Since we are talking about God, I presume it's the Judeo-Christian God.

In the Bible, there is a place in Genesis where Angels of God came down to the Earth, saw how beautiful women looked, had sex with the women and there were children born.

A married man doesn't have time or moral justification to be checking or monitoring her life whether she is cheating or not, after all he is a cheat too, so they enjoy being cheats together without condemning themselves.
