The one that submitted his acceptance of offer of employment letter first. In the staff nominal role you will also notice who is senior among contemporaries.

Date of assumption of duty which is part of the forms you submitted when you accepted the offer.

As long as neither of them failed any promotion interview, the both of them are on the same level, the same step.

Two people who are employed on the same day start on the same level/same step whether one does his documentation in the morning and the other in the evening.

But there are exception, if one got employed with a Masters degree while the other with a first degree. The one with a Masters will be placed on grade level 9, while the one with first degree will be placed on grade level 8.

What will eventually play out in the course of their career progression as in the case of two civil servants who started on the same level, is if one of them fail a promotion interview and the other passes. Then the one that passes now becomes higher than the latter in rank and level.

The most efficient and effective between the two. My Ogas did it well then when I was in the banking sector. The one seen as more productive and efficient will always command superiority over his mate of the same cadre.

The officer who resumed first is senior in the civil service even if they both came on the same day.

No one is senior, they are on the same level, since they were employed on the same day and the same grade with the same level of qualifications. In civil service seniority is measured base on grade level and step. In Civil service, those in the same grade level and step are equal irrespective of who come first.

The one who came to work first and has his name on the log book first will be considered first.

As long as they were both placed on the same grade level and same steps No seniors between the two..Only diffrence in steps gives either of the two slight edge because both will still be due for promotion at the same time...So as it stands no senior between the two of them...Even if their documentation was done at a difrrent date as long as they were placed on the same level and step..No one can lay claim to seniority

Seniority in the civil service is determined by the date and time one resumed duty in an organisation. Since your friend the other colleague resumed the same day, your friend is not his senior.

Your friend can only claim seniority if his level/cadre/position in that public sector organisation is higher than his colleague.

Aside from the above stated, your friend shouldn't do more than his power, cos they are mate irrespective of the age difference.

There other ways he can prove his personal seniority and attract respect to himself. which includes been skilled in what he does in the organization, acquiring additional knowledge relevant to the organization and his career, and been charismatic in his dealings with others

There's something called file, it's usually kept in the open registry of the Ministry in question. Each file has a number, called file number. So, check their file numbers and see whose file number came earlier than the other, than you get the answer to your question.

Also, there's something called PSN (Public Service Number), compare both of the PSNs and you'd know who came first and who came last among the two.

Hi, your question can be answered easily if we know the reason behind the the need to know the one who is senior and if both operate within same department etc. Then how senior are these people? The policy of an organization must envisage and put controls in place to reduce this issue. Such people if at senior level should be posted to different areas of the business to avoid conflicting impact.

Regardless, here are your consideration options:

1. TIME ON GRADE: If anyone at any point in time has gone ahead to be promoted first before the other joined him in a new grade, then he takes precedence.

2. PERFORMANCE: Who scores higher performance points on the PMS might be seen as first amongst equal

3. RESPONSIBILITY / SPAN OF CONTROL: Who oversees more critical responsibilities might be seen as taking priority. For example is one if Candidate A is Head of Finance and Candidate B is Head of Store -

4. QUALITATIVE JUDGEMENT: Senior Management can take a qualitative judgement or who takes precedence.

The bolded is wrong assertion, seniority matters in the civil service. How do I know? Well, I'm a civil servant.

I work in a Ministry (which I'll not name for obvious reasons). In my department, our Director is on Grade Level (GL 17), we have three other Deputy Directors on GL 16, then one Assistant Director on GL 15. Our current Director retires next year (2022), one of the Deputy Directors would to replace him and it's the one who has been in service longer that'll replace him. The rule/law about it is not ambiguous. I recently wrote my Civil Service Exams December last year, and one of the courses I took was PUBLIC SERVICE RULES. Everything is clearly laid down in that course.

That being said, just yesterday, in fact, less than 24 hours ago, we were in a meeting with all Directors (deputies inclusive) present. The anchor erroneously recognised the Deputy Director with lesser year in service before the senior one, and he had to apologize, then do it right when it was brought to his attention that he had made a mistake.

In the Civil Service, there hierarchy and there is seniority based on your level of experience and years in service.

I don't know what it takes to finish inaugural lecture, but I will tell you that two students who got 4.71 & 4.71 respectively are equal same as two new workers who got employed on the same day are equal, it doesn't matter if one works harder than the other or if one resumed before the other.
Seniority comes when they receive appraisal ratings or when one is promoted above the other.

You didn't get it.

There are situations of workers on the same grade level but were recruited different years.

A member of staff recruited 2 years back will still be on GL 08, so also another member recruited this year. How do you make out the difference between the two workers? I think the steps make the difference. Eg GL 08, step 2.

On inaugural lecture for a prof, that is his/her maiden lecture as a prof as opposed to a prof of 3 years who has been holding lectures and seminars.

The day of documentation doesn't really matter, what matters is the effective date contained in the offer of appointment issued by the civil service commission. Your appointment letter is based on this also. If however the level and date remains same for two or more individuals, their age will determine. ie the older will be the senior.
