I think that is the price for buying the pre paid meter. PHCN normally give that without payment. What they do is that each month you pay about 5k plus the amount you want to recharge. For example, if you want to subscribe for 2k what you now need to pay is 7k until you clear the bill. It happened to me. What you need to do is to discuss with your landlord because the money need to be removed from your next rent. Indirectly you are the one buying the meter but because you will not pack with the meter when you want to pack out, you have to reach agreement with the landlord to remove the money from your rent when next you renew. He must agree.
