Well, OP, do your undergraduate degree in Nigeria because undergraduate degree abroad is exorbitant as you need to provide proof of living expenses for each year - in total 3-4 years. Ace your undergraduate degree and apply to graduate programs abroad, with your tech skills, you can even apply for jobs immediately after you graduate. Unless your parents are oil workers, very rich people or politicians, I really doubt you can sponsor yourself as a foreign undergraduate in any developed country be it Norway, Germany or Estonia.

My Dad wants me to travel abroad which is a nice idea �. I wish to go outside to do undergraduate program. Am looking at Canada... which means I would need IELTS or TOFEL

Am good in computer as an a programmer so am wondering what is the best option and best country to go.

And hope Admission won't be a problem because I have only WASSCE....

Look towards the USA.

Take SAT and make sure you get a good score.
Apply for admission with your score. You will get scholarship from some schools, if your score is good.

You will still need to take TOEFL. Aim to get a nice score too.

You can apply for a 10months language program in Ukraine, very cheap if your purpose is to “ japa” then relocate to Poland from there.

Why not come to Germany, there are lots of jobs for IT students, that can even pay you as much as 2.500 euros monthly after tax, and moreover, most government owned universities are tuition free, you only do semester contributions, every six months, ie every semester.

Try an European country for your bachelor's and then move to your country of choice for Masters. Search for
taught undergraduate programs in English in countries like: Estonia, Denmark etc.
