

The social network said it has turned off ads in Thailand following the death of the country's deeply revered king. It's the first time Facebook has imposed an ad blackout for a whole country.

King Bhumibol Adulyadej's 70-year reign came to an end on Thursday when he died at the age of 88. Facebook said in a post that removing ads is "a cultural custom" during the mourning period.

It admitted that it doesn't yet know how long Thailand will be mourning the king, whose unifying appeal stretched across Thai society.

According to the royal palace, all government buildings will fly the national flag at half-staff for 30 days starting Friday, and all civil servants have been ordered to wear black clothing for a year.

Facebook declined to comment further on the ad shutdown. Its post said advertisers within Thailand can still run ads outside the country.

Other websites took measures to reflect the country's sober mood. Google's homepage in Thailand was changed to a dark-gray and white color scheme, although ads were still showing up for some searches.

George Airport in South Africa is not only Africa's first solar powered airport, it is also the second of such in the world after India's Cochin airport.

2000 solar panels provide 750Kw of energy daily which exceeds the 450Kw the airport needs to run its activities.

“Gone are the days when power failures used to a be a big thing for the airport. We no longer have those, said Brenda Voster, Airport Manager.

The solar facility which cost about $1.2 million to build has so far helped airport reduce its carbon dioxide emissions by 1,229 tonnes, the equivalent of 103,934 litres of fuel.

Also, there are plans to increase the capacity of the power station by an extra 250 Kw.

“We’re quite excited about us embarking on phase two. Phase two I should say in all probability, will, have the back-up battery facilities where we can then store any solar that we generate through the day that we are not using,” Brenda added.

The busy travel hub handles about 700,000 passengers annually.

Participants at a conference in Texas, USA, have insisted that a Biafra referendum be held to determine the people's willingness to continue being a part of Nigeria.

According to a communique issued at the end of the meeting in Houston, the groups unanimously agreed that mechanisms and strategies be put in place to achieve the referendum.

"That referendum is the ultimate solution to the agitation and unrest in the southern part of Nigeria, to be conducted peacefully without loss of life or destruction of property," read the communique signed by J.O.S Okeke and Chiwuikem Ihediwa.

The groups also demanded that the Nigerian government release "without delay" the leader of the Indigenous People of Biafra, Nnamdi Kanu, who is still in detention over his involvement and agitation for self-determination.

Those at the conference included representatives of the Supreme Council of Elders of Indigenous People of Biafra; Biafra Government in Exile; Igboezue Cultural Advancement Association Worldwide; and Igbo Peoples Congress, Houston.

Others were members of the Indigenous People of Biafra; Biafran Memorial Group; the Great Igbo Debate Group; and a representative of Middle Belt Congress.

Calls by Igbo groups for a Biafra referendum reached a climax after the recent Brexit, where Britain voted to withdraw its membership from the European Union.

One week after the June 23 referendum, the IPOB launched a campaign it tagged BIAFRAEXIT, to canvass support for a Biafra referendum.

Last week, the Movement for the Actualization of the Sovereign State of Biafra made an appeal to the UN to arrange and conduct a referendum on Biafra.

At the just concluded UN General Assembly in New York, President Muhammadu Buhari called on the campaigners for a Biafra referendum to form a political party that would represent their interest within Nigeria.

An Egyptian criminal court sentenced on Saturday seven people to death and five people to ten years over accusations of killing major general Nabil Farag in 2013.

One defendant was acquitted of all charges.

In July, the court referred all 13 defendants to the Grand Mufti to give his religious opinion after the court handed them death sentences. The case was postponed until today.

The defendants faced an array of charges then including attempted murder, arms possession, resisting and attacking the authorities and using unlicensed communication tools to threaten national security

They were also charged with forming and managing an illegal terrorist group that aims to carry out unconstitutional activities, prevent state institutions from attending to their duties and attack the freedoms of individuals, among other things.

But the defendants appealed the court's decision in February 2015.The court then ordered a retrial for all the defendants.

The killing of Farag dates back to September 2013 when authorities had raided Kerdasa neighbourhood to capture fugitives when Farag, Giza's deputy security chief then, was killed and nine others, from the police and army, were wounded.

The raiding of Kerdasa came a few weeks after protesters attacked Kerdasa police station on August 14, the same day security forces violently dispersed two sit-ins supporting ousted President Mohamed Mursi of the Muslim Brotherhood.

From the National Agency for Mass Literacy, Adult And Non-Formal Education yesterday came a startling disclosure that 11 million children are out of school nationwide.

Its Executive Director, Professor Abba Abubakar Haladu, who made the disclosure during a visit to Governor Okezie Ikpeazu in Umuahia, Abia State, decried the country's dismal mass literacy record.

He commended the governor for his efforts towards curbing illiteracy, urging him to equip the state's mass literacy agency for optimal performance.

Haladu congratulated the state for topping the table in the West African School Certificate (WASCE) examinations in the last two years. He also lauded graduands of the state-owned university in Uturu for excelling at the Nigeria Law School examinations.

The governor, describing education as a catalyst for social integration and religious tolerance, restated his commitment to reposition the agency for better delivery.

Ikpeazu, who was a university lecturer, traced the high crime rate in the country to bad governance.

Aliko Dangote, Africa/Nigeria’s richest man, has clearly re-stated his plans to buy London-based professional football club 'Arsenal' , in four years time. In an interview with Bloomberg TV in New York on Wednesday, Dangote stated that there’s no doubt he’ll buy Arsenal and it’s not a problem of money.

“Maybe three to four years. The issue is that we have more challenging headwinds. I need to get those out the way first and start having tailwinds. Then I’ll focus on this.”

Dangote, reportedly worth around £8.3billion, announced his intention to buy Arsenal last year. But his business prospects needs to improve and investments in gas pipelines/oil refinery have to pay off before making the expensive acquisition.

“It’s not about buying Arsenal and just continuing with business as usual,” he said. “It’s about buying Arsenal and turning it around. I’ve run a very successful business and I think I can also run a very successful team. Right now, with what we’re facing, over $20 billion of projects, I cannot do both.”

There's another new messaging app out today called Allo, but this one's worth a download. While Facebook has been working to integrate bots with Messenger, Google went ahead and built a messaging app around the most useful bot there is: Google search.

Allo, which was announced in May but is now available for download, marries Google search with many of the fun features people have grown accustomed to using in other apps. There's group chatting, stickers and the option to let messages expire. The big thing that's missing is the ability to make video and audio calls, which was intentional.

For those functions, Google wants users to get on Duo, its dedicated video calling app launched in August. Both are free, available for Android and iOS, and designed to simplify mobile messaging. Google says they're "companion apps." (Google Hangouts lovers need not fret -- the app will still stick around, but Google is gearing the service toward enterprise users.)

Here's a more detailed look at what makes Allo great:

Allo knows what you might say
Google is calling Allo a "smart messaging app" because it learns from your conversations and suggests things for you to say. The suggested responses pop up in text bubbles you can send by tapping. The recommendations are sufficient for the most part and can save users time, but are very basic and can feel a little impersonal.

During a recent test chat, Allo suggested "Very good!" to a message that read "How are you?" The app also thought we might say "Haha," "Nice," or "Yeah," after we received a message that said "Interesting." And when we got a picture message of a happy child, Allo suggested saying "Love that smile." Over time, Allo will learn if you prefer to say "haha" or "lol," so the more you use the predictive feature, the better it will get at mimicking your speech style.

It's great for making plans
Using Google inside a chat is one of Allo's best features. To do so, mention Google by typing "@Google" and words to search for -- like things to do or places to eat. It's a great way to make plans with other people without having to switch between apps or send screenshots of search results.

Nigerian president, Muhammadu Buhari, has arrived New York United States, to join other world leaders for the 71st session of the United Nations General Assembly.

President Buhari, who arrived at the JFK International Airport at about 7.30 pm local time on Saturday, (Sunday, 1:30 a.m. Nigerian time), was received by the Nigerian Charge De Affairs In New York, Mr Anthony Bosa.

Others who received the president include the National Security Adviser, Major General Babagana Munguno (rtd), and the Minister of Interior, General Abdulrahman Danbazzau (rtd).

President Buhari will join over 190 world leaders on Monday, for a high level opening meeting, which will address issues regarding large movements of refugees and migrants.

He is also expected to participate in the plenary session, in which he would be among the five speakers that will address the session.

The Minister Of Solid Minerals, Kayode Fayemi, the Environment Minister, Amina Mohammed and the Senior Special Adviser to the President on Diaspora Matters, Mrs Abike Dabiri Erewa, will also work with the President in New York.

On Monday, the President will also be attending the AU Peace and Security Council meeting at the AU Observer Mission Office, before meeting with the British Permanent Representative to the United Nations, Mr Matthew Rycroft CBE.

EducationOver 7,000 Kenyan Teachers To Be Rewarded With Promotions by Petmax(op): 12:12pm On Sep 16, 2016
The Teachers Service Commission (TSC) says it has promoted more than 7,000 teachers in primary and secondary schools.

The decision announced last evening means that 6,104 primary school teachers and 1,298 in secondary schools and public colleges will move up the grade.

Mr Kihumba Kamotho, the head of communication at TSC, said the announcement falls within TSC policy of rewarding teachers based on merit to encourage them to work harder.

Primary school teachers were promoted after successfully completing the teachers' proficiency course which is conducted every year.

In this group, 5,067 P1 teachers in Job Group G will be promoted to Group H.

A further group of 1,037 teachers at ATS IV in Group H will go up the ladder to Group J.

Of the secondary and post-secondary tutors, TSC said it was promoting the 1,298 following interviews it conducted.

The Commission claims this is the largest group of secondary school heads it has ever promoted in Job Groups P, Q and R.

They include principals in national, extra-county, county and sub-county secondary schools as well as college principals and lecturers in government technical colleges, diploma colleges, teachers training colleges and Kenya Institute of Special Education, among others.

Figo insists Ronaldo cannot yet be considered the best player Portugal has ever produced even though the 31-year old have won the Ballon d’Or thrice, scoring 488 goals in just 674 matches and won 12 major honours during his career with Manchester United and Real Madrid.

In an interview with Spanish newspaper AS, he said: “I admire Cristiano and I enjoy seeing his achievements.

“He just gets better every year. He’s making football history.

“But even though I never saw Eusebio play, I would put him at number one for everything he stands for, for the love he showed me, his friendship and his advice.

“Everyone will say that I say that for this reason or that reason but ultimately it’s just about respect. Everyone makes history in their own time.”

On the international level, Ronaldo has won 133 caps scoring 61 goals more than any other Portugal player.

It does seem like the ghost of former Libyan dictator, Muammar Gaddafi, is coming back to haunt western leaders as a UK parliamentary report sternly criticised the intervention by Britain and France that led to the 2011 Libyan revolution.

The Foreign Affairs Committee accused the former UK Prime Minister, David Cameron, of lacking a coherent strategy for the air campaign.

It said the intervention was flawed as it lacked “accurate intelligence”, and that it led to the emergence of the Islamic State in North Africa.

However, BBC said the UK government insisted it had been an international decision to intervene.

According to the foreign office, the action had been called for by the Arab League and authorised by the UN Security Council.

Former Burkina Faso international, Ben Idrissa Derme, on Monday died during a French Cup tie involving his team, amateur side AJ Biguglia.

The 34-year-old suffered a heart attack early in the second half of the third-round tie while playing for the French sixth-division side.

The News Agency of Nigeria reports that the available medical services personnel treated him on the pitch but were unable to revive him.

Derme had been capped four times by Burkina Faso and had played in the French lower leagues and in Moldova, as well as in Burkina Faso.

Manchester United (MANU) may have lost its most recent match, but the fact that it set a new world record for revenue may lessen the blow.

United's financial filings show that it made $761 million in revenue in 2016, the most ever by a soccer club. It also reported a profit of $91.7 million that set a new club record.

The British soccer team is the most valuable publicly-held team. It has a market value of $2.8 billion.

The 2016 annual report listed the compensation that former manager Louis Van Gaal and his staff received when they were fired in May. They received $11.1 million as part of their package.

The report also revealed an interesting detail related to midfielder Bastian Schweinsteiger who was brought over to United by Van Gaal in 2015. United listed an $8.9 million write-off in the report -- roughly the same amount that it paid to sign Schweinsteiger.

United also announced 14 new sponsorship deals during the 2016 fiscal year.

The club is predicting to set records in 2017 with over $700 million in revenue.

"[T]he Club is on target to achieve record revenues in 2017, even without a contribution from the Champions League," said Ed Woodward, the club's executive vice chairman. "This strong financial performance has enabled us to invest in our squad, team management and facilities to position us to challenge for, and win, trophies in the coming years."

Over it's history, United has won 64 trophies.

French Prime Minister, Manuel Valls, said on Sunday there would be new attacks in France but proposals by former president Nicolas Sarkozy to boost security was not the right way to deal with threats.

The French capital was put on high alert last week when French officials said they dismantled a “terrorist cell” that planned to attack a Paris railway station under the direction of Islamic State.

“This week at least two attacks were foiled,” Manuel Valls said in an interview with Europe 1 radio and Itele television on Sunday.

Valls said there were 15,000 people on the radar of police and intelligent services who were in the process of being radicalized.

“There will be new attacks, there will be innocent victims… this is also my role to tell this truth to the French people,” Valls said.

The Naira depreciated against three currencies at the interbank market on Wednesday.

The local unit depreciated by 0.23 percent to 314 Naira 92 kobo to the Dollar, 3.13 percent to 422 Naira 64 kobo to the Pound and by 0.33 percent 352 Naira 46 kobo to the Euro.

At the parallel market, the Naira firmed by 0.47 percent to 423 against the Dollar, but fell 0.56 percent to 540 against the British Pound, and traded flat at 465 against the Euro.

Traders are optimistic that the Naira may appreciate this week, following the re-reinstatement of the eight banks previously banned by the Central Bank Nigeria (CBN) from the Forex market, and the licensing of 11 new international money transfer operators, to address the Dollar supply.

Saudi Arabia and Russia have signed an agreement aimed at stabilizing the oil market, according to state-owned Russian news agency TASS.

The two countries have pledged to set up a working group, along with other measures aimed at supporting a market that has been rocked by an epic price collapse since 2014.

Oil prices gained 3% early Monday but a lack of detail in the announcement saw the rally fade later in the day.

The agreement was announced on the sidelines of the G20 summit in Hangzhou, China. It should help set the agenda for an informal meeting between OPEC and other producing nations later this month in Algeria.

Closer collaboration between the world's top two exporters of crude oil may stoke hopes that OPEC and other big producers will agree to freeze production. The idea is that an output cap will help put a floor under prices, which have risen from $26 per barrel in February to $45 but are still down more than 50% since 2014.

Oil prices have bounced before on similar hopes, only for them to be dashed. The most recent attempt to freeze production in April failed spectacularly.

The lack of cooperation in the face of a two-year price collapse reflects a schism within OPEC between its biggest member -- Saudi Arabia -- and Iran, which is increasing production after years of international sanctions.

It was not immediately clear on Monday how Iran would react to the agreement between Russia and Saudi Arabia.

Russia is not a member of OPEC, but it could send a representative to the meeting in Algeria later this month.

Saudi Arabia has been leading the OPEC strategy of produce or bust to defend its market share. The kingdom pumped 10.5 million barrels per day in July, up by 30,000 from June and a new record. Iraq, Iran and the United Arab Emirates also boosted their output, compensating for shrinking production from embattled OPEC members Nigeria and Venezuela.

President of Dangote Group, Mr Aliko Dangote, is set to invest 53 billion Naira in rice, sugar cane and coal production in Nasarawa State.

The Managing Director, Dangote Sugar Company, Mr Abdullahi Sule, who represented the Nigerian billionaire, disclosed the investment plan to journalists on Saturday.

He was speaking after an aerial survey of the proposed investment sites in Nasarawa State, north-central Nigeria.

Mr Sule expressed optimism that the projects, if completed, would generate jobs for over 20,000 people.

On his part, Governor Tanko Al-Makura described the investment as a timely one.

He expressed hope that it would go in line with the diversification policy of the Federal Government.

The war against illicit drug use and abuse must be won at all cost, in order to stop the constant decimation of productive youth in the country.

The Director Operations and General Enforcement of the NDLEA Mr. Olugbenga Mabo led a special task force comprising of all security agencies destroy cannabis farm in Oyo state

Mr. Mabo noted that cannabis remains the most frequently abused and this makes it imperative to take the campaign to the roots and sources of cannabis, by discovering farm lands where they are being cultivated illegally

The NDLEA boss added that the war must involve all strata of the society.

Situated in the heart of the Gambari forest reserve is over 58 hectares of forest that has now been converted to a plantation of cannabis.

The latest destruction of over 50 hectares of cannabis is the second in recent time at the same Gambari forest reserve which is one of the largest forest reserve in South west Nigeria.
