The Federal Government of Nigeria did an open bidding contract for firms to run the single Treasury Account (TSA): The contract was won by a local company called Systemspecs, led by Mr John Obaro an I.T expert with a commission of 1%. Systemspecs created a platform called Remita, that enabled the government to have all revenue generated from all it's agencies such as Customs,NNPC,NPA,Immigration etc paid into a single account.

In 2003, the then governor Bola Ahmed Tinubu awarded a contract to a company called Alpha Beta Consulting LLP, that was setup the same year. Thanks to court documents and a sworn affidavit filed before the Lagos State High Court, by it's former Managing Director Alpha Beta,Dapo Apara, we have come to know he was the owner of the company, which is a breach of conflict of interest. The commission the firm has received from 2003 is 10% of internally generated revenue (IGR) of Lagos state. As a former Treasurer of oil giant, ExxonMobil, he should have known this is against global best practice and would have earned him a termination and loss of pension benefits if he tried to replicate what he did in Lagos state with his previous employer.


The difference between an open bidding process and a non transparent one based on personal interest is a whopping inflated commission amount of 9%, which is unheard of anywhere in the world on government revenue.

If Lagos state did an open and transparent bidding process the commission percentage will have been similar to Remita percenttage. Alpha Beta was founded in 2003 the same year they received the monopoly and 10% commission written into law.

Unlike Systemspecs which had prior experience and was reknown as I.T experts in their field. Alpha Beta had no prior experience as it was founded only about 6 months before they received the contract.

I found out he worked at Mobil through his Chicago drug case. I learnt at the time he was earning $2400 dollar a month.

They were investigating his account because it got flagged for money laundering after payment of hundreds of thousands of dollars by two members of a drug cartel into his account.

An excerpt from the report

" One of the individuals identified in his cartel by Moss was Tinubu, then a Chicago State University-educated accountant working as a treasurer for Mobil Oil Nigeria Ltd, a subsidiary of energy giant Mobil Oil, which was still a few years shy of its famous merger with Exxon in 1999.

At the time, Tinubu’s take home as a Mobil Oil Nigeria executive was a mere $2,400 a month and he claimed not to have any other revenue streams. Yet he still managed to deposit $661,000 into his individual money market account in 1990 and then another $1,216,500 a year later. He also opened more accounts with Citibank in its worldwide personal banking unit, transferring over half a million dollars from his First Heritage money market account into one of them in early 1991.

Mobil Oil Nigeria told Moss that Tinubu’s role at the company never involved transferring large sums of money between banks and that it didn’t keep deposits in any institutions in the south suburbs of Chicago, where First Heritage was based. Moreover, although Tinubu moved back to Nigeria in 1983, he neglected to file U.S. income tax returns after 1984 despite having sizable, interest-generating deposits in American banks. All of this was enough to persuade a magistrate judge of the Northern District to issue seizure warrants for Tinubu’s First Heritage and Citibank accounts. Collectively, more than $1.4 million belonging to the Nigerian was confiscated."

He also attached bank documents and evidences of the transfer in Excel that contained the bank account numbers.
The former Managing Director of Alpha Beta knows were all he bodies are buried.
