The fuel subsidy probe report has opened a can of worms and is now being threatened


It has been gathered that agents linked to petroleum sector fraudsters have started moves to thwart the execution of the report that was submitted by the Adhoc Committee on Petroleum Subsidy probe. Several government officials, government agencies and private companies were indicted in the report.

The report submitted by the Adhoc Committee on mismanagement of funds in the oil sector has made public the high level of corruption in the petroleum sector. It shows there is hardly any government official that is free from corruption. The report has also helped unveil the mystery surrounding the country’s inability to build refineries as huge amounts of money were being made on importation of our own crude oil.

There are hopes that the publication of the report will help the citizenry to focus their attention on the petroleum sector.

Sources said that promoters of oil marketing companies, ministers, assembly members and governors both serving and former that were indicted in the fuel subsidy scam are attempting to use their political connections to stall the implementation of the report's recommendations.

The Adhoc committee was set up by the House of Representatives to investigate the mismanagement of funds in the oil sector after the Federal Government’s attempt to remove oil subsidies on January 1, 2012 sparked up a nationwide revolt. The subsequent protests and strikes cost the nation an estimated N1trillion.

The House of Representatives Committee which was chaired by Farouk Lawan, had last Wednesday submitted a report in which it recommended that the Nigerian National Petroleum Corporation (NNPC), the Petroleum Products Pricing and Regulatory Agency (PPPRA) and 72 other firms should refund the sum of N1.07 trillion. The Committee's report alleged that this money was illegally paid to oil marketers. It also unravelled a lot of mismanagement of the subsidy funds. The report indicts top government officials including the Minister of Petroleum Resources, Diezani Allison Madueke and the Governor of Gombe State, Ibrahim Hassan Dankwambo.

Indictees fight back

Sources who spoke to Daily Times on the condition of anonymity alleged that some of the indictees, as part of efforts to escape the report's recommendations have resorted to bribing main-stream journalists to stop publicising the issue. The sources however claim that the indictees are worried about social media platforms and online journalists.

Our source also claimed that some of the indictees have infiltrated the House of Representatives and are even now making efforts to impeach the Speaker, Aminu Tambuwal for refusing to halt the publication of the report.

The head of the Adhoc committee Farouk Lawan is not left out as the there was a concerted effort to discredit him even before the report was submitted, moves that have intensified since last Wednesday.

Chairman of the House Committee on Media and Publicity, Zakari Mohammed, confirmed the high level machinations going on.

“The attention of the House of Representatives has been drawn to calculated attempts by indicted firms and their backers in government to plot the removal and discrediting of the House leadership for allowing the subsidy report to get to the public without being doctored to spare them,” he said.

Only 10percent of candidates scored credit and above in core subjects

The National Examinations Council (NECO) has recorded another mass failure in the November/December Senior School Certificate Examinations (SSCE).

The registrar to the examination body, Professor Promise Okpala, made the announcement on Wednesday, while releasing the results at the council headquarters in Minna, Niger state.

The 2011 result that was just released by the council revealed that 10 percent of the 110,724 candidates that sat for the examinations scored credit and above in core subjects like English language, Biology, Chemistry, Physics and Geography.

Okpala said there was improvement in Mathematics as 41 percent of the students scored credit, pass and above, compared to that of last year, which recorded only 17 percent success in the same subject.

“It is troubling that at a time when the nation is facing decay in its moral standard with the rise of militancy, despite religious dedication, only 5 percent scored credit, pass and above in Islamic studies while less than one percent scored credit pass and above in Christian religious studies,” he said.

The results that were presented showed a 40 percent reduction in the number of candidates that sat for the examination in 2011, but the registrar attributed that to the council’s determination towards eradicating malpractices in the conduct of its examination.

For the past five years, the examination body has recorded mass failure.

UTME: FG to introduce e-examination


Federal government has said the next major initiative towards improving the Unified Tertiary Matriculation Examinations (UTME) conducted by the Joint Admissions Matriculation Board (JAMB) is the introduction of electronic- examination system.

Minister of Education Professor Ruqayyatu Ahmed Rufa’i said this yesterday while addressing the 58th Ministerial Session of the National Council on Education (NCE) at the International Conference Centre in Abuja.

Professor Ruqayyatu implored states including the Federal Capital Territory to acquire the necessary ICT infrastructure and conduct capacity building programmes for teachers to guarantee computer literacy of students.

She said the use of biometric technology in the 2011 UTME checkmated the trend of impersonation and fraudulent registration of candidates in the examination.

“In order to address the observed delay in the verification of candidates in the examination centres, the Board has deployed improved biometric machines that are faster than the earlier ones and would take only 30 – 40 minutes to verify the entire 540 candidates registered in each centre.  The Board has also increased its examination towns from 328 to 379 and examination centres from 2,872 to 3,052 to bring the examination closer to the candidates,” she said.

The Minister said the theme for this year’s meeting which is Re-engineering Teacher Education and Development for Quality Service Delivery will draw the attention of policy makers and other stakeholders to the importance of teachers in human capital development.

NCE is the highest decision making body in the education sector consisting of state commissioners for education, state agencies for education, civil society organizations and the Federal Ministry of Education.

Man arrested over rape of 3 year old girls

Police in Zamfara State have arrested a man, Amiru Musa, for allegedly raping two three year old girls. The suspect, who the police said resides at Hayin Dan Hausa quarters in Gusau, was apprehended around 1pm on Monday, after allegedly committing the crime.

A statement issued by the command’s Public Relations Officer, ASP Sanusi Amiru, said, “The suspect, on the same date, took the girls, who are both 3 years old to a house and raped them.”

The police spokesperson added that the case is still under investigation.

He further said that the command is also investigating one Chukwuma Obi of Sabon Hanya Tudun Wada Gusau over alleged rape, theft and criminal intimidation.
