As a former phcn staff, when you hear improved electricity supply, it applies mainly to those in the cities not rural area. That's why no business thrives in rural villages. If electricity supply were to reach every nook and cranny, i can assure you that 5000mw can't guarantee anyone 12hrs electricity a day. Depriving all those in villages and rural areas of electricity to satisfy those in cities is not definition of improved electricity.
