emmatok: For Rotimi Chibuike Amaechi's fans.
N250bn Bond tears Rivers apart
Another N1.5tr unaccounted for
THE people of Rivers State are at present not satisfied with the way the Governor of the state, Rotimi Chibuike Amaechi, is handling the state purse.
Unanswered questions Now, tongues are wagging, and they have every reason to be angry going by the state's huge revenue base. The indigenes are still at sea over how the N50 billion said to have been left behind by the former governor, Celestine Omehia was managed. Recently, the Supreme Court verdict handed over 86 oil wells to the state, an addition expected to boost the financial base of the oil-rich State. Amaechi, who has spent over three years in office, announced to everyone's chagrin his intention to source a multiple loans totalling N250 billion from the Nigerian Stock Exchange (NSE), to complete ongoing projects.
The move, many believe, contradicts Amaechi's claim that he has saved 100 billion internally generated funds. Thus the question, how could the Governor who saved such amount for the state proceed to the stock market for another set of loans?
A cross-section of Rivers State has described the loan as an avenue for milking the state, which is one of the richest states in Nigeria but with little development to show for the huge funds it gets both from federation account and internally generated revenue.
They also condemned the plan describing it as unpatriotic and a move that was bound to mortgage the development and destiny of the state.
Governor's Brief Amaechi had earlier stated that his desire to source for the loans was not because the state was broke but because Federal statutory allocations came in trickles and making it impossible for his administration to deliver the projects as scheduled.
Some of the projects in which the N250 billion would be invested, he said, were Port Harcourt Monorail which is under construction; the Karibi Whyte specialist hospital, the new Rivers State University of Science and Technology and the UTC-Air Port Road Project. The Rivers State chapter of the Action Congress of Nigeria (ACN) has described the state's financial indiscipline as sad and unfortunate.
Stakeholders believe that the Supreme Court ruling ceding 86 oil wells to the state would further under-develop the state because a higher percentage of the money would go into private pockets. They argued that it was also imperative for the governor to inform Rivers people how the N150 billion earlier sourced from the bond market was utilised and its repayment schedule.
According to a reliable source, virtually all the projects for which the new loans were being sought were scheduled for completion within his current tenure which expires this month, insisting that the governor's failure to keep his promises to his people was a disservice. Another source noted that it would have made better sense to Rivers people if such huge loans were targeted at investment projects that would guarantee visible and steady return within the tenure of his administration.
The monorail is a project which Amaechi himself has expressed doubt saying that he was ill-advised about it. The Karibi Whyte Specialist Hospital has been bogged down by deceit and fraud while the RSUST has failed to excite a cross section of the people.
Call For Caution Amaechi has been cautioned to reconsider the move because it would compromise the resources available to his successor and the future development of the State.
Mr. Lucky Oboma, a member of the ACN stated that Rivers people have not been told the whole truth, alleging that Amaechi has always denied that the state was broke. He wondered why the governor elected to borrow and has continued to deny workers in the state civil service their basic entitlements, including the new Federal Government approved minimum wage. What is the guarantee that these projects for which he is seeking the huge loans will be completed in the next four years, he quried. According to him, the state coffers had been thoroughly depleted by highly monetized election campaign undertaken by Amaechi. The N250 billion loans is required to stabilize government after the huge election expenses.
He called on the Rivers State House of Assembly and People of the state to resist the move to obtain the loans which he said will further impoverish the people.
Whither the fortune? It is on record that Governor Amaechi has for long been having hard time explaining the use of fiscal provisions for public projects that are missing. The first supplementary budget application totaling N177.930 billion is in doubt as to applicability (2008 budget of Rivers State). The Rivers State N554.081 billion 2008 budget compared to combined N484.199 billion for Akwa Ibom, Bayelsa and Delta States for the same 2008 fiscal period left sour taste in the mouth. The three other States were equally troubled by security concerns, but without unrestrained supplementary appropriations. The figures and applicability of external fiscal assistance by federal and external sources to Rivers State, as well remain uncertain. Rivers State received nearly N1.5 trillion by way of statutory allocations and other known sources in less than four years as compared to a total similar receipt of N708 billion by former Governor Peter Odili in eight years (HDPTT, 2011).
HDP Technical Review Team had not only released details of imminent collapse of government projects in Rivers State for lack of proper planning and use of substandard building materials for road, school and health center buildings; but unfolded serious concerns posed by budget misappropriations and outright deceit since 2008. In a related publication released as the 2009 Social Development Integrated Center (Social Action) report, the NDCBP described the budget of Governor Amaechi as “fast becoming a white elephant project.” NDCBP is the Niger Delta Citizens and Budget Platform. The NDCBP comprise civil society organizations, including NGOs and community groups that promote mass mobilization to combat corruption in public offices in the states and local government councils of the Niger Delta.
Bribery Scandal Amaechi has equally been taming the main opposition party too, the suspended chairman of the Action Congress of Nigeria, Barr. Uche Okwuku is reported to have pocketed a whooping sum of N50million to withdraw his support for the ACN Governorship candidate in the last April Gubernatorial election, Dr. Abiye Sekibo Reliable source in government house said as part of effort to lure the suspended chairman he was kept in the brick house, government seat of power for three days where he was lavishing taking care off.
Source revealed that Okwuku's radio announcement asking all the ACN members in Rivers State to vote for governor Ameachi who was the People's Democratic Party candidate in just concluded election was doctored write up.
It was learnt that the suspended Rivers State ACN chairman was escorted to the radio station where he made the announcement by a combine team of security agents provided by the state government and was later taken to government house after the mission was accomplished national daily while at the Governor House in his three days sojourn as a guest was treated as a king with nothing he wanted was denied him.
Some residents of the state, in their separate reactions on the Anti party action of the former ACN chairman, said that Okwuku as a party chairman in the state failed on his duty by declaring support for another party's candidate in an election involving his own party. “I heard that Uche Okwuku while reacting on the allegation of bribe and Anty party activities leveled against him, said that he owns nobody any apology for asking those that believe in him to vote for Amaechi to me, as a politician, Okwuku should be ashamed of his action, I have no doubt that he collected money from Governor Amaechi as allayed.”
Okwuku according to source was also promise to a plum appointment in the government to be inaugurated in the state after May, 29 for compromising the last governorship election. In a statement release in Port Harcourt by PDP, said that it would welcome the APGA and ACN Governorship, candidate in the just concluded governorship election back to it fold if they decide to return to the party. “This is the first time that am hearing that a state party chairman publicly made a statement on radio asking his party men to support a candidate of an Opposition Party, I am sure that that singular action will hunt him throughout the rest of his life, in short, he has not only lost his dignity and credibility, but has ruined his political career, since he has chosen to trend on the part of dishonor, he will forever remain irrelevant in the politics of the state.
Another source revealed to National Daily, Uche has killed his political career; he was a hungry man looking for an avenue to be compensated by performing dirty job he was paid for, he was a sellout and nobody can take him serious again.ts of the state, in their separate reactions on the Anti party action of the former ACN chairman, said that Okwuku as a party chairman in the state failed on his duty by declaring support for another party's candidate in an election involving his own party.
How I wish you could read between the lines! Going by your response, it is obvious that even rivers state's status is :"on going" even after 4-years.While I have already acknowledged Ameichi that he has tried, however we have to realized that His performance is still dwarfed by that of Fashola. Go and read this; http://www.sunnewsonline.com/webpages/features/goodhealth/2011/may/24/goodhealth-24-05-2011-01.htmlWith all the billions, why haven't Rivers achieved same? Also, you know it is more difficult to sustain old pojects than building new ones. Lagos is reviving and managing old projects while rivers is starting afresh, yet fashola out performs Ameichi by a long stretch! No sentiment attached as a Niger Deltan myself. Outside of oil, how will rivers state cope with revenue generation? Just like Delta, rivers, Akaw-ibom, etc live from FG handouts! They have failed to rise to the challenge of self suffciency by expanding thier internal revenue profile with sound internal economic policies! What has happened to the much talked about greater P/H city? I am amazed you cast aside the failure of ND govenors to develop the in-land waterways! Do you know the number jobs, taxes, and over all well being this would have brought to ND? Imagine if you could take a super boat from Bayelsa to Lagos in 1hr, don't you think that would open up most of those villages? Go to Burutu in Delta, large part of that place are inaccessible by road from warri or Asaba end! Currently the people rely on old speed boat with out of place jetties, for thier daily commuting to Warri. Same goes in most places in Bayelsa.
my man please reread this post, does it actually make sense now forgive me if i ask, do you actually live in the ND |
