This post is long but i advice you to read it all.

It all depends on time. Are u always busy or do u have enough time to spare. If u have time, then u can go for any breed of ur choice. I believe that even a kangal, caucasian,cane corso can be really friendly if they are well socialized. Take her for walks daily(exercise is key), introduce her to ur friends and neighbors, let her play with ur neighbors daughter from a young age and remember to always be consistent with this practice.
In terms of feeding, It all depends on what u have and what ur dog likes. U can go for home cooked meals like chicken and rice with eggs, indomie and sardines, fresh fish mixed with oatmeal or pap. Or u can decide to go for processed foods like diamond dry food, booster, royal canine, and Can food.
Ensure not to give ur dog cooked bones, chocolate (bounvita,Milo e.t.c), garlic , ginger, avocados, salty foods, fatty foods, etc.
It is essential to bath ur pup twice a week because pups tends to get dirty a lot(u can reduce the amount of baths once they are older). Get a dog soap with a tick and flea removing effect. Clean ur dogs body properly after every bath and put a mouth guard to prevent her from licking her body until it is well dried. Get a grooming brush and brush at least once a week if u are to get a long coated puppy.
Ask around to know the best veterinarian in ur neighborhood. Let the vet administer dhpp vaccine first at 6 weeks,then 10 weeks and lastly 14 weeks. Give anti rabbies vaccine at about 6 months of age. Deworm the pup regularly.
Training starts as early as possible. Go on YouTube to see easy steps in training your dog to sit, stay, and other basic things. Try to monitor her pooping pattern. Most pups poop early in the morning and immediately after meals. Take her out immediately to ur desired spot for her to do her business(note: U have to be patient with her cause she might tend to waste time before pooping). Continue this for months and u will not have any problem with her pooping.
Remember to pet ur dog as much as possible to create DAT tight bond. Clean the area were she stays and do not hesitate to call ur vet if something goes wrong.

I'll try to answer you to the best of my knowledge
1. do not get a CO or bullmastiff, they grow very big and they can be quite stubborn and aggressive, it's not going to be safe for a 2yr old around.
a gsd is better for a first timer as they are obedient and they don't grow to a very scary size that can disturb your neighborhood, your neighbours will feel less at risk with a gsd around than a bullmastiff.
gsds are prone to bark a lot so the noise will have to be controlled, make sure you have enough time for the dog to prevent the noisy barking that happens when they get bored or poorly socialised.
2. the amount of commands a pup can understand and obey depends on the age so that's going to some time to perfect and different dogs learn different ways so you have to get the pup and try different techniques so you'll see the one that works for you.
3. the amount of money spent on feeding depends on the diet, appetite and breed of the dog. CO and BM eat a lot and they grow bigger which means they'll require more food as they grow, gsds don't eat that much so the food size differences will be much.
also the diet you intend on putting the dog one determines the cost, a bag of dry food costs about 8k to 15k for a 9kg bad last time I checked. you also still need to supplement with meat and vitamins.
for a large/giant breed dog, that 9kg bag won't be enough to last a month after a couple of months if the dog has a strong appetite. you then have to upgrade to a 15-20kg size bag which costs 18-25k per bag (I'm estimating the prices, I haven't checked on them for a while and the brands have different prices)
a gsd can still eat the 9kg bag for a longer period of time
if you decide to use home cooked meals, the cost depends on your choice of meal.
4. yes vaccines for parvo virus are administered for that
5 garlic is actually harmful and poisonous to dogs while ginger is a good anti-inflammatory food, if you want something that'll boost your dog's immunity then get probiotic rich food for it. unsweetened natural yoghurt is rich in pro biotics and is a very good supplement for a pup's diet.
dry food also contains pro biotics.
