While you are right you are still wrong because you are looking at it from one perspective, While the man with the gen has the right to on it all day if he wish. The op also has the right to a good night sleep, that isn't too much to ask is it? I feel both parties should talk to each other in a civilized manner, they are both probably smart adults they can come up with a solution that helps everyone. Maybe the guy with the gen can on it up to 10pm, and maybe the op can be asked to get ear plugs or something for cases 10pm isn't possible, maybe the location of the gen can be revisited to help everyone, also a little sound-reducing building can be made for the gen. Options are plenty both sides just needs to talk and be willing to help each other as best as possible even though not 100%.

Nor be everything you go dey do if the person nor like am make him comot. Understanding and willingness to explore different options to arrest the situation is a trait we all need to own to peacefully coexist. Because both paid rent, you can't give excuse for one's behaviour and not do the same for the other. In cases like this dialogue and compromise are very important.

guy leave that man alone, its not entirely his making, the authorities you want to report him to is also part of the problem.

1. You don't pay his rent and can't detect to him when and when not to use his gen in this Nigeria. Its can't happen!

Please learn to live with the generator sound, it wasn't his fault: blame the government. If their is a constant light, the generator will not sound and everywhere will be cool.
When I was living in Mozambique ( a country regarded as poor) I didn't hear a sound of generator, even big companies do not have. 80% of the citizens do not know what is called generator why because there is light 2/4/7. I came back after like four years and totally forgot how to on generator.. please allow your neighbour. Try and fall asleep so you will not hear the sound.

Well, to some people they will believe that it is because you can't afford one that is why you are complaining but iu can try to talk to any elder close by to your house and see if they help you talk to the owner of that generator.

report to your landlord or caretaker. Where I live no one is allowed to leave his/her generator on beyond 11 PM. The landlord make it compulsory that every tenant is allowed to switch on generator from 4:pm to 10:30 or latest 11pm, before any tenant rent any apartments there must sign to the rules and regulations.

This is what every landlord should imbibe.

Get some good ear plugs and everything will be ok

Most of the comments here shows why this country is in its present state. A man is disturbing his neighbor with his generator and some folks here are saying he shouldn't complain. The op has every right to enjoy peace of mind and a sound sleep. Where I live, some landlords make it compulsory to switch off all generators by 11:30pm.
