That some people get the letter along with the passport while some don't and that it does not stop him from travelling.

Okay. I really don't have experience with this sort of situation and I don't know anyone that it has happened to. Don't want to alarm anyone so I think best thing would to still try and contact UKVI. Since the Visa was issued it shouldn't be a problem if the person in question need to fly out to start work (my opinion). They should just hold evidence that they have tried to contact ukvi (so emails sent).

Ielts general and must be the one for ukvi or Ecctis. Both serve the same purpose so any is fine. One is more expensive so you make your choice based on your needs

You know that if there is a strike no amount of link would make an difference. .... the only option with be direct contact with someone in the school

Also ielts is 89k,UK naric is £140 meaning ielts is cheaper so if you have any issues with strike. Its in your best interest to go do exam
