That being said, what program and level (Bsc/PGD/MSc) are you looking at? What do you mean by cheap? What’s your budget?Providing more info will help people better respond to you.

Sorry to hear about your refusal. Looks like the application was not well put together. You can order your gcms notes via 3rd party sites(you don’t have to be in Canada, be a PR or citizen). Just type ‘order GCMS notes’ into google and it will give you many options to choose from. You can share the documents you submitted for the application to receive some advice before you GCMS note arrives.

If you're paying with a naira card that is still enabled for int'l transactions you can ask your bank for their rate. (Card rate is usually diff from wire transfer rate)

If your using a USD card, Google the USD/CAD rate for the day and proceed.

USD 1 = CAD 1.30 as of today if you're using a virtual dollar card.

If you're using a virtual naira card just ask your bank for their card rate to have an idea.

Can one pay with Visa or Mastercard in naira considering choosing your country of payment from their platform.
