Please which section of the law permits a non contestant to be declare a winner.? I also want to know the section of the electoral Act that permits holding in trust a primary for a non contestant.
The electoral Act only empowers NWC to conduct primaries but never gives powers for its to usurp to declare non contestant as a winner.
