It's not about painful experience, it is about acceptable norms. Remember the norms of one society might differ in another. When they talk about animal cruelty in the western world they are talking about non consumable animals. Cats and dogs are hosuehold pets hence people fought for them to have certain rights, nobody is going to do the same for chicken or mice
