As long as Pep Guardiola is there, you can't automatically say they're weaker. That's how people thought they'll be weaker when Silva was sold, and that's how he unleashed Foden. Same thing when Aguero was sold and they didn't sign any striker but Grealish. Pep can easily sign players and even if he doesn't, they're tonnes of quality players he'll harness and EPL go still hear am from him (we all saw how Rico Lewis benched Cancelo last season and there wasn't obvious drop in quality before he eventually switched to his 3142). Even Keke Cole Palmer dey one side

So we became better while City became weaker to last season. Ordinarily we are on par. We can compete with them on equal footing. We also have an improved bench with Havertz.
